Governor Abbott Announces New $17 Billion Samsung Manufacturing Facility in Taylor

0
Governor Greg Abbott today announced at a press conference in Austin that Samsung Electronics, Co., Ltd. (“Samsung”) will build a new semiconductor manufacturing facility in Taylor. Samsung’s approximated $17 billion investment will be the largest foreign direct investment in Texas on record, bringing the company’s total Texas investment to more than $35 billion since 1996.

The new manufacturing facility will produce advanced logic chips that will power next-generation devices for applications such as mobile, 5G, high-performance computing (HPC), and artificial intelligence (AI).

The project will create over 2,000 high-tech jobs, thousands of indirect jobs, and a minimum of 6,500 construction jobs. Construction will begin in early 2022 with a target of production start in the second half of 2024. The $17 billion in capital investments includes buildings, property improvements, machinery, and equipment.

A Texas Enterprise Fund (TEF) grant of $27,000,000 has been extended to Samsung for their job creation. In addition, Samsung has been offered a $20,000 Veteran Created Job Bonus.

“Companies like Samsung continue to invest in Texas because of our world-class business climate and exceptional workforce,” said Governor Abbott. “Samsung’s new semiconductor manufacturing facility in Taylor will bring countless opportunities for hardworking Central Texans and their families and will play a major role in our state’s continued exceptionalism in the semiconductor industry. I look forward to expanding our partnership to keep the Lone Star State a leader in advanced technology and a dynamic economic powerhouse.”

“As we add a new facility in Taylor, Samsung is laying the groundwork for another important chapter in our future,” said Dr. Kinam Kim, Vice Chairman and CEO of Samsung Electronics Device Solutions Division. “With greater manufacturing capacity, we will be able to better serve the needs of our customers and contribute to the stability of the global semiconductor supply chain. We are also proud to be bringing more jobs and supporting the training and talent development for local communities, as Samsung celebrates 25 years of semiconductor manufacturing in the United States.”

“Samsung Austin Semiconductor has been proud to call Texas home for more than 25 years,” said Dr. Sang Sup Jeong, President of Samsung Austin Semiconductor. “We are excited about our growth and future opportunities in Central Texas and appreciate the support from all Central Texas leaders.”

“Samsung’s decision to locate its cutting-edge semiconductor fabrication plant in Taylor is the single most significant and consequential development for the local economy since the International & Great Northern Railroad laid tracks here in the 1870’s,” said Taylor Mayor Brandt Rydell. “The City of Taylor is honored to have been selected by Samsung as the site for this critically important project, and we look forward to a long-lasting and mutually-beneficial relationship between our community and the company.”

“Williamson County has again proven to be a leader in attracting the world’s top technology companies,” said Williamson County Judge Bill Gravell. “To Samsung, I want to say ‘Welcome Home.’ We want to thank Governor Abbott for his amazing leadership and help on this project. With the addition of Samsung on the east side of our county, Apple on the west side, and Dell Computers World headquarters in the center, Williamson County is now home to the technology superhighway of the world.”

“As one of the largest foreign investment economic development projects in United States history, to say Samsung’s commitment to this project is monumental would be a huge understatement,” said Taylor Economic Development Corporation President and CEO Mark Thomas. “The Taylor Economic Development Corporation with its partners at Williamson County, the City of Taylor and the Office of the Governor are beaming with pride to bring this important Advanced Chip Manufacturing facility to the City of Taylor, Williamson County, the Austin MSA, State of Texas and the United States of America.”

Railroad Commission Identifies Freshwater Deep Aquifer

0

Resource Could Help Quench Parched Parts of State

Railroad Commission geologists have identified and mapped a deep aquifer in Texas that could yield appreciable volumes of fresh water in and around Eagle Pass, a semiarid region of the U.S.-Mexico border.

The Maverick Basin Aquifer, RRC’s working name, has been located in the Glen Rose Formation, which is more than a mile under the surface in some places. Maverick, Dimmit, and Zavala Counties have deeper water, and Kinney and Uvalde Counties are somewhat shallower. So far, the aquifer is known to be at least 3,000 square miles in area and averages about 1,000 feet thick in most places.

The aquifer’s recharge zone geologically is via karsts in the hills 50 miles west of the Rio Grande in Mexico and has no connection with the river.

A driller of a would-be oil well is working with the RRC to obtain permission to convert it to a drinking water well, which is what prompted research by RRC’s Groundwater Advisory Unit (GAU).

