The Importance of Energy Advocacy

2

AUSTIN – The following can be attributed to Todd Staples, President of the Texas Oil & Gas Association:

Throughout the month of February, the Texas Oil & Gas Association (TXOGA) prepared for our biggest Energy Day ever – an event as big and impactful as the energy industry has been to the State of Texas over the last 100 years.

No matter where you live in Texas, the Texas oil and natural gas industry benefits you, and it does so in a greater capacity than you might realize. Three figures help to demonstrate just how impactful this industry is to our state and to its constituents: 14 – 29 – 348.

In Fiscal Year 2018, the Texas oil and natural gas industry paid more than $14 billion in state and local taxes and state royalties. The oil and natural gas industry also represented a whopping 29% of Texas’s Gross State Product. And in 2018, the oil and natural gas industry employed over 348,000 Texans with good-paying, stable jobs that provide for their families.

From exploration and production, to transmission and processing, to refining, servicing and marketing, the men and women in the oil and natural gas industry are the reason for the unparalleled success of Texas, and 2019 Texas Energy Day @ the Capitol celebrated these remarkable achievements.

We too seldom hear the good news of the Texas oil and natural gas industry’s benefits to our state and are so often fed misinformation from groups wrongfully attacking the industry. Participants in 2019 Texas Energy Day @ the Capitol had an opportunity to talk about good jobs and the importance of science-based regulations and energy security. Oil and natural gas employees expressed their pride in an industry that makes electricity bills affordable and provides state and local revenue used to pave our roads, build our schools and fund our first responders.

2019 Texas Energy Day @ the Capitol brought more than 60 companies, associations and chambers and over 700 Texans from across the state to their State Capitol in Austin to voice their support for the industry that is quite literally fueling Texas.

Energy supporters from Midland, El Paso, San Antonio, Houston, and several cities in between began 2019 Texas Energy Day @ the Capitol hearing from a few of our state’s top officials, including Lieutenant Governor Dan Patrick, Texas Railroad Commissioner Ryan Sitton, Texas Commission on Environmental Quality Commissioner Emily Lindley and Texas House Energy Resources Committee Chairman Chris Paddie. Chairman Paddie and Senate Natural Resources Committee Chairman Brian Birdwell also sponsored resolutions – H.R. 473 and S.R. 226 – honoring 2019 Texas Energy Day @ the Capitol.

It was then on to the grounds of the Texas State Capitol, where Colorado Street and the Ground Floor Rotunda were transformed into “Energy Avenue” and the “Tech Hub” for the day, and attendees and visitors experienced over 20 exhibits that showcased innovation, technological advancements and safety practices of the oil and natural gas industry.

A virtual reality tour of an offshore rig, an in-line inspection tool that can measure pressure and detect leaks from inside a pipeline, a frac sand conveyer belt truck, a liquid nitrogen display, and models that showed how wells are constructed with layers of concrete and steel pipe were just a handful of items on display to give attendees and the public a firsthand look into the advancement and sophistication of the industry.

2019 Texas Energy Day @ the Capitol attendees concluded the day with conversations with their lawmakers and staff about what oil and natural gas has meant for each of them individually and reinforced the fact that when oil and natural gas does well, all of Texas does well. Texas Railroad Commission Chairman Christi Craddick and Commissioner Wayne Christian also made an appearance, taking time to talk with energy employees along Energy Avenue and in the Capitol.

Energy supporters who couldn’t attend the day sent emails and letters to their lawmakers to lend a voice to the cause online and through social media, where #TXEnergyDay2019 quickly became a popular topic and was trending on Twitter.

Whether it’s relying on the 96 percent of products we use every day that are made from oil and natural gas or enjoying the energy security that has propelled our state and nation into the driver’s seat of the energy space, 2019 Texas Energy Day @ the Capitol was a very visible reminder that all Texans benefit from the oil and natural gas industry’s robust presence in our state.

Pepe Aguilar made his debut at Madison Square Garden at the age of three performing on horseback with his father Antonio Aguilar who, with his family, toured the entire American continent with the Espectáculo Ecuestre Internacional and Rodeo Show. It was the first equestrian show in the history of Latin show business, built around various life stock disciplines with horses, bulls, buffalos, monkey’s, and more.  “It was like a Ringling Brothers Mexican Style.  He even had folkloric ballet.”  It was one of the most successful shows of the time.  Don Antonio, Doña Flor Silvestre (both parents were acclaimed actors from the golden age of Mexican cinema) along with little Toño and Pepe Aguilar changed the direction of Mexican music forever and became a standard by which the genre was judged.

Pepe Aguilar went on to become one of the most important performers/producers/songwriters in Latin music, selling more than 12 million albums, earning 15 #1 records and numerous awards including four Grammys and five Latin Grammys and a Star on the Hollywood Walk of Fame next to his father.  He has collaborated with artists such as will.i.am and Julieta Venegas. Aguilar picked this moment to reclaim the traditions of jaripeo for himself, his family and his fans.

