The Port Commission of the Port of Houston Authority met today in a special meeting to consider the first dredge contract for Project 11, the Houston Ship Channel billion-dollar expansion and deepening program. Great Lakes Dredge & Dock Company, LLC was awarded up to $95,375,349 to dredge 11½- miles of the 52-mile channel, widening a major portion of the Galveston Bay reach from 530 to 700 feet.

The work includes the construction of a new bird island and oyster mitigation. Port Houston negotiated multiple options and selected the approach with the most reduction in overall NOx emissions, using more efficient equipment and providing for retrofitting emission reduction technology.

“It’s a big day for Port Houston and a big day for the region,” Port Houston Chairman Ric Campo emphasized after the vote. During the meeting, commissioners, staff, and other interested parties acknowledged that Port Houston had successfully managed a highly complex effort, as it spearheaded consideration, communication, and collaboration, among stakeholders ranging from local communities to state and national interests, to continue its accelerated timeframe.

El Departamento de Trabajo de EE.UU. y el Consulado General de México en Boston han firmado una alianza para proporcionar capacitación en prevención de riesgos y entrenamiento sobre derechos de seguridad y salud laboral para nacionales mexicanos y otras personas que trabajan en New England. Esta iniciativa también se centrará en cómo la Ley de Seguridad y Salud Ocupacional y otras leyes de Estados Unidos protegen sus derechos y responsabilizan a los empleadores. La alianza se enfoca sobre trabajadores en Massachusetts, Maine, New Hampshire, Rhode Island y Vermont.

Durante los próximos dos años, la Administración de Seguridad y Salud Ocupacional del departamento y el consulado desarrollarán y entregarán información sobre reconocimiento y prevención de riesgos laborales a trabajadores mexicanos a través de exhibiciones, conferencias y reuniones locales, y participando en actividades y eventos del ‘Consulado Móvil’.

“El conocimiento es una herramienta esencial para los trabajadores. Los protege de los peligros en el lugar de trabajo y garantiza que sepan sus derechos. Nuestra alianza con el Consulado General de México establece un proceso continuo para proveer esa información a trabajadores y empleadores de New England”, dijo el Administrador Regional Interino de OSHA Jeffrey Erskine en Boston. “Este esfuerzo también muestra nuestro compromiso por hacer de la seguridad laboral una prioridad en las vidas de los ciudadanos mexicanos y de otros trabajadores en Massachusetts, Maine, New Hampshire, Rhode Island y Vermont”.

Un equipo de representantes de OSHA y del Consulado Mexicano desarrollará un plan de acción, determinará los procedimientos de trabajo e identificará los papeles y responsabilidades de los participantes. Los miembros del equipo se reunirán al menos tres veces al año para monitorear el progreso realizado y compartir información de cara a la consecución de los objetivos de la alianza.

El Programa de Alianzas de OSHA trabaja con grupos comprometidos con la seguridad y la salud de los trabajadores para prevenir muertes, lesiones y enfermedades en el trabajo. Estos grupos incluyen sindicatos, consulados, organizaciones comerciales o profesionales, empresas, organizaciones religiosas y comunitarias e instituciones educativas. OSHA y los grupos trabajan juntos para desarrollar herramientas y recursos de asistencia al cumplimiento, compartir información con trabajadores y empleadores, y educar a los trabajadores y empleadores sobre sus derechos y responsabilidades.

Governor Abbott Readies Resources In Response To Threat Of Severe Weather Resulting From Cold Front, Hurricane Pamela

Governor Greg Abbott today directed the Texas Division of Emergency Management (TDEM) to place state response and recovery resources on standby due to the potential threat of severe storms, heavy rainfall, and flash flooding from a cold front interacting with moisture from Hurricane Pamela. The storms are forecast to move across Texas beginning tonight through the end of this week.

“The State of Texas is prepared to respond to the severe weather that is anticipated to hit our state this week, and Texans can do their part by heeding the guidance of their local officials, preparing for heavy rainfall and flash flooding, and exercising caution as these storms move across the Lone Star State,” said Governor Abbott. “We are working closely with communities in the path of these storms to ensure they have the resources they need to respond.”

