WHO lists two additional COVID-19 vaccines for emergency use and COVAX roll-out

According to the WHO:

AstraZeneca/Oxford-developed vaccines to reach countries in the coming weeks

Today WHO listed two versions of the AstraZeneca/Oxford COVID-19 vaccine for emergency use, giving the green light for these vaccines to be rolled out globally through COVAX. The vaccines are produced by AstraZeneca-SKBio (Republic of Korea) and the Serum Institute of India.

WHO’s Emergency Use Listing (EUL) assesses the quality, safety, and efficacy of COVID-19 vaccines and is a prerequisite for COVAX Facility vaccine supply. It also allows countries to expedite their own regulatory approval to import and administer COVID-19 vaccines.

“Countries with no access to vaccines to date will finally be able to start vaccinating their health workers and populations at risk, contributing to the COVAX Facility’s goal of equitable vaccine distribution,” said Dr Mariângela Simão, WHO Assistant-Director General for Access to Medicines and Health Products.

‘But we must keep up the pressure to meet the needs of priority populations everywhere and facilitate global access. To do that, we need two things – a scale-up of manufacturing capacity, and developers’ early submission of their vaccines for WHO review.”

The WHO EUL process can be carried out quickly when vaccine developers submit the full data required by WHO in a timely manner. Once those data are submitted, WHO can rapidly assemble its evaluation team and regulators from around the world to assess the information and, when necessary, carry out inspections of manufacturing sites.

In the case of the two AstraZeneca/Oxford vaccines, WHO assessed the quality, safety, and efficacy data, risk management plans, and programmatic suitability, such as cold chain requirements. The process took under four weeks.

The vaccine was reviewed on 8 February by WHO’s Strategic Advisory Group of Experts on Immunization (SAGE), which makes recommendations for vaccines’ use in populations (i.e. recommended age groups, intervals between shots, advice for specific groups such as pregnant and lactating women). The SAGE recommended the vaccine for all age groups 18 and above.

The AstraZeneca/Oxford product is a viral vectored vaccine called ChAdOx1-S [recombinant]. It is being produced at several manufacturing sites, as well as in the Republic of Korea and India. ChAdOx1-S has been found to have 63.09% efficacy and is suitable for low- and middle-income countries due to easy storage requirements.

WHO emergency use listing

The emergency use listing (EUL) procedure assesses the suitability of novel health products during public health emergencies. The objective is to make medicines, vaccines, and diagnostics available as rapidly as possible to address the emergency while adhering to stringent criteria of safety, efficacy, and quality. The assessment weighs the threat posed by the emergency as well as the benefit that would accrue from the use of the product against any potential risks.

The EUL pathway involves a rigorous assessment of late phase II and phases III clinical trial data as well as substantial additional data on safety, efficacy, quality, and a risk management plan. These data are reviewed by independent experts and WHO teams who consider the current body of evidence on the vaccine under consideration, the plans for monitoring its use, and plans for further studies.

As part of the EUL process, the company producing the vaccine must commit to continuing to generate data to enable full licensure and WHO prequalification of the vaccine. The WHO prequalification process will assess additional clinical data generated from vaccine trials and deployment on a rolling basis to ensure the vaccine meets the necessary standards of quality, safety, and efficacy for broader availability.

Life-threatening cold weather conditions continue in Harris County. Temperatures are unlikely to move above freezing for more than a few hours until Wednesday. Freezing rain and ice will also return overnight in much of the county.

Plan to arrive at the location where you intend to spend the night no later than 5:00 p.m. today. STAY OFF THE ROADS AFTER SUNSET.
Residents are urged to exercise extreme caution if driving. Patches of ice still cover some roads. Avoid freeways and drive as you would in a school zone – slowly while watching for ice, pedestrians, and other motorists. Remember, hundreds of traffic signals are out across Harris County. Treat every intersection like a 4-way-stop.
• Electric power will continue to be an issue for some residents into Wednesday or even later.
• Extinguish fireplace before going to bed
• If you have power, conserve! Run your thermostat lower than 68 degrees.