Senate Committee Votes to Increase Litigation, Stifle Revenue Growth for Schools, Roads

0

The Texas Oil and Gas Association (TXOGA) registered its strong opposition to the Committee Substitute for SB 421 (CSSB 421), which passed out of the Senate State Affairs Committee yesterday. TXOGA President Todd Staples and Texas Pipeline Association President Thure Cannon sent a letter to Lt. Governor Dan Patrick and all 31 members of the Texas Senate outlining the fatal flaws found in CSSB 421.

“This CSSB is not a compromise bill and is full of fatal flaws that would cripple the ability to provide essential services to Texans. These are not minor flaws in the bill but rather systemic, unworkable provisions,” Staples and Cannon wrote.

“CSSB 421 is wrong for Texas because the legislation will increase litigation, slow infrastructure development and ultimately stifle state and local tax revenue,” continued Staples. “We are confident that it is possible to balance property owners’ rights with responsible infrastructure development. CSSB 421 is not the answer and we are urging defeat of the measure to make way for a proposal that will benefit all Texans.”

“Since 2017, we have repeatedly asked to negotiate – in public meetings, letters, and in-person interactions – but no compromise language was presented for discussion. Our out – reach and good faith efforts to negotiate have gone largely unanswered as the committee substitute is replete with unworkable provisions, which puts all Texans at risk,” said Staples.

“Getting this legislation right is essential because build – ing new critical infrastructure, such as pipelines for oil, natural gas and transportation fuels, will allow the Texas energy miracle to continue, expand jobs and in – crease revenue for schools, roads, first responders and all Texans,” said Staples. “Further, expand – ing energy infrastructure is the best way to increase energy reliability and security.” New right-of-way acquisition regulations in CSSB 421 will incentivize litigation, impede growth, decrease jobs and will negatively impact not just energy infrastructure but all forms of infrastructure necessary to meet growing needs. CSSB 421 will de – lay important oil and natural gas pipeline construction, which could drastically increase the cost of heating and cooling Texas homes, schools and businesses and make it more difficult to deliver fuel in the event of natural disasters, ac – cording to Staples.

Pipelines are the main method of transportation for natural gas and fuel in Texas. Pipe – lines are also the safest ways to transport crude oil and natural gas, with product delivered via pipeline arriving safely at its destination 99.99 percent of the time.

New pipeline infrastructure also improves air quality and reduces traffic congestion by ensuring fewer trucks are on roads and highways.

TXOGA is a member of the Coalition for Critical Infra – structure (CCI), whose members joined with multiple other organizations representing industries that employ millions of Texans and benefiting the daily lives of everyone in the state, in opposition to CSSB 421. CCI represents public and private entities including cities, counties, water districts, railroads, electric utilities, gas utilities, pipelines, business advocacy groups, manufacturers, and litigation reform groups. Other organizations that have joined CCI in opposition to CSSB 421 include chambers and economic development organizations that represent a majority of the state’s population, port authorities and our state’s energy producers.

LVCVA Board of Directors Votes to Move Forward With Elon Musk’s The Boring Company

The innovative project has the potential to connect Downtown, the Las Vegas Convention Center, the Las Vegas Boulevard Resort Corridor, McCarran International Airport and beyond.

The Las Vegas Convention and Visitors Authority (LVCVA) Board of Directors today made a monumental decision that will revolutionize Southern Nevada’s transportation. The 14-member Board approved a recommendation to select Elon Musk’s The Boring Company (TBC) to design, construct and operate a people mover for the Las Vegas Convention Center via a loop of underground express-route tunnels that could carry passengers in autonomous electric vehicles at high speeds.

“Las Vegas has maintained its reputation as a leading travel destination because we are driven by innovation and hospitality,” said LVCVA CEO and President, Steve Hill. “This project is an example of how our leading principles can create an experience benefitting our community and valued visitors.”

Currently in the midst of an expansion, the Las Vegas Convention Center will span 200 acres when complete in time for CES in 2021. Conventioneers walking the facility from end to end would log approximately two miles creating the need for an on-property guest transportation solution. In 2018, Las Vegas had more than 42 million visitors. The Las Vegas Convention Center hosts more than 1 million convention attendees annually. The Regional Transportation Commission of Southern Nevada carries approximately 12 million passengers per year within the Las Vegas Boulevard Resort Corridor.

“Las Vegas is a high-energy, high-technology destination equipped to welcome the world, and we are excited to deliver a system that will help visitors efficiently navigate the city’s many offerings,” said Steve Davis, president, The Boring Company.” Founded by Elon Musk,

TBC is a leader in innovative transportation technology. Its projects include a Research and Development (R&D) Test Tunnel in Hawthorne, California. The R&D Test Tunnel represents a fully operational 1.14-mile Loop system that cost less than $10 million per mile including internal tunnel infrastructure.