The following resources have been activated:

• Texas A&M Engineering Extension Service – Texas A&M Task Force One and Texas Task Force Two: Boat Squads to support water rescue operations.

• Texas Parks and Wildlife Department: Boat Teams to support water rescue operations.

Additionally, TDEM has rostered the following resources for activation if necessary:

• Texas A&M Forest Service: Saw Crews and Incident Management Teams.

•  Texas Department of Public Safety: Helicopters with hoist capability.

• Texas Department of State Health Services: Emergency Medical Task Force (EMTF) severe weather packages.

• Texas Department of Transportation: Monitoring of road conditions, and equipment to support emergency debris removal from major roads.

• Public Utility Commission: Power outage monitoring and coordination with utility providers as needed.

Texans are urged to follow these flood preparedness and safety tips during severe weather events:

• Sign up for your community’s warning system. The Emergency Alert System (EAS) and National Oceanic and Atmospheric Administration (NOAA) Weather Radio also provide emergency alerts.

• Keep important documents in a waterproof container. Create password-protected digital copies.

• Protect your property. Move valuables to higher levels. Declutter drains and gutters. Install check valves. Consider a sump pump with a battery.

• Be extremely cautious of any water on roads or in creeks, streams, storm drains, or other areas – never attempt to cross flowing streams or drive across flooded roadways, and always observe road barricades placed for your protection. Remember, Turn Around Don’t Drown.

Texas Film Commission Announces 2021 Texas Film Round-Up

The Texas Film Commission (TFC) today announced that the Texas Archive of the Moving Image (TAMI) is accepting films and videotapes for the 2021 Texas Film Round-Up through the end of October. Individuals, businesses, and institutions are invited to mail their Texas-related films and videotapes to TAMI for free digitization in exchange for contributing a digital copy of their materials for possible inclusion on TexasArchive.org.

The award-winning Texas Film Round-Up discovers, preserves, and shares the stories of Texans by digitizing and providing access to their obsolete media. The program has resulted in the digitization of more than 50,000 films and videotapes dating as far back as 1910 and spanning through the decades of media technology.

“We are so proud of our longstanding partnership with TAMI and the Texas Film Round-Up,” said TFC Director Stephanie Whallon. “The contributions received during the Texas Film Round-Up help preserve Texas’ rich history and vibrant culture for both education as well as entertainment.”

An ever-growing curated collection of videos is available at TexasArchive.org. This online video-sharing platform welcomes the public to watch, explore, and learn about Texas history and culture. It also includes free lesson plans to assist educators in K-12 social studies instruction.

Participants should register at TexasAchive.org/round-up, where they will receive instructions on packing and mailing their media. Packages must be postmarked by October 30. Submissions may also dropped off on Saturday, October 23 from 10 a.m. to 2 p.m. and Wednesday, October 27 from 10 a.m. to 5 p.m. at the TAMI office. Governor Abbott Invites Texas Employers, Veterans, And Military Families To Statewide Veterans Hiring Fair

Governor Greg Abbott today invited Texas employers, veterans, and military families to participate in the tenth annual Hiring Red, White & You! statewide veterans hiring fair on Thursday, November 4. This event will be held in person and virtually in 28 locations across the state.

Hosted by the Texas Workforce Commission and supported by the Office of the Governor, the Texas Medical Center, and the Texas Veterans Commission, the Hiring Red, White & You! statewide veterans hiring fair connects military veterans, transitioning service members, and their spouses and families in Texas with employers seeking their exceptional skills and experience.

“Veterans bring unmatched leadership abilities to the workplace,” said Governor Abbott. “They already possess many of the technical skills employers are looking for. They understand teamwork and accountability, and their professionalism, perspective, and mission focus can create a competitive advantage for any business. Governor Abbott Announces Over $308 Million In Funding For Public Safety Initiatives In Texas

Governor Greg Abbott today announced that his Public Safety Office (PSO) will administer more than $308 million in grant funding for a variety of public safety programs and services in Texas, including victim’s services, anti-human trafficking efforts, and law enforcement support. This grant funding is made possible through a combination of federal and state dollars.

