Delivering a Complete and Accurate 2020 Census Count
The U.S. Census Bureau continues to evaluate its operational plans to collect and process 2020 Census data. We are announcing updates to our plan that will include enumerator awards and the hiring of more employees to accelerate the completion of data collection and apportionment counts by our statutory deadline of December 31, 2020, as required by law and directed by the Secretary of Commerce. The Census Bureau’s new plan reflects our continued commitment to conduct a complete count, provide accurate apportionment data, and protect the health and safety of the public and our workforce. 

Complete Count: A robust field data collection operation will ensure we receive responses from households that have not yet self-responded to the 2020 Census. 

  • We will improve the speed of our count without sacrificing completeness. As part of our revised plan, we will conduct additional training sessions and provide awards to enumerators in recognition of those who maximize hours worked. We will also keep phone and tablet computer devices for enumeration in use for the maximum time possible.
  • We will end field data collection by September 30, 2020. Self-response options will also close on that date to permit the commencement of data processing. Under this plan, the Census Bureau intends to meet a similar level of household responses as collected in prior censuses, including outreach to hard-to-count communities.

Accurate Data and Efficient Processing: Once we have the data from self-response and field data collection in our secure systems, we plan to review it for completeness and accuracy, streamline its processing, and prioritize apportionment counts to meet the statutory deadline. In addition, we plan to increase our staff to ensure operations are running at full capacity.

Flexible Design: Our operation remains adaptable and additional resources will help speed our work. The Census Bureau will continue to analyze data and key metrics from its field work to ensure that our operations are agile and on target for meeting our statutory delivery dates. Of course, we recognize that events can still occur that no one can control, such as additional complications from severe weather or other natural disasters. 

Health and Safety: We will continue to prioritize the health and safety of our workforce and the public. Our staff will continue to follow Federal, state, and local guidance, including providing appropriate safety trainings and personal protective equipment to field staff.

The Census Bureau continues its work on meeting the requirements of Executive Order 13880 issued July 11, 2019 and the Presidential Memorandum issued July 21, 2020. A team of experts are examining methodologies and options to be employed for this purpose. The collection and use of pertinent administrative data continues.

We are committed to a complete and accurate 2020 Census. To date, 93 million households, nearly 63 percent of all households in the Nation, have responded to the 2020 Census. Building on our successful and innovative internet response option, the dedicated women and men of the Census Bureau, including our temporary workforce deploying in communities across the country in upcoming weeks, will work diligently to achieve an accurate count.

The U.S. Constitution mandates a census of the population every 10 years. The 2020 Census counts everyone who lives in the U.S. on April 1, 2020. City Council Approves $20 million Rent Relief Program to Help Houstonians Who Cannot Pay Rent Because of the COVID-19 Pandemic

HOUSTON –  Mayor Sylvester Turner and Houston City Council today approved a $20 million rent relief package to help Houstonians who cannot pay rent due to economic challenges caused by COVID-19.

Funding for the City’s second rental relief package includes $15 million from the the Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act, and $5 million from private donors: $2 million from the Houston Endowment$1 million from the Greater Houston COVID-19 Recovery Fund$1 million from the Kinder Foundation$1 million from Texans owner and co-founder Janice McNairThe City plans to set aside money for Lone Star Legal Aid and for those who need assistance, but do not qualify for CARES Act dollars.

“I want to stress that there is no perfect formula, and we know there are Houstonians with a lot of needs as a result of the pandemic. This program will provide relief to thousands of families,” said Mayor Turner. “If you are at the lowest level, and you are not able to pay rent, pretty much the only place left is on the street. So we want to make sure people don’t find themselves forced out of their homes and on the street.”

The mayor thanked the Houston Apartment Association and BakerRipley for their work to make the rental relief program successful.

“I am urging congress to put more money for rent relief in the second CARES Act package and I am calling on our state leadership to address the needs of Texans,” said Mayor Sylvester Turner. “Cities cannot do it alone. We are trying our best, but we should not be the only resource looking out for families and business that are suffering because of COVID-19. A lot of people helped get us over the finish line today and I want to thank city council.

