Shell Offshore Inc., a subsidiary of Royal Dutch Shell plc, has conducted a comprehensive damage assessment of our West Delta-143 (WD-143) offshore facilities from Hurricane Ida that revealed significant structural damage. We estimate that our WD-143 “A” platform facilities will be off line for repairs until the end of 2021, and that the facilities on our WD-143 “C” platform will be operational in Q4 2021.
The WD-143 facilities serve as the transfer station for production from our assets in the Mars corridor in the Gulf of Mexico to onshore crude and natural gas terminals.
Given the timeline for repairs to WD-143, we expect to resume production from our Olympus platform, which flows across the WD-143 “C” platform, in Q4 2021, and from our Mars and Ursa facilities, which flow across the WD-143 “A” platform, in Q1 2022. Our Perdido asset in the southwestern Gulf of Mexico was never disrupted by Hurricane Ida, and our floating production, storage and offloading vessel, the Turritella (also known as Stones), is on line. At this stage of the recovery, approximately 60% of Shell-operated production in the Gulf of Mexico is back on line.
As we continue to assess and address the impact of Hurricane Ida on our businesses, our top priorities continue to be the protection and recovery of our people and assets, the community and the environment.

“McAllen is essential to the success of the Rio Grande Valley and the entire state of Texas,” said Governor Abbott. “Texas would not be the nation’s economic leader in exports without the people of McAllen, which is why it is so important that we continue to work together to ensure an even more prosperous future for this city and the entire Rio Grande Valley.”
Following the meeting with city officials, the Governor signed Senate Bill 576 into law, which will crack down on human smuggling in Texas. The Governor was joined for the meeting and bill signing by Representative JM Lozano and members of the McAllen City Commission, as well as law enforcement, judicial, and other local officials from the Rio Grande Valley.
“As we continue to combat the crisis at our border, the State of Texas is using every tool we have to secure the border and protect innocent lives from crimes related to illegal immigration like human smuggling,” said Governor Abbott. “That is why I am proud to sign Senate Bill 576 into law, which will help us crack down on human smuggling and keep our communities safe. Thank you to Senator Juan “Chuy” Hinojosa and Representative JM Lozano for working together on this legislation and for your efforts to protect vulnerable people from the horrors of human smuggling.”
Senate Bill 576 enhances the criminal penalty for human smuggling when a payment is involved. SB 576 also eliminates the requirement of proof for prosecution that a smuggler intended to receive payment for the crime of human smuggling.

The Governor was joined at the press conference by Texas Department of Public Safety Director Steve McCraw, Texas Military Department Adjutant General Tracy Norris, and National Border Patrol Council President Brandon Judd. Speaker Dade Phelan, Representatives James White, Jared Patterson, Tracy King, JM Lozano, and Eddie Morales, Del Rio Mayor Bruno Lozano, Val Verde County Sheriff Joe Frank Martinez, and Val Verde County Judge Lewis Owens were also in attendance.
During his remarks, the Governor also thanked members of the Texas Legislature for passing House Bill 9, legislation providing an additional $2 billion in border security funding.
“The State of Texas is taking unprecedented steps to secure the border, and we will continue to respond in full force to keep Texans safe,” said Governor Abbott. “The Biden Administration’s failure to enforce immigration laws and halt illegal crossings on a federal dam poses life-threatening risks to Texans and the migrants themselves. Texans ― and all Americans ― demand and deserve a secure southern border and the protection of our nation’s sovereignty. I thank the brave men and women of the Texas Department of Public Safety and the Texas National Guard for stepping up in the federal government’s absence to address this crisis.”
Governor Greg Abbott yesterday announced the availability of $100 million in grant funding through the Operation Lone Star Grant Program to enhance interagency border security operations supporting OLS. On Monday, the Governor sent a letter to President Joe Biden requesting an emergency declaration for the State of Texas as a result of the escalating crisis at the border, specifically due to the dire situation in Del Rio.
The Governor launched Operation Lone Star in early March to help secure the border and combat the smuggling of people and drugs in Texas. There are currently thousands of state personnel, including DPS troopers, agents, and rangers, and National Guard Soldiers who are engaged in the mission and working with local law enforcement. The Governor expanded the mission shortly after its launch to include anti-human trafficking efforts. Governor Abbott’s plan to secure the border also includes the construction of a border wall, in addition to the use of strategic fencing and other barriers. A project manager for the initial stage of building the wall was announced September 16.