Do not use generators, gas ovens, and stoves, charcoal grills, or other open-flame heat sources inside your home. In addition, never go to bed leaving a fireplace burning. Carbon monoxide gas will build up indoors and can kill! Place generators in an adequately ventilated, outdoor space. If using your car to charge electronic devices, make sure your car is outdoors and not in your garage.
Finally, only call 9-1-1 for emergencies. Call centers are overrun with calls about the loss of power and broken pipes. They cannot assist with these issues.

We urge residents to stay safe and stay home during this winter storm

Houston – Harris County Public Health is announcing extended closures of our HCPH clinics and COVID-19 operations due to the ongoing winter storm. Low temperatures and the possibility of snow or ice is prompting Harris County Public Health to keep its locations, including, testing and vaccine sites closed until Friday, February 19th (weather permitting).

We urge residents to stay off the roads and take winter precautions as much as possible. For additional information and tips to stay safe, please read our Winter Weather Release.

COVID-19 Activities

  • Testing – All testing sites will remain closed until Friday, Feb. 19 at 12:00 PM. HCPH is working to send cancellation notices and reschedule appointments at this time.
  • Vaccines – All vaccination sites will remain closed until Friday, Feb. 19 at 12:00 PM. HCPH will send cancellation notices via text or email so residents can reschedule appointments once it is safe for operations to continue. *Please note-based on CDC guidance, being delayed in receiving the second dose of COVID-19 vaccine does not impact the vaccine’s overall effectiveness.

Why is it so cold? How the polar vortex brings record low temperatures and winter storms

The polar vortex’s blast of Arctic air from Canada brought the season’s coldest weather to the central U.S. The vortex is forecast to provide frigid weather with “a free ride,” according to AccuWeather senior meteorologist Brett Anderson, as it continues to bring a big chill to much of the Midwest and into the East for most of the week.

What is the polar vortex?

The polar vortex is a gigantic circular upper-air weather pattern in the Arctic that envelops the North Pole. It’s a normal pattern that is stronger in the winter and tends to keep the coldest weather bottled up near the North Pole. The jet stream usually pens the polar vortex in and keeps it there, but at times, some of the vortexes can break off or move south, bringing unusually cold weather down into the U.S., Europe, and Asia.

The polar vortex is a large area of cold air high up in the atmosphere. It normally spins above the North Pole.

A chunk of the polar vortex can slide down toward the U.S. This helps funnel bitterly cold Arctic air over the central and eastern U.S.

Record-low temperatures freeze the central US

The central U.S. has experienced record low temperatures over the past week as the polar vortex continues its icy grip on the region. Looking ahead, yet another winter storm is forecast for portions of the central and eastern U.S. over the next several days.

Temperatures will plunge into the teens and single digits tonight and remain below freezing through Tuesday night. These are life-threatening conditions and residents are urged to stay indoors, off the roads, and avoid exposure to the elements.

A Hard Freeze Warning remains in effect for all of southeast Texas until noon Tuesday. A Winter Storm Warning will go into effect Wednesday in anticipation of another round of freezing rain, snow, and sleet through Thursday morning.

What you should do:

• Stay indoors and avoid opening exterior doors and windows.
• Close curtains and insulate windows with dark blankets.

After sundown, driving conditions will become extremely dangerous and all travel should be avoided. • Wherever you are Sunday night, you should be prepared to stay there through at least Tuesday.
• Take action now to protect people, pets, plants, and pipes from the effects of freezing weather.
• Road conditions will become extremely hazardous and all travel should be avoided.
• Residents should closely monitor media and the National Weather Service for updates to the forecast.

The Arctic air moving into Texas this weekend will push low temperatures well below freezing beginning Sunday night. Temperatures are expected to fall into the teens overnight on Monday and Tuesday and may remain below freezing on Tuesday. Areas of north and northwestern Harris County could experience single-digit temperatures.

Long periods of below-freezing weather will create life-threatening conditions for people, animals, and plants. It can also cause water pipes to freeze and burst. Residents are urged to take steps now to prepare for impacts.

Ice, sleet, and snow will make roads, bridges, and overpasses dangerous. Beginning Sunday night, all travel should be avoided. Even roads that are treated will still be unsafe.

