County Attorney Ryan Adds to Environmental Law Team

County Attorney Vince Ryan welcomes back environmental law specialist Clarissa Bauer to the County as he strengthens his team to combat the rising number of environmental enforcement cases.

Bauer re-joins the Harris County Attorney’s Office as a special consultant to work with the Environmental Practice Group – which she once managed.

“Bringing back Clarissa is part of a proactive approach to managing the increasing amount of environmental cases we are filing,” said County Attorney Ryan. “Her expertise and intimate knowledge of the challenges we face here in Harris County make her a true asset to our office.”

Bauer joined the Harris County Attorney’s Office in 1987 and served in the Environmental Practice Group from 1995 to 2007. She retired in 2014 and has spent the last several years working in private practice. She also has taught environmental law at University of Houston and South Texas School of Law. Bauer was named Texas District and Civil Attorneys Association’s (TDCAA) Civil Practitioner of the Year in 2007 and a Texas Super Lawyer in environmental law in 2008 and 2009.

“I am beyond excited to have this opportunity to return to the County Attorney’s Office,” said Bauer. “With all the environmental issues going on, it is great to see County Attorney Ryan stepping up and working on the cutting edge of environmental law enforcement.”

Bauer rejoins the office in the midst of litigation against several large corporations, including ITC, KMCO, Valero and ExxonMobil this year alone, for their environmental violations related to incidents at their facilities.

“We will continue to fight for the health and safety of Harris County residents,” said County Attorney Ryan. “We will continue to hold companies large and small accountable for what they put into the air, ground and water of our county.”Share

I believe an evening like this, with so many brilliant folks supporting the Mexican American Bar Association of Houstonis exactly what my parents imagined when they came to the U.S. from Saltillo, Coahuila to deliverus to the American Dream.

Of course, they did not imagine how fragile democracy could be and how vital we would be to it. The Mexican American Bar Association of Houston addresses this on a daily basis.

When Arizona banned our history and culture, MABAH was the first group to donate to the 2012 Librotraficante caravan to smuggle the books back into Tucson. They joined us in declaring,“If you are going to ban our History, we are going to make more.”

When right wingers in Austin submitted a racist textbook for Texas Schools, MABAH donated to pay for busses and joined us to take 100 Houstonians to Austin to make sure that book was rejected.

There are more examples. And there will be more victories.

Thank you for the Amicus Award. If I speak boldly, it isbecause I have the benefit of yourwisdom and intelligence. I am honored to walk together into our generation. This is our time. Gracias.

Governor Abbott Announces Funding to Counter Terrorism Statewide

Governor Greg Abbott today announced $61.2 million in Homeland Security Grant Program (HSGP) funding to support state and local efforts to prevent terrorism and prepare for the threats and hazards that pose the greatest risk to the security of Texas and its citizens. The awards, released primarily to cities and counties across Texas, include 264 projects under the State Homeland Security Program (SHSP) and 136 projects through the Urban Area Security Initiative (UASI) which are components of the HSGP.

“As Governor, my top priority is keeping our communities safe,” said Governor Abbott. “These grants will ensure our communities have the resources they need to counter terrorism statewide and enhance security for all Texans. Our ongoing efforts to keep Texas safe would not be possible without our partnership with the federal government, and I thank them for their continued assistance.”

These grant awards invest in core capabilities outlined in the National Preparedness Goal and serve to strengthen Texas’ ability to prevent, protect against, mitigate, respond to, and recover from terrorism and other catastrophic events. Those capabilities include:

  • Special Response Teams and First Responder Capabilities: $24.3 million to provide equipment, training, and exercise support for local, regional, and state level response teams such as SWAT, Bomb, HAZMAT, Search and Rescue (SAR), and for other law enforcement, fire and emergency medical services personnel that serve communities across the state.
  • State, Regional & Local Planning: $13.4 million to support state-wide planning and preparedness efforts that provide the foundation for effective homeland security capability development and implementation in Texas.
  • Interoperable Emergency Communications: $8.3 million to sustain and enhance operational communications capabilities which facilitates information sharing and effective coordination essential for the successful response to all types of threats and hazards.
  • Fusion Centers: $3.2 million to support state and regional fusion centers thereby promoting ongoing intelligence and information sharing capabilities and the analysis, production and exchange of critical threat data between federal, state, and local partners.

The Governor’s Homeland Security Grants Division (HSGD) administers both the SHSP and UASI grant programs in coordination with the 24 regional Councils of Governments (COGs) in Texas and the Urban Area Working Groups (UAWGs) in Dallas/Fort Worth/Arlington, Houston and San Antonio. All projects funded flow from risk assessments and planning processes that serve to identify capability gaps and foster coordination among agencies across the five mission areas (prevention, protection, mitigation, response and recovery). The HSGP is open to state, tribal, and local jurisdictions statewide.  Agencies interested in seeking funds to support their terrorism preparedness initiatives during the next grant cycle for FY 2020 should reach out to the homeland security personnel at their local COG to learn about region specific timelines and requirements.