Free COVID-19 Surge Testing Coming to Harris County’s Two Stationary Sites

New testing operations will increase capacity at HCPH and get results faster    

Houston – In partnership with the U.S. Department of Health and Human Services (HHS) and the Texas Department of Health and Human Services (DSHS), both of Harris County Public Health’s (HCPH) Ken Pridgeon Stadium and San Jacinto College Central Campus locations will transition to surge testing sites, aiming to increase testing capacity and faster lab turnaround times. 
The temporary transition, lasting roughly two weeks or until 30,000 testing samples are reached, will take place at both stationary sites starting Thursday, August 6th and operational hours will be Monday through Saturday from 6:00 a.m. to 1:00 p.m. In addition to these hours, starting August 4th, we will introduce evening testing at our stationary locations which will occur every Tuesday (Pridgeon) and Thursday (San Jacinto) from 4:00 p.m. to 8:00 p.m. to better support our community.
With the additional resources and new process, testing capacity at each location will increase from 750 tests per day to 1,250 and residents should receive their results in 3 to 5 business days. 
What is Surge Testing?Surge testing provides additional temporary federal support to areas around the county that have seen a recent spike in coronavirus cases. Testing at the surge locations is available to individuals age five years and older – including those experiencing symptoms; those who believe they may have been exposed to someone with COVID-19; and anyone who is worried about possibly having the virus. These surge sites rely on a separate network of labs for processing and will help clear the backlog of tests causing delays.
“Surge testing in Harris County marks an important milestone in our efforts to mitigate COVID-19 locally and we are grateful to our federal and state partners for this opportunity.” said Umair A. Shah, MD, MPH, HCPH Executive Director. “It is vital that our residents have access to free testing, but this partnership also helps address the need of increasing our testing capacity and residents getting their results faster.” 
How to Register for Surge Testing
Residents can pre-register for surge testing starting tomorrow, August 5th. Anyone can sign up for testing at one of our surge locations directly through doineedacovid19test.com or by visiting ReadyHarris.org. You can also register by calling 832-927-7575. Residents who sign up for testing online will need to create a profile, take the brief online assessment and select the site location and time. You can confirm the appointment and make sure to bring your test voucher ID number with you. 
Your voucher ID number is required for testing site or else you will not receive testing. Additionally, the testing voucher is only valid for the date of your test and cannot be used on a separate date. Please note, this is separate registration process than ongoing HCPH testing and individuals who prefer to go to HCPH mobile sites will continue to register by visiting: www.hcphtx.org or by calling 832-927-7575. All surge testing must register through www.doineedacovid19test.com, HCPH call center cannot register individuals for surge testing. 

Receiving ResultsResidents should expect their test results in 3 to 5 business days. An email notification will be sent to the user that their results are available through the patient portal. Results can be accessed by visiting www.doineedacovid19test.com and entering the same username and password used to sign up for testing. HCPH will not have access to individual’s usernames and passwords, we encourage everyone who registers for surge testing to maintain record of their username and passwords for all individuals who have registered. 

While you await your results, we urge you to practice social distancing, staying home as much as possible, wearing your face covering in public, washing your hands often and cleaning high-touch surfaces regularly.

Harris County Public Health Mobile Testing sites:
HCPH will continue to offer COVID testing at our 4 mobile locations rotating throughout Harris County precincts. Each mobile unit has the ability to test 200 residents per day with a 2 to 4-day turnaround time for results. Harris County Clerk Chris Hollins Announces S.A.F.E. Elections Medical Advisory Committee Ahead of November Election

(Houston, TX) –– Today, Harris County Clerk Chris Hollins announced the creation of the S.A.F.E. Elections Medical Advisory Committee (SEMAC) to advise on measures that the Harris County Clerk’s Office can take to ensure that voting remains safe throughout the November General Election. SEMAC is composed of eight leading Houston-area doctors, health care experts, and infectious disease specialists. In addition to improving upon the safety measures put in place through the S.A.F.E. Elections Plan for the July Primary Runoff Election, SEMAC will provide additional recommendations to protect voters and election workers at voting centers. Additionally, SEMAC will provide guidance to voters to make their own health determinations in assessing whether they are eligible to vote by mail this November.

“My number one priority is to keep Harris County residents safe while we work together to curb the spread of COVID-19,” said Harris County Clerk Chris Hollins. “The S.A.F.E. Elections Medical Advisory Committee will help us to ensure that even more safety measures than we had at voting centers this July will be in place this November to further protect those exercising their right to vote. We know that voting by mail is the safest method to vote during this pandemic, and it is my duty to inform voters about every available option they have to vote. Based on the Committee’s recommendations, we will encourage all Harris County residents to assess their own health status to decide if they are eligible to vote by mail.”

Governor Abbott Announces White House Title 32 Extension Of Texas National Guard COVID-19 Mission

AUSTIN – Governor Greg Abbott today announced that President Trump has extended federal funding for the Texas National Guard’s mission to help combat COVID-19 in communities across the state. This extension of the Texas National Guard will be fully funded by the federal government through the end of 2020. Governor Abbott issued the following statement: 
“The Texas National Guard plays a vital role in our response and recovery efforts, and I thank President Trump for extending this federal funding,” said Governor Abbott. “The Lone Star State remains vigilant in our efforts to combat the spread of COVID-19 and we will continue to work alongside our federal partners to keep Texans safe.”  
Governor Abbott activated the Texas National Guard in March to aid in the state’s efforts to combat COVID-19. The Texas National Guard has assisted in field testing, decontaminating facilities, providing regional support of storage and distribution of personal protective equipment (PPE), and more. 

Harris County Attorney Ryan Secures Agreement for Demolition of Dangerous Abandoned Building

Harris County Attorney Vince Ryan announced today that a dangerous building in the north county area is being demolished following an agreement negotiated by his office.

