Deshaun Watson named AFC Offensive Player of the Week

The NFL has named Houston Texans QB Deshaun Watson the AFC Offensive Player of the Week following his performance in the team’s 27-20 victory over the Los Angeles Chargers. This marks his second career Player of the Week award and first since Week 4 of the 2017 season.

In Week 3, Watson completed 25-of-34 passes (73.5 percent) for 351 yards, three touchdowns, no interceptions and a 135.8 rating. He also ran for 18 yards on seven carries (2.6 avg.). Watson completed a 53-yard touchdown pass to TE Jordan Akins in the fourth quarter, which marked Watson’s second-longest completion of the season. He also threw a 15-yard touchdown pass to Akins in the third quarter and a 16-yard touchdown pass to TE Darren Fells in the second quarter. Additionally, Watson’s 38-yard pass to WR Kenny Stills in the second quarter set up Houston’s first score of the game.

Watson threw for the most yards (351) in a game since Week 5 of the 2018 season vs. Dallas (375). He recorded his seventh career game with three-or-more touchdown passes and eighth career game with 300-or-more passing yards, which is tied for the fourth-most 300-yard passing games (eight) within a player’s first 26 career games in NFL history. It also marked his 15th career game with multiple touchdown passes, which tied Carson Palmer (15 from 2004-05) for the fifth-most games with multiple touchdown passes within a player’s first 26 career games.

Watson became the fastest player in NFL history to record 6,500 career passing yards and 500 rushing yards while also becoming the fastest player in NFL history to record 50 passing touchdowns and five rushing touchdowns (26 games). He is just the third player in NFL history to record at least 6,500 passing yards and 50 passing touchdowns in a player’s first 26 career games and became the fourth-fastest player in NFL history to record 50 passing touchdowns. Watson now owns 51 passing touchdowns, which is the fourth-most in NFL history through 26 games, and 6,642 passing yards, which is the sixth-most in NFL history through 26 games.

This marks the 45th time a Texan has been named Player of the Week in franchise history and the second time this season. It is also the 14th time Houston has won the AFC Offensive Player of the Week award in team history.

Rockets Announce 2019 Training Camp Roster

Houston Rockets General Manager Daryl Morey today announced the team’s training camp roster for the upcoming 2019-20 season.

The Rockets open the preseason against the Shanghai Sharks of the Chinese Basketball Association at Toyota Center on Monday, Sept. 30. Immediately following that game, the Rockets will travel to Hawaii to play the Los Angeles Clippers and then to Japan for a pair of games vs. Toronto. The first scheduled practice upon returning to Houston is on Monday, Oct. 14.

RECAP: Dynamo Fall 2-1 at Real Salt Lake in Road Finale

The Houston Dynamo rallied from an early deficit at Real Salt Lake this evening, but a 75th-minute goal by RSL winger Jefferson Savarino was enough to give the home side a 2-1 victory at Rio Tinto Stadium.

In a contest which was noteworthy for being the final home appearance for legendary RSL goalkeeper Nick Rimando, Houston midfielder Boniek García reached a pair of notable milestones of his own. García made his 200th appearance for the club in league play, becoming just the fourth player in Dynamo history to do so; and in the 14th minute he became the fourth Dynamo player to eclipse 15,000 minutes played for La Naranja.

Real Salt Lake took the lead in the game’s first minute after Corey Baird won the ball at midfield and sprinted to the top of the box. Baird finished at the near post 35 seconds into the contest for his fifth goal of the season and the second-fastest goal scored in Real Salt Lake history.

Video review was used in the 23rd minute to nullify a goal from Tommy McNamara. The play began with Mauro Manotascapitalizing on a defensive mistake at the edge of the box, the Colombian forward forced a save from Rimando and the rebound fell to Alberth Elis near the penalty spot. The Honduran international was eventually ruled to have been in an offside position at the time of Manotas’ shot, thus disallowing McNamara’s subsequent scoring volley.

Houston equalized in the 32nd minute after Elis forced a save at the near post. Midfielder Tomás Martínez recovered the rebound, dribbled around a defender and fired a right-footed shot past Rimando from a tight angle for his fifth goal of the season. 