Governor Abbott Issues Disaster Declaration after Severe Weather Hits North Texas

On Monday, Gov. Greg Abbott issued a disaster declaration for 16 Texas counties in response to severe weather sustained across North Texas. The storm resulted in a tornado that knocked out power and caused severe damage.

The tornado touched down 9:30 p.m. Sunday. The National Weather Service confirmed the twister on Monday rated it as an EF-3 storm with winds of at least 140 mph.

The state-level disaster declaration, in addition to one signed by Dallas County Judge Clay Jenkins, will “speed out of state resources” and assist electric company Oncor with debris removal and power line repair.

One of the key ways that the disaster declaration assists in restoring electricity is by waiving regulations that prohibit utility companies from using out-of-state resources.

Another aspect of a disaster declaration is it allows residents to apply for financial assistance. Homeowners and renters approved for disaster relief could receive temporary housing as well as funds for home and/or business repairs and rental assistance.

The declaration includes Cass, Cameron, Collin, Dallas, Ellis, Erath, Hunt, Kaufman, Lamar, Panola, Rains, Rockwall, Rusk, Tarrant, Van Zandt, and Wood counties.

8 Tips to Make Halloween Less “Tricky” for Children with Autism

Halloween is one of the most universally celebrated holidays in the US. Each year, children plan costumes and enjoy fun, fall-themed activities at school and at organizations throughout their communities. However, Halloween isn’t easy for every child. Children with Autism Spectrum Disorder (ASD) often struggle with social skills and communication issues that prevent them from participating in events.

Through the eyes of a child with autism—often someone who doesn’t easily grasp make-believe, but instead takes the literal meaning and purpose of things—the scariest part of Halloween can be trying to understand the odd decorations, behaviors, and customs.

“We want everyone to participate and enjoy Halloween, but for a child with Autism, this can sometimes be a scary and overwhelming experience,” said James Macon, BCBA and Executive Clinical Director for Centria Autism. “Scary sounds and decorations, scratchy costumes, or going out at night can be a lot to handle. Spending a little prep time can go a long way. Fewer surprises help make it more fun for everyone.”

To help a child with autism prepare for Halloween, you can follow these tips:

Tip one: take out some startling elements of surprise

Talk ahead of time about the possibilities of decorations and activities using visual stories, pictures, videos of kids trick-or-treating, etc. to make your child aware of what it could look like.

Visit local orchards or malls where it is likely to be awash in Halloween decorations. If you plan to trick-or-treat, request on your neighborhood social network site any notices of any homes that expect to play scary music or sounds or have mechanical or lit-up decorations meant to jump out or scare visitors.

Tip two: practice play increases familiarity, comfort

For a child with sensory issues, costumes can be itchy, too loose, too tight, or can cause your child to be too hot or not warm enough. If your child even allows a mask or makeup, it can be sticky, or smell and feel oddly uncomfortable. It may be better for all involved if you suggest a costume made with standard clothing your child may already have, such as a standard black sweatshirt decorated with a squeeze bottle full of glow-in-the-dark glue. 

Take as much time as possible in advance to have your child try on, confirm, and wear the costume they choose to ensure as much certainty and comfort as possible. The more time you allow before the big night, the more time you’ll have to wear it and change it, if needed, to a second choice you might consider having on hand.

With advance notice and a willing participatory friend or neighbor, take a walk any evening before and practice going to a house in the neighborhood to ring the doorbell and playout the possible scene.

Take your child to an activity geared towards Halloween, like a trunk-or-treat if your local schools or shopping centers have them.  

Tip three: Post and remind child of trick-or-treating rules

Break down the evening into step-by-step instructions or recommendations on how to enjoy the festivities. It is an important part of helping your child appropriately set and meet expectations for enjoyment. For example, set boundaries, such as, how to knock or ring the doorbell, say “trick-or-treat” and “thank you,” or “Happy Halloween.” But set boundaries on only taking one treat, while understanding it is not an invitation to go into the house or take more than what is offered. 

Tip Four: Consider group adventuring

Inviting a neurotypical buddy to pair up with your child can help your child remember the trick-or-treating rules. That buddy can also be another set of eyes on your child considering the dark night and crowd of masquerading candy hunters will be a distraction. To assist, if your child tends to elope, insist on him or her wearing light-up shoes and glow-stick necklaces or bracelets. It helps to go with a group, especially if you have other children who may want to stay with other chaperones if your child with autism wants to go home earlier than the others.

Tip Five: prepare for what-ifs as best you can

Remember this evening is new in many ways even if your child has done it before. Weather can pose new experiences. The night of the week can present more or less crowds. The evening events themselves are significant breaks in routine, which can present its own challenges to prepare for. What if no one is home at a house your child walks to? Or, what if there are no more treats at a door that still has it’s lights on?