The LVCVA’s TBC recommendation is a result of a multistep process that started in 2018 with a request for information to gauge interest. A request for proposal was then issued. Interviews with the selected finalists were conducted by an evaluation team who determined the recommended company. The evaluation team was comprised of representatives from the LVCVA, private organizations including a Las Vegas resort property, and consultants in transportation systems, and automated people-mover construction and operations industries.

Following today’s decision, TBC and the LVCVA will determine specific design, construction and operational plans and negotiate a contract for final approval by the LVCVA Board in a subsequent meeting anticipated by June 2019.

TBC’s existing proposal indicates the underground loop system offers reduced total costs, less disruption to pedestrian and vehicle traffic, and faster construction time than traditional ground or above-ground options.

The loop will be designed to meet the full spectrum of ridership needs, including demands from future expansions, with a potential capacity of up to 11,000 passengers per hour. The estimated system cost is between $35 million and $55 million depending on route, number of stations and size of stations.

“Las Vegas is on the cutting edge of technology and this project reflects the incredible work that’s taking shape right here in Southern Nevada,” said LVCVA Board Chairman and Clark County Commissioner, Larry Brown. “It’s exciting to have the Las Vegas Convention Center campus at the forefront of this historic development in our destination and we look forward to this new mass-transit solution with The Boring Company.”

Tourism is the engine that drives Southern Nevada’s economy, and one of the greatest opportunities for continued growth is business travel. Through expanding and renovating the convention center coupled with innovations in efficiently and effectively moving locals and visitors within the destination, Las Vegas will not only retain its status as the No.1 conventions city, it will ensure the economic future of the entire destination.

Overall, the tourism industry continues to be crucial to Southern Nevada’s economy generating $58.8 billion in total economic impact, supporting 391,000 jobs and $16.4 billion in local wages and salaries. These jobs represent 41 percent of Southern Nevada’s total workforce.

Houston Health Department to Convert 160 Homes with Lead into Safe Homes with New $3 Million Grant, Bond Funds

One hundred sixty Houston houses posing a lead-poisoning risk to young children will turn into safe homes with a new $3 million federal grant awarded to the Houston Health Department (HHD).

Matching city bond funds totaling $975,000 from the City of Houston’s Housing and Community Development Department will augment the U.S. Housing and Urban Development (HUD) grant.

“Exposure to lead-based paint in Houston homes continues to poison our children,” said Loren Raun, HHD’s chief environmental science officer. “Lead-poisoned children suffer from a variety of health impacts.”

Lead poisoning in children can result in learning disabilities, behavioral problems, mental retardation, speech and language handicaps and brain damage. Extremely high blood lead levels can trigger seizures, coma or even death.

Every year about 800 Houston children under the age of 6 are confirmed with elevated blood lead levels.

The Lead-Based Paint Hazard Control program at HHD has performed lead reduction activities in 3,116 homes since 1996. Houston has 533,523 houses built before 1980 and 41,524 built before 1940.

Privately-owned or rental homes contaminated with lead and housing low-income children under age 6 qualify for the lead reduction work if they are within Houston city limits. The program targets inner-city neighborhoods, areas more likely to contain older homes with lead-based paint –– the most common source of lead exposure in children.

Homes of families with lead-poisoned children will receive priority for the lead-hazard reduction.

The Centers for Disease Control and Prevention estimates that more than 80 percent of all houses built before 1978 in the United States have lead-based paint in them. Houses built before 1950 pose the greatest hazard to children because they are much more likely to contain lead-based paint than newer homes. The older the house, the more likely it is to contain lead-based paint and a higher concentration of lead in the paint.

HHD’s lead-hazard reduction activities include removal and replacement of contaminated housing components, stabilizing or enclosing painted surfaces and temporarily relocating families during the renovation process to ensure that children are not further lead poisoned. The relocation, provided at no cost to families, takes into consideration each household’s school, employment and transportation needs.

As lead-based paint in older homes deteriorates, it creates contaminated dust as well as paint chips that young children can ingest, especially those between 1 and 3 years of age who frequently pick up objects and put them in their mouths. Home renovation or remodeling can disturb lead paint. Also, a young child can easily chew on painted surfaces such as window sills and door frames in a lead-exposed home.

The main treatment for lead poisoning is to stop the exposure. Removing the lead from a child’s environment helps ensure a sustained decline in blood-lead levels. In some cases, medications can lower elevated blood-lead levels.

The longer children are exposed to lead, the greater the likelihood that they will sustain damage to their health. Lead can harm virtually every system in the human body, but it is especially damaging to the developing brain and nervous system of fetuses and young children. It can damage the kidneys and the reproductive system and cause high blood pressure.