The Dynamo looked as though they had taken the lead just a minute after equalizing, as Elis ran onto a brilliant through ball from Martínez and slipped a shot past an onrushing Rimando, but the Honduran was ruled offside by the assistant referee.

Houston continued to knock on the door prior to the end of the first half. Martinez and Manotas combined for a one-two at the top of the box to create space for Adam Lundkvist at the far post. The Swedish defender’s shot was blocked in the 38th minute and the ball floated inches past McNamara at the opposite post for a corner kick.

Salt Lake eventually took the lead in the 75th minute after midfielder Sebastián Saucedo found Savarino at the top of the box. Savarino’s hard, low shot just beat a diving effort from Dynamo goalkeeper Tyler Deric and slipped into the bottom corner of the far post.

Salt Lake forward Albert Rusnák forced a save in the 72nd minute with an effort from outside the box. The local side would follow up as Saucedo found Baird inside the box, but his header was eventually handled by Deric.

The Dynamo return to BBVA Stadium on Sunday, Oct. 6 for Fan Appreciation Night presented by BBVA and a special send-off for captain and U.S soccer legend DaMarcus Beasley, who will be playing his final professional game. Beasley announced his intention to retire at the conclusion of the season in May. 

County Attorney Ryan Approved to Go after Violators of Floodplain Regulations

Harris County Attorney Vince Ryan gained approval during Tuesday’s Commissioners Court to pursue expedited litigation against violators of floodplain regulations.

In the wake of severe flooding caused by last week’s Tropical Storm Imelda, County Attorney Ryan will now have the authority to file lawsuits against individuals and businesses who violate floodplain management regulations without having to seek prior approval from Commissioners Court.

“The County has recognized that flood prevention is a major priority and has empowered my office to help protect our community against those who are unwilling to comply with regulations that ensure the safety of all,” said County Attorney Ryan.

Prior to Tuesday’s vote, the County Attorney was required to seek Commissioners’ approval to file suit on a case by case basis, which could take two to three weeks. The new streamlined process will allow the County Attorney to address a growing number of enforcement cases for violations that range from structures built below elevation requirements to the placement of unpermitted fill in the floodplain. The County Attorney will also be authorized to expend up to $35,000 for all cases without prior approval.

These cases will be handled by the Environmental Practice Group, which specializes in the enforcement of environmental laws and related County development regulations. These assistant county attorneys also represent the public’s interest by opposing the issuance and renewal of environmental permits if the permit fails to meet federal and state requirements. The group also ensures Harris County’s compliance with environmental regulations; represents the county in state administrative hearings; and coordinates with federal, state, and local stakeholders on environmental legislation, rules, and policies affecting the county and its citizens.

“We cannot overlook these violations, especially as flooding is becoming more prevalent,” added Ryan. “My office will continue to use the tools available to us to prevent un-needed and unwanted pain and suffering within our community.”

Modi Becomes Second World Figure to Back Gandhi Museum for Houston

India Prime Minister Narendra Modi has become the second world figure to support the creation and operation of a privately funded Eternal Gandhi Museum planned for southwest Houston.

“The Eternal Gandhi museum will be a prized cultural landmark in Houston,” said Modi, leader of the world’s most populous democracy, during his weekend visit to Houston. “I have been associated with this effort for a while. It will surely make Gandhi’s thoughts popular among the youth.”

His Holiness The Dalai Lama, world leader of Tibetan Buddhism and the Tibetan people, endorsed the museum project in January letter to its local backers.

Gandhi was the Indian leader whose non-violent resistance movement led India to independence from British Rule and inspired later civil rights movements in other nations.

After Modi’s speech Sunday to about 50,000 people at NRG Stadium, Modi met with Indian-American business leaders and unveiled a plaque stating that he had symbolically participated in the ground-breaking for the museum, which will take place in southwest Houston. ANI News video of the unveiling is here.

Mayor Sylvester Turner visited Rajghat, the Gandhi Memorial in New Delhi, during the Greater Houston Partnership trade mission he led to India in November 2018.