The infusion center has been provided with Regeneron monoclonal antibodies to treat outpatient cases of COVID-19 who have a referral from a doctor. This treatment is available at no cost to the patient. Local partners include Guadalupe Regional Medical Center, Southwest Texas Regional Advisory Council, the City of Seguin, and Guadalupe County.
“The expansion of Seguin’s infusion center helps ensure more Texans can access this effective treatment in Central Texas,” said Governor Abbott. “We will continue to expand access to COVID-19 antibody therapeutic infusion centers in our communities, and I encourage Texans who test positive for COVID-19 to continue utilizing this treatment.”
Governor Abbott, TDEM, and the Texas Department of State Health Services (DSHS) have established and expanded antibody infusion centers in communities across the state over the past several months. COVID-19 antibody infusion treatment can prevent a patient’s condition from worsening and requiring hospital care. These facilities also help increase bed capacity in hospitals so that resources are available for the illest patients. The State deployed similar measures beginning in November 2020 to communities across Texas.
Antibody infusion centers are currently operating in the following communities, with more coming online in the coming days:
• Austin (DSHS)
• Beaumont (TDEM)
• Corpus Christi (DSHS)
• Edinburg (TDEM)
• Fort Worth (DSHS)
• Harlingen (TDEM)
• Houston (DSHS)
• Laredo (DSHS)
• Livingston (TDEM)
• Lubbock (TDEM)
• McKinney (TDEM)
• Nacogdoches (TDEM)
• Odessa (TDEM)
• San Antonio (DSHS)
• Seguin (TDEM)
• Tyler (TDEM)
• The Woodlands (DSHS)
These state-supported infusion centers are in addition to the antibody infusion treatment that is provided by more than 200 private health providers across the state. The treatment is free and available to Texans who test positive for COVID-19 and have a doctor’s referral. Texans can visit meds.tdem.texas.gov to find a therapeutic provider near them.

The highly anticipated Toro Toro Pan-Latin Steakhouse by Chef Richard Sandoval, is proud to introduce Chef Rafael Villalpando as its new Chef de Cuisine. The sumptuous restaurant will be open to the public this Fall. Chef Villalpando brings years of experience in the restaurant and hotel industry to downtown Houston, as well as a deep passion for modern Mexican and Latin cuisine, as Villalpando spent several years in Mexico.
“I am pleased to welcome Chef Rafael Villalpando to the Toro Toro Houston team as Chef de Cuisine. Chef Rafael brings his creativity, leadership, and extensive experience working in top hotels and resorts and with modern and contemporary Mexican and Mediterranean cuisine from his home of Mexico to New York City to Texas,” said Chef Richard Sandoval. “For this opening, he will reunite with our global culinary team who worked with him at Rosewood Hotels and at Toro Toro in Fort Worth. His passion is evident in his execution of flavors, aromas, and presentation and I think he will very quickly make a great impression on Houston.”
Rafael, who was born in Los Angeles and raised in Mexico, was inspired to cook by his grandmother. He has worked in high-end restaurants in Monterrey, Mexico, New York City, and most recently, Fort Worth serving as the Chef de Cuisine at Toro Toro Fort Worth, located within the Worthington Renaissance Fort Worth Hotel. Prior to that, he held the position of Kitchen Supervisor / Sous Chef at 18 Oaks Restaurant, located within the JW Marriott San Antonio.
Chef Villalpando has an extensive background from working in hotels and high-volume, multi-outlet establishments such as his vital contribution to the pre-opening of the Rosewood Hotel in San Miguel de Allende. Villalpando was part of the pre-opening team where he served as the Chef de Cuisine alongside Executive Chef Carlos Hannon. Throughout his time at the Rosewood Hotel, Villalpando showcased his diverse set of skills as he was heavily involved in the development of the menus, exhibited leadership in the kitchen with coordination and organization of the staff, and implementation of a sanitation system. A graduate of Corpus Instituto Gastronómico, Villalpando has been noticed for his work with numerous awards including being named the Culinary Hotel Winner for Marriott’s Masters of the Craft Culinary and Mixology Awards two years in a row, 2018 and 2019, from his time with the JW Marriott San Antonio.
“As a Latin born in Los Angeles California and raised half my life in Mexico, I have always enjoyed cooking and experimenting with Latin flavors,” said Rafael Villalpando, Executive Chef at Toro Toro. “I am quickly discovering Houston to be a major culinary city that brings diversity and pride to its melting pot of cultures. So far, my time here has been incredible and I cannot wait to share my cuisine with the city.”
In preparation for the grand opening of Toro Toro Houston, Chef Villalpando has been training diligently with Executive Chef of Four Seasons Hotel Houston, Chef Paul Peddle, and experiencing all that Houston has to offer. When Chef Villalpando is not at work, he enjoys spending time with his wife and child. He loves exploring cities by visiting local food trucks, especially when they involve tacos or spicy dishes. Rafael is a NASCAR and Formula 1 fan and enjoys mountain biking and skiing in his free time.
This Fall, Chef Richard Sandoval will bring his award-winning global Pan-Latin Steakhouse concept to the Four Seasons Hotel Houston. With a twist on the contemporary steakhouse experience, Toro Toro Houston is vibrant with Pan-Latin flavors, an open ceviche bar, and a vigorous love for the city of Houston.