Harris County Public Health will be closing all testing and vaccination site from Sunday through Tuesday.

What you should do:

Heater Safety: Portable space heaters are often used to heat rooms and homes. If not used properly, they can cause fires, severe injuries, and death. If using a portable heater, remember these important safety tips:
• Keep heaters at least 3 feet from anything that can burn, including furniture, carpets, curtains, and people.
• Place heaters on solid, non-flammable surfaces.
• Never block exits with a heater and keep them out of the way of foot traffic.
• Keep children away from heaters.
• Always plug heaters directly into wall outlets – NEVER use an extension cord.
• Turn off and unplug space heaters when leaving a room or going to bed.

Protect yourself from carbon monoxide (CO) poisoning by installing a battery-operated CO detector and never use generators, grills, camp stoves, or similar devices indoors.

Harris County Attorney’s Office Obtained Important Environmental Concessions from Valero in Air Permit Challenge

After challenging Valero Refining-Texas, L.P.’s (Valero) air quality permit for a petroleum refinery in east Harris County, the Harris County Attorney’s Office (HCAO) and Harris County Pollution Control Services Department (HPCS) secured an agreement from Valero to:

  • decrease the refinery’s annual emissions of hydrogen cyanide (HCN) by 80%;
  • increase the number of the refinery’s emission tests per year;
  • provide $100,000 to community projects in the area surrounding the refinery; and
  • improve recordkeeping and accessibility of the refinery’s emission records.

 

The HCAO challenged Valero’s HCN permit—issued by the Texas Commission on Environmental Quality (TCEQ)—in response to residents expressing their concern, and this represents the first time Harris County has been involved with an air permit challenge for the emission of HCN.

 

Valero’s TCEQ permit allows it to emit HCN at its Fluid Catalytic Cracker Unit at 9701 Manchester St., Houston, TX 77012. Although HCN is a warfare agent whose illegal manufacturing, storage and transfer is banned by an international treaty, federal and state law allows refineries to emit it without meaningful emissions controls. HCAO pursued this permit challenge at the request of people living in the communities surrounding the refinery, and worked closely with HPCS to develop a settlement that best met the community’s needs for monitoring, compliance, and a lower emissions limit within the constraint of EPA’s regulations.

 

Harris County Attorney Christian D. Menefee stated, “HCN is a dangerous substance and a risk factor for neurological damage to folks exposed to it. Federal and state regulations have not caught up with the science, so our County government will not sit by idly while our communities are put at risk. This settlement exceeds what current federal and state regulations require. We will continue to put Harris County residents first and protect them from toxic substances.”

 

Harris County Precinct 2 Commissioner Adrian Garcia stated:

 

“For years, folks in Manchester have paid a significant price for living adjacent to this refinery and their exposure to pollutants produced by the facility. In this case, the site in question was set to increase its emissions beyond what residents usually have encountered, and this settlement helps mitigate the harm they would have experienced. The recent industry-funded grant to purchase air monitors in Precinct 2 was built on the idea of being good neighbors. I hope the folks at Valero will learn from the example we’ve set and bring a more neighborly attitude in how they do business. I am proud of the work done by County Attorney Menefee and his office to achieve this agreement. There is still much more work to do to protect the health and well-being of our community – and I intend to make sure Harris County continues to lead in that effort.”

 

Settlement Highlights

 

  • Initially, the refinery’s permit allowed the emission of 512 tons per year (tpy) of HCN. Valero has agreed to an annual HCN emission limit of 100 tpy.
  • Improved data and records will enable the County to better enforce the HCN emission limit.

o   Valero agreed to conduct two additional stack tests each year after the TCEQ-required stack test. The settlement requires Valero to provide stack test reports instead of only test results.

o   Valero agreed to record the hourly coke burn rate and provide the records to regulators on request. The County had the authority to demand these records but the settlement agreement serves to streamline the process and ensure the records are created.

 

  • Valero will provide $100,000 for community projects in Manchester over the next four years to Caring for Pasadena Communities. The funds are available only for beautification in public areas, $2,000 for homeowners for relocation assistance, and donations to local schools for computers and other educational technology.