The mayor related the Eternal Gandhi Museum project in Houston to his visit to Gandhi’s living quarters and the garden where Gandhi was assassinated in 1948.

“The kind words from Prime Minister Modi and His Holiness The Dalai Lama help us show that here in the nation’s most diverse city, we live the values of tolerance, inclusion and pluralism, which were among Gandhi’s most important teachings. We are a welcoming city, where one of every four residents is foreign-born and where we build relationships rather than walls,” the mayor said.

Governor Abbott Meets With JETRO Executives In Tokyo, Japan

Governor Greg Abbott today delivered remarks at a luncheon with leaders of the Japan External Trade Organization (JETRO) luncheon in Tokyo, Japan. The Governor praised the dynamic trade partnership between Japan and Texas, and discussed ways to grow both of our economies.

“JETRO continues to play an essential role in developing a strong partnership between Japan and Texas,” said Governor Abbott. “Japan and Texas are half a world apart, but we are working every day to close that gap by facilitating more trade and investment between our two regions. Together, we will create a more robust partnership and a more prosperous economic future.”

The Japan External Trade Organization (JETRO) is a government-related organization promoting international trade and investment. They offer foreign investors with abundant information on all aspects of doing business in Japan by providing expert consultation and offering free temporary office space in major business areas across the country. Governor Greg Abbott Extended The State Disaster Declaration In September 2019 For Texas Counties Affected By Hurricane Harvey

TO ALL TO WHOM THESE PRESENTS SHALL COME:   

WHEREAS, I, GREG ABBOTT, Governor of the State of Texas, issued a disaster proclamation on August 23, 2017, certifying that Hurricane Harvey posed a threat of imminent disaster for Aransas, Austin, Bee, Brazoria, Calhoun, Chambers, Colorado, DeWitt, Fayette, Fort Bend, Galveston, Goliad, Gonzales, Harris, Jackson, Jefferson, Jim Wells, Karnes, Kleberg, Lavaca, Liberty, Live Oak, Matagorda, Nueces, Refugio, San Patricio, Victoria, Waller, Wharton, and Wilson counties; and

WHEREAS, the disaster proclamation of August 23, 2017, was subsequently amended on August 26, August 27, August 28 and September 14 to add the following counties to the disaster proclamation: Angelina, Atascosa, Bastrop, Bexar, Brazos, Burleson, Caldwell, Cameron, Comal, Grimes, Guadalupe, Hardin, Jasper, Kerr, Lee, Leon, Madison, Milam, Montgomery, Newton, Orange, Polk, Sabine, San Augustine, San Jacinto, Trinity, Tyler, Walker, Washington, and Willacy; and

WHEREAS, on September 20, 2017, and in each subsequent month effective through today, I issued proclamations renewing the disaster declaration for all counties listed above; and

WHEREAS, due to the catastrophic damage caused by Hurricane Harvey, a state of disaster continues to exist in those same counties;

NOW, THEREFORE, in accordance with the authority vested in me by Section 418.014 of the Texas Government Code, I do hereby renew the disaster proclamation for the 60 counties listed above.

Pursuant to Section 418.017 of the code, I authorize the use of all available resources of state government and of political subdivisions that are reasonably necessary to cope with this disaster.

Pursuant to Section 418.016 of the code, any regulatory statute prescribing the procedures for conduct of state business or any order or rule of a state agency that would in any way prevent, hinder or delay necessary action in coping with this disaster shall be suspended upon written approval of the Office of the Governor. However, to the extent that the enforcement of any state statute or administrative rule regarding contracting or procurement would impede any state agency’s emergency response that is necessary to protect life or property threatened by this declared disaster, I hereby authorize the suspension of such statutes and rules for the duration of this declared disaster.

In accordance with the statutory requirements, copies of this proclamation shall be filed with the applicable authorities.

IN TESTIMONY WHEREOF, I have hereunto signed my name and have officially caused the Seal of State to be affixed at my office in the City of Austin, Texas, this the 28th day of September, 2019.