“Nothing is more important than the safety and security of our communities, and the State of Texas continues to bolster programs and services that help keep Texans safe,” said Governor Abbott. “This $308 million in grant funding for public safety initiatives will provide even more support to organizations and agencies that work tirelessly to protect our communities, advocate for victims of crime, secure justice, and more.”

The Governor’s Public Safety Office administers numerous state and federal grant programs in coordination with state-level and regional partner agencies, including the 24 regional Councils of Governments (COGs) in Texas and the Urban Area Working Groups (UAWGs) in the Dallas-Fort Worth Metroplex, Houston, and San Antonio. Entities interested in seeking funds to support their public safety initiatives during the next grant cycle (FY 2023) should reach out to their local COG to learn about region-specific timelines and requirements.  The PSO posts funding opportunity announcements containing program purposes, a description of allowable activities, timelines, and other requirements on the Office of the Governor’s eGrants website.

The grants recently released include, but are not limited to, funding for the following:

Bullet Resistant Vests: 47 awards totaling $2.1 million to provide peace officers with rifle-resistant body armor to prevent loss of life during tactical and emergency response operations.

County Innovations to Address Commercial Sexual Exploitation: 6 awards totaling $1.2 million for innovative projects that prevent, investigate, and/or prosecute the commercial sexual exploitation of people in Texas.

Crime Stoppers Assistance: 35 awards totaling $381.5 thousand to strategically support, expand, and fund local certified Texas Crime Stoppers organizations that help protect our communities.

District Attorney Forensic Evidence Testing: 
11 awards totaling $1 million to reimburse district attorney offices for costs associated with the forensic analysis of physical evidence.

Homeland Security: 
382 awards totaling $61.7 million to help prevent terrorism and prepare for the threats and hazards that pose the greatest risk to the security of Texas and its citizens. These projects fund equipment, planning, training, exercises, and other activities for local, regional, and state-level agencies and strengthen core capabilities outlined in the National Preparedness Goal.

Human Trafficking: 21 awards totaling $4.5 million for short and long-term residential services, advocacy, and case management for survivors of human trafficking in Texas.

Internet Crimes Against Children Taskforces: 
3 awards totaling $1.3 million for projects that develop an effective response to technology-facilitated child sexual exploitation and Internet crimes against children that encompasses forensic and investigative components, training, and technical assistance, victim services, and community education.

Incident-based Reporting Conversion: 19 awards totaling $893.5 thousand for projects that enable local law enforcement agencies to upgrade their technology infrastructure to support the submission of data to the Uniform Crime Reporting (UCR) National Incident-Based Reporting System (NIBRS).

Justice Assistance: 235 awards totaling $14.6 million to promote public safety, reduce crime, and improve the criminal justice system. Projects funded support personnel, equipment, supplies, training, technical assistance, and information systems for criminal justice purposes.

Juvenile Justice and Truancy Prevention: 
110 awards totaling $9.4 million to prevent violence in and around schools and to improve the juvenile justice system by providing mental health services, truancy prevention, and intervention through community-based and school programs.

Local Border Security (Border Star): 94 awards totaling $5.1 million to provide for overtime and operating costs that support an increased law enforcement presence to detect, deter, and disrupt drug, human, and another trafficking along the Texas/Mexico border.

Non-Profit Security Enhancement: 46 awards totaling $6.4 million for projects that support physical security enhancements and other security activities to nonprofit organizations that are at high risk of a terrorist attack based on the nonprofit organization’s ideology, beliefs, or mission.

Paul Coverdell Forensic Sciences Improvement: 5 awards totaling 1.7 million for projects that improve the quality and timeliness of forensic science or medical examiners services as well as projects seeking to address emerging forensic science. Specific funding has been reserved for projects that support responses to the opioid epidemic.