Tip Six: Ready yourself for rigidity

All year we teach our kids to not take anything from a stranger and yet, on Halloween, we celebrate breaking that same rule. Since kiddos with autism are typically rigid rule-followers, inviting such rule infraction will not only be confusing but be forewarned, it may result in some reduction in our credibility as parents. Be prepared for this as best you can with the standard explanation of exceptions to rules and “only when I say it’s okay”.

Tip Seven: Be the candy man (or woman) with a plan

To make the experience more typical for your child with a restricted diet or food allergies, you could drop off approved treats or small toys to the homes you intend on visiting so that he or she has the full typical experience. Or you can make a deal that trick-or-treating only happens if everything collected is first approved before consumed.

Tip Eight: Recognize limits and fear factors

If your child is not interested in participating in this Halloween’s adventures for whatever reason, don’t push it. It may be his own way of learning to adjust or adapt to avoid maladaptive behavior. But also recognize that if your child elects to stay home, they still may be overwhelmed by the repeated knocking at your door or the doorbell ringing. So consider allowing your child an alternative plan like going to a movie, a favorite store, or restaurant during peak trick-or-treating

Dating back to 1895, George Vanderbilt’s 178,926 square-foot Gilded Age mansion is still the largest home in the country. Ingredients

Marinade

  • 3 tbsp coconut aminos (TRY: Coconut Secret Coconut Aminos)  
  • 3 tbsp fresh lime juice
  • 2 tbsp avocado oil 
  • 2 tbsp fish sauce
  • 2 tsp raw honey
  • 1 tsp peeled and minced fresh ginger
  • 1 clove garlic, minced
  • ¼ tsp sea salt 
  • 1 lb sirloin steak, about 1¼ to 1½ inches thick, trimmed

Pickles

  • 6 tbsp fresh lime juice 
  • 2 tsp raw honey
  • 2 tsp peeled and minced fresh ginger
  • ¼ tsp sea salt
  • ½ English cucumber, halved lengthwise, sliced (1¼ cups)
  • 1 carrot, cut into matchsticks or ribbons (¾ cup)

Preparation

Prep Ahead

1. Make marinade: In a bowl, whisk all ingredients; cover and refrigerate (without steak).

2. Make pickles: Whisk together lime juice and honey. Whisk in ginger and salt. Add cucumber and carrot. Cover and refrigerate for at least 4 hours, or for up to 5 days (shake occasionally).

The Day Of

3.Pat steak dry and place in a bowl. Pour marinade over and turn to coat; let stand for 15 to 30 minutes. Preheat grill to high; grease grill. Add steak and cook to desired doneness, 4 to 6 minutes per side for medium rare. Meanwhile, pour marinade into a skillet; bring to a boil on medium heat. Reduce heat to a simmer and cook, stirring occasionally, until slightly reduced, about 3 minutes. Transfer steak to a cutting board, tent with foil; let rest for 5 minutes.

4. Slice steak against the grain. Divide among plates and spoon a small amount of sauce on top (you will have sauce left over). Serve with pickles.

Ciudad ‘Santuario’ Pone Freno a ICE por “Manipular” a Sus Policías Para que Arresten Inmigrantes

Un concejal de Chicago (Illinois) ha acusado al Servicio de Inmigración y Control de Aduanas (ICE, en inglés) de “manipular” a la policía local para que arreste a inmigrantes indocumentados pese a ser una ciudad santuario, según ha informado el sitio web de noticias Block Club Chicago.

Raymond Lopez ha indicado que los agentes de ICE llamaron al número de emergencias 911 para pedir refuerzos al Departamento de Policía de Chicago (CPD, en inglés) durante una operación que tuvo lugar el martes en la zona conocida como Back of the Yards.

Según una ordenanza, la policía y otros empleados de la ciudad tienen prohibido preguntarle a una persona sobre su estado migratorio o entregar inmigrantes indocumentados a agentes federales. “Esta fue una llamada de cebo para llevar al CPD allí“, ha afirmado el concejal.

“Desafortunadamente, el CPD fue manipulado por ICE”, ha añadido.

La alcaldesa de Chicago Lori Lightfoot ha dicho que la llamada le dio a entender a los despachadores del número de emergencia que los oficiales estaban en peligro y fue por eso que los oficiales de policía actuaron.

Siete residentes de la ciudad fueron arrestados por ICE la semana pasada.

METRO Board Approves Extension and Expansion of Popular HOV Pilot Project

METRO’s popular I-45 North HOV pilot program will be extended and expanded through the end of December 2019. The pilot program, which began in May of this year, was slated to end in late September. METRO’s Board of Directors decided to extend the program due to the initial success. It will also give METRO staff the opportunity to continue to track usage.

Both the North and Gulf Freeway’s High-Occupancy Vehicle (HOV) lanes will be open to inbound traffic only on weekends from 10 a.m. until 7 p.m. though Sunday, Dec. 29, 2019. Use of the lanes is free during specified hours (see charts below) and no minimum number of occupants is required. Towed trailers and trucks over one ton are prohibited from accessing the lane.
