Harris County DA’s Office, partner agencies honored for mental health diversion program

The Texas Association of Counties presented its 2022 Best Practices Award on Tuesday at Commissioners Court to the Harris County District Attorney’s Office for its Mental Health Diversion Program.

A resolution, sponsored by Precinct 3 Commissioner Tom Ramsey, recognized the program by the DA’s Office’s Mental Health Bureau and its community and law enforcement partners. It has successfully diverted more than 6,000 people with mental illness who are suspected of low-level, nonviolent offenses, such as trespassing, to the Judge Ed Emmett Mental Health Diversion Center for treatment as opposed to being booked into jail.

“We are honored to receive this acknowledgement for what we know is a win-win for Harris County. The Mental Health Diversion Program balances reform and public safety by getting those with mental health challenges much needed help and reserving jail space for repeat, violent offenders,” District Attorney Kim Ogg said.

The Harris Center for Mental Health and IDD serves as the lead agency for the program, which is a collaborative effort among multiple stakeholders invested in the intersection of mental health and the criminal justice system. Among other partners are the Harris County Sheriff’s Office, Houston Police Department and Harris County Commissioners Court.

Begun in 2018, the DA’s Office’s Mental Health Diversion Program is a community-based alternative for law enforcement officers to route people to mental health services that also saves taxpayer money: For every $1 spent on diversion, the county saves $5.54 that would otherwise be spent on associated criminal justice costs.

The program is serving as a model for other jurisdictions across the state.

Two men sentenced to 25 years in 2021 murder

Two men were sentenced this week to 25 years in prison after pleading guilty to killing a friend they got in a fight within 2021, Harris County District Attorney Kim Ogg announced.

“This was a brutal and senseless murder carried out by two young men who will now spend decades behind bars,” Ogg said. “There are consequences for every action and in this case, justice was served.”

Leroy Lopez and Christopher Paz, both 19, were sentenced this week after admitting to fatally shooting 17-year-old Abraham Mata on April 4, 2021.

The three men, all 17 at the time, were at a trailer house in the 400 block of East Wallisville Road when a fight broke out. Witnesses said all three were “highly intoxicated.” Lopez apparently picked up Mata and slammed him to the ground, knocking him unconscious. Mata was then dragged out of the trailer house and shot twice.

Lopez and Paz then dragged Mata’s body to the back of a wooded area behind a church in Highlands. His body was then stabbed several times. The next day, both men were detained by police after they were seen nearby acting suspiciously. Paz then led police to the body and told investigators what had happened.

Lopez pleaded guilty and was sentenced to 25 years in prison by state District Judge Te’iva Bell on Monday. Paz pleaded guilty in exchange for 25 years in prison on Wednesday.

Assistant Harris County District Attorney Catherine Johnson, a chief prosecutor who handled the cases, said the sentences brought closure to the victim’s family.

“Leroy Lopez and Christopher Paz were both convicted and sentenced to 25 years in prison this week for the gruesome murder of Abraham Mata,” Johnson said. “Our community is much safer with these two individuals in prison, and we are grateful to the Harris County Sheriff’s Office for apprehending them quickly following the murder.”

The City of Houston’s New Montrose Library Seeks Qualifications from Artists Nationwide for Public Art

The Houston Mayor’s Office of Cultural Affairs (MOCA) in partnership with the Houston Public Library System is seeking submissions from artists and artist teams to design, fabricate, and install a permanent work of public art for the new Montrose Library. The call is open to all artists and artist-teams living or working in the United States who are over 18 years of age.

“Service to the community is the primary focus of my administration, and every day we push to find new ways to make a difference throughout Houston. Integrating a new library location into a mixed-used development is a big step forward in meeting communities where they are,” said Mayor Sylvester Turner. “This artwork will live in the new Montrose Library to showcase the vibrant character and history of the area and to highlight and celebrate the rich diversity of our Houston neighborhoods.”

Housed in the heart of Montrose within the new Montrose Collective development located at 1001 California Street, the Montrose Library will feature reading areas, technology access, a children’s area, a teen area, and meeting spaces. This opportunity seeks an interior work of art that will tell the story and history of Montrose by engaging with the library collections, services, staff, and community.

A historically LGBTQIA+ community, Montrose is a dynamic and vibrant neighborhood. This opportunity is fitting for artists whose body of work celebrates the neighborhood’s unique history. Artworks should express themes of literacy, courage, soul, and collaboration. Surface application with relief/sculptural elements, light-based media, non-traditional installations and murals/2D work will all be considered.

Houston Arts Alliance (HAA), in collaboration with MOCA, will manage the artist selection process for this investment in public art, which has a reserved budget of $85,000. For the first time ever, HAA is offering support for artist applicants speaking Spanish.

La Nueva Biblioteca Montrose de la Ciudad de Houston Solicita Propuestas de Artistas de Todo el País para Arte Público
HOUSTON – La Oficina de Asuntos Culturales de la Alcaldía de Houston (MOCA), en colaboración con el Sistema de Bibliotecas Públicas de Houston, solicita propuestas de artistas y agrupaciones de artistas para diseñar, fabricar e instalar una obra permanente de arte público para la nueva Biblioteca Montrose. La convocatoria está abierta a todos los artistas y agrupaciones de artistas mayores de 18 años que residan o trabajen en los Estados Unidos.

“El objetivo principal de mi administración es servir a la comunidad. Día a día nos esforzamos para encontrar nuevas maneras de marcar la diferencia en toda la ciudad de Houston. Integrar la nueva sede de una biblioteca a una urbanización de uso mixto es un gran paso adelante para llegar a las comunidades en sus propias localidades”, afirmó el alcalde Sylvester Turner. “Esta obra de arte vivirá en la nueva Biblioteca Montrose como manifestación del carácter vibrante y la historia de la zona, y para destacar y celebrar la rica diversidad de los vecindarios de Houston”.

Ubicada en el corazón de Montrose dentro del nuevo complejo Montrose Collective situado en 1001 California Street, la Biblioteca Montrose contará con áreas de lectura, acceso a tecnología, un espacio para niños, una zona para adolescentes y lugares para reuniones. Solid Waste Management Department  Collection and Facility Schedule for Christmas Holiday and New Year’s Day

The Solid Waste collection schedule will be modified in observance of the Christmas and New Year’s holidays. The curbside recycling schedule for Thursday, December 22nd, Friday, December 23rd, Thursday, December 29th, and Friday, December 30th will be follows as: follows:

Thursday, December 22 – Friday, December 23, 2022:
Residents will receive normal garbage, yard waste, and junk waste collections.
Curbside recycling will be serviced on your next scheduled collection day, which will be January 6th and 7th, 2023. All facilities, including Neighborhood Depositories, Westpark Recycling Center, Environmental Service Center, and the Reuse Warehouse will maintain normal operating hours.  All administrative offices will be closed on Friday, December 23, 2022.

Saturday, December 24 – Sunday, December 25, 2022:
All facilities, including Neighborhood Depositories, Westpark Recycling Center, Environmental Service Center, and the Reuse Warehouse will be closed.

Monday, December 26, 2022:
All collection services will resume normal operations.  All facilities including Neighborhood Depositories, Westpark Recycling Center, Environmental Service Center, Reuse Warehouse, and administrative offices will be closed.

Tuesday, December 27, 2022:
All collection services and facilities will resume normal operating hours.

Thursday, December 29 – Friday, December 30, 2022:
Residents will receive normal garbage, yard waste, and junk waste collections.