Ryan sued the owner of the office building at 4702 West FM 1960 earlier this year because the abandoned property was a fire hazard and a public nuisance. The lawsuit pointed out that owner InvestCorp Partners had failed to safely secure the property, despite numerous requests and citations from law enforcement and the Harris County Fire Marshal’s Office and concern from local residents.

“Abandoned buildings can become magnets for crime in a neighborhood, causing a serious nuisance,” said Ryan. “In addition, transients were squatting in the building and setting fires. This is dangerous not only for the people illegally living in the property but also for firefighters, who would have to enter the building to search for them if a fire occurred.”

Ryan explains in the lawsuit that 40,000 square foot office building had been vacant for at least a decade. There were several areas of access-points into the building including a number of shattered floor-to-ceiling windows. The property was full of broken glass, large amounts of debris and construction materials and graffiti. Officers have responded to this location for calls of criminal trespass, copper theft, illegal drug use and reports of runaways staying on the property.

A visit to the location by the County Attorney’s Office, the Fire Marshal and a representative of the owner in June found a transient living in the building who refused to leave. After that visit, the owner agreed to demolish the building. Work began July 30.

“We appreciate the owner’s agreeing to demolish this hazardous property,” said County Attorney Ryan. “When the work is complete, my office will withdraw our lawsuit.”

“This demolition is also a victory for local residents, who refused to allow this nuisance to persist in harming their community,” Ryan continued. “We in the County Attorney’s Office believe our Harris County residents have the right to a safe neighborhood and we will continue to fight for them.”

Royce has a massive fan base with close to 60 million followers on social media and he has sold out many of the most prestigious venues in Latin America and the United States. In February 2019 Prince Royce made history becoming the first and only tropical music artist to perform at the Houston Rodeo at the NRG Stadium where he attracted more than 55,000 euphoric fans. According to Billboard, he is one of the Top Ten Latin artists with most followers on TikTok.

His latest album, the double disc set ALTER EGO debuted in February 2020 at #1 on the following Billboard charts: Top Latin Albums, Latin Album Sales, and Tropical Albums and it has been certified 2X Platinum by the RIAA (Recording Industry Association of America) for its sales in the United States and Puerto Rico. 

Some of the artist’s collaborations include: Shakira, Chris Brown, Jennifer Lopez, Selena Gomez, Snoop Dogg, Pitbull, Thalia, Maná, Daddy Yankee, Becky G, Anitta, Ludacris, J Balvin, Bad Bunny, Farruko, and Maluma, among others. Prince Royce has co-starred as Peter in the Fox Live musical broadcast of “The Passion” in 2016 and was part of the cast of Hulu’s hit series, “East Los High”. In 2018, Royce guest-starred in Disney’s “Elena of Avalor: Song of the Sirenas” TV movie, voicing the character of Prince Marzel.

August 9, 2018 was proclaimed “Prince Royce Day” in New York by Mayor Bill de Blasio, in recognition of his contributions to society and for being a role model to youth in his home town. He has been induced into the Bronx Hall of Fame with a street named after him, and ran the New York City Marathon to raise funds and awareness on education in public schools and kidney disease.

Billboard included his 2013 album “Soy El Mismo” in their “50 Best Latin Albums of the Decades” list. Royce’s self-titled debut album is #4 on Billboard’s list of Top Latin Albums of the Decade (2010s) and he has three songs in the Hot Latin Songs of the Decade chart “Darte Un Beso”, “Corazón Sin Cara” and “El Verdadero Amor Perdona” x Mana.

Neighborhood Updates” notify residents
of COVID-19 recovery resources and essential city services
HOUSTON – The Department of Neighborhoods (DON) announces Neighborhood Updates, a new way for Houstonians to stay informed of COVID-19 recovery resources, essential city services, and seasonal advisories via telephone voice and text messages in English and Spanish. 
 
The new service is especially catered to seniors, persons with disabilities who require communications by voice or text, and residents who prefer information in Spanish.
 
As the city fights the coronavirus pandemic, Neighborhood Updates will give priority to notifications about COVID-19 testing, health safety practices, and recovery resources. 
 
“Our department is excited to partner with the Office of Emergency Management and 3-1-1 to introduce this new service for seniors and all Houstonians who wish to receive messages from us,” said department director TaKasha Francis. “We’re especially reaching out to seniors, who are at highest risk for contracting COVID-19, may not have easy access to online health safety and recovery information, and would like to receive information by telephone. Neighborhood Updates will allow us to communicate directly with seniors and other underserved residents to provide guidance and direct them to city resources.”

Neighborhood Updates is a service of DON administered in partnership with the Office of Emergency Management and Houston 3-1-1, a division the Administration and Regulatory Affairs Department. The broad aim of the initiative is to build stronger connections to people and communities by connecting them to a wide range of programs and services offered by city departments.