“It’s because of oil and gas exploration that we found this aquifer, said James Harcourt, Manager of the GAU. “The aquifer likely holds sustainable quantities of drinking water. It almost never happens that you have pristine water quality at these depths in these volumes.”

RRC’s GAU, which is more than 100 years old, reviews data from operators, academics, government agencies, and groundwater conservation districts and other sources to ensure that oil field activities and well designs are protective of fresh water. The GAU issues groundwater identification reports which must be reviewed by RRC field staff and operators before underground oil and gas engineering operations could be approved.

Data from testing the Maverick Basin Aquifer during GAU research showed future water wells could be capable of sustainably producing thousands of gallons of freshwater per day from an individual well with some wells exhibiting artesian flow.

The RRC has had the water tested by a San Antonio laboratory, and tests show it meets or exceeds federal and state drinking water standards. Most water occurring so deep under the surface of the earth is extremely salty or has other constituents, so this find, initially reported by the driller, is quite unusual.

The GAU is sharing this new water find with the Texas Water Development Board, which oversees the state’s water planning and water availability; the Board will do further research of its own.

US Department of Labor reminds employers to avoid compliance issues by ensuring worker safety, proper pay practices this holiday season

0

With the National Retail Federation expecting retailers to hire more than 500,000 seasonal workers and employers hopeful for a busy holiday season, the U.S. Department of Labor reminds them not to overlook their worker’s rights to a safe and healthy workplace and to be paid all of their legally earned wages. With many businesses open for in-person shopping in 2021, employers must also take steps to control and prevent coronavirus spread.

The department’s Occupational Safety and Health Administration urges employers to ensure it properly trains all workers – especially new and seasonal workers – to recognize and prevent workplace hazards. OSHA offers resources on holiday workplace safety for warehousing, delivery and retail workers. Guidance is also available for protecting retail workers, including those in high customer-volume environments, stockrooms and loading docks, and package delivery from coronavirus exposure.

OSHA offers additional information on workers’ rights and protections, the protection of temporary and seasonal workers, as well as safety for young workers.

“The holiday season is typically a very busy time for businesses, and just as consumer demands increase, so must an employer’s awareness of keeping their employees safe,” said Assistant Secretary of Labor for Safety and Health Doug Parker. “All workers – from those starting their first job to those making some extra money as a seasonal worker to those year-round employees – are entitled to a workplace free from hazards and to be trained in a language they understand to recognize and prevent hazards.”

The department also encourages employers, especially those unfamiliar with seasonal and part-time hiring, to familiarize themselves with federal wage rules to make sure they pay temporary and seasonal workers all of the wages they earned, and as the law requires. The Wage and Hour Division finds failing to pay salespeople and cashiers for time spent prepping or closing out registers, requiring stock room and warehouse personnel to work through breaks without pay, and not paying workers overtime pay when required are among the most common violations cited in holiday employment investigations.

“This holiday season, and all year round, workers deserve dignity and respect from their employers,” said Acting Wage and Hour Administrator Jessica Looman. “Employers should ensure their payroll practices comply with all minimum wage, overtime and child labor requirements so those who depend on their wages to care for themselves and their families are able to benefit from their hard work.”

Travis Scott’s attorney says ‘finger-pointing needs to stop’Travis Scott’s attorney says ‘finger-pointing needs to stop’

A Texas-based attorney filed a $2 billion lawsuit against Travis Scott and others following the tragedy at the Astroworld Festival that left 10 people dead and hundreds more injured.

The lawsuit, which was filed by Texas trial attorney Thomas J. Henry, includes a long list of defendants such as Apple Music, Travis Scott, Aubrey Drake Graham, Live Nation, and NRG Stadium.

According to the news release from Henry, the lawsuit was filed on behalf of 282 victims who have hired an attorney to represent them following the festival.

“The defendants stood to make an exorbitant amount of money off of this event, and they still chose to cut corners, cut costs, and put attendees at risk,” Henry said. “My clients want to ensure the defendants are held responsible for their actions, and they want to send the message to all performers, event organizers, and promoters that what happened at Astroworld cannot happen again.”

Henry’s lawsuit is one of several lawsuits filed against Travis Scott and others.

On Tuesday, Houston attorney Tony Buzbee also filed a lawsuit on behalf of more than 120 clients, including Axel Acosta, who died at the festival.

The suit filed by Buzbee also names several organizations, including Apple Music and Epic Music, claiming they stood to profit from the event. The suit is seeking $750 million.
