Mayor Whitmire Calls for Transparent Review in Houston ICE Shooting Investigation

Houston Mayor John Whitmire called for a transparent and independent review following Tuesday’s fatal U.S. Immigration and Customs Enforcement shooting. The Houston ICE shooting investigation has drawn public concern, local scrutiny, and calls for accountability from community leaders.

The mayor addressed the issue during the Wednesday, July 8, 2026, Houston City Council meeting. His remarks came after some reports suggested he had declined to support an investigation.

Mayor Says Federal Review Must Be Transparent

Whitmire said the City of Houston is monitoring the case closely. He also said his office is in contact with federal elected officials.

“We’re in constant touch with our federal elected officials, insisting that there’s a transparent, independent investigation,” Whitmire said during the meeting.

The mayor said he would share new information with council members if it becomes available. He also said city officials are in contact with LULAC and other community leaders.

Whitmire described the shooting as a tragedy. He said the pain has affected the victim’s family, the local community, and many Houstonians.

Houston ICE Shooting Investigation Raises Jurisdiction Questions

The mayor also emphasized that the Houston Police Department was not involved in Tuesday’s incident. He said HPD did not take part in the ICE operation.

Whitmire pointed to HPD training and department policies under Police Chief Noe Diaz. He said those policies helped ensure there was no local police involvement in the incident.

The City of Houston does not control federal immigration policy. It also does not have authority over federal law enforcement officers.

That distinction is central to the city’s position. A local inquiry cannot replace or override a federal investigation into federal officers.

City officials also lack direct access to federal evidence, witnesses, and investigative authority. For that reason, Whitmire said federal officials must conduct the review.

Community Leaders Continue to Seek Answers

The shooting has increased anxiety in Houston’s immigrant communities. Whitmire said young people and students are especially affected.

“Our prayers go out to the family and the community that feels the pain and anxiety,” he said.

The mayor also said council members have received calls from residents. He said his office continues to monitor the situation carefully.

Community organizations, including LULAC, have called for transparency. Whitmire said the city remains engaged with community leaders and federal representatives.

He also encouraged continued contact with Houston’s congressional delegation and Texas’ two U.S. senators.

Mayor Pushes Back on Political Framing

Whitmire said the issue should not be politicized. He also urged media outlets to report the situation accurately.

“I think the media needs to be as accurate as possible and not inflame things,” he said.

The mayor said the city will continue to follow developments. He also thanked council members who raised concerns during the meeting.

For Houston residents, the key issue remains accountability. Whitmire’s position is that the investigation must be independent, transparent, and handled by the authorities with jurisdiction over federal law enforcement actions.