Project Safe Neighborhoods: 20 awards totaling $1.2 million for projects designed to create and foster safer neighborhoods through a sustained reduction in violent crime, including, but not limited to, addressing criminal gangs and felonious possession and use of firearms.

Residential Substance Abuse Treatment: 7 awards totaling $2.7 million for projects that provide residential substance abuse treatment within local correctional and detention facilities.

SAFE Ready Facilities: 26 awards totaling $1.2 million to assist medical care facilities throughout Texas with the necessary training, equipment, and supplies to achieve and maintain Sexual Assault Forensic Exam (SAFE)-Ready designation as defined in Chapter 323 of the Texas Health and Safety Code.

Serving Victims of Crime & Addressing Violence Against Women: 530 awards totaling $186.7 million to provide services directly to victims of crime to speed their recovery and aid them through the criminal justice process as well as projects that promote a coordinated, multi-disciplinary approach to improve the justice system’s response to violent crimes against women.

Sexual Assault Evidence Testing: 3 awards totaling $555.1 thousand to reimburse local law enforcement agencies for costs associated with the forensic analysis of physical evidence in relation to sexual assault or other sex offenses.

Specialty Courts: 56 awards totaling $6.5 million to support judicially supervised treatment, intensive case management, and other services to assist participants with substance abuse or mental health challenges to move toward a healthier lifestyle, reduce the number of repeat offenses, and address congestion in the court system.

Tormenta solar afectaría dispositivos tecnológicos este 11 de octubre

Meteorólogos del tiempo espacial prevén que este lunes 11 de octubre del 2021 llegue a la Tierra una eyección de masa coronal lo que derivaría en tormentas geomagnéticas o tormentas solares.

Según reporta el diario AS esta tormenta solar podría provocar daños en las “redes eléctricas y potencialmente causar apagones prolongados y fallos en multitud de dispositivos“.

La afectación sería global e incidiría en las cadenas de suministro globales y el transporte hasta el acceso a Internet y los sistemas de GPS.

Este fenómeno también podría afectar los cables submarinos que sustentan la red a nivel global, lo cual podría causar “una pérdida masiva de conectividad al aislar a los países de la fuente”.

Las posibles consecuencias que desencadenaría la tormenta solar son:

 

 

 

 

  • Daños en la electrónica de las naves espaciales.
  • Sobrecargas de la red eléctrica.
  • Pérdida de la señal GPS.
  • Dificultades para la navegación aérea.
  • Daños en el cableado terrestre.
  • Mala conectividad en los cables submarinos.

Las tormentas solares son grandes masas de partículas magnetizadas que viajan por el espacio desde las estrellas hasta alcanzar la Tierra.

Según Meteored, la tormenta solar se podrá ver como auroras en latitudes como Tasmania en Australia, Escocia, el sur de Suecia, los estados bálticos, y los territorios del norte de Estados Unidos.

Colapso de Internet

El 9 de agosto del 2021 Sangeetha Abdu Jyothi, profesora adjunta del departamento de ciencias de la computación de la Universidad de California, publicó un estudio en el que advierte que una tormenta solar masiva podría causar cortes de Internet a gran escala en todo el mundo durante varios meses.

El estudio dice que las partículas emitidas durante una tormenta solar de gran intensidad afectarían los dispositivos terrestres y submarinos que conectan y amplifican la red de Internet, lo que provocaría un gran colapso de esta “dependencia fundamental de la sociedad”.

Gov. Abbott and 10 other state governors met in South Texas to discuss border security

Texas Gov. Greg Abbott and 10 other state governors held a news conference in  Mission, Texas, on Wednesday concerning the recent surge of migrants at the border.

Abbott was joined by Texas Department of Public Safety Director Steve McCraw, Texas Division of Emergency Management Chief Nim Kidd, Texas Military Department Brigadier General Monie R. Ulis, and National Border Patrol Council President Brandon Judd.

After thousands of Haitian migrants gathered underneath the International Bridge in Del Rio in mid-September, the Biden Administration coordinated flights to fly the migrants back to their home countries. At one point, more than 14,000 people were gathered under the bridge. More than 200 law enforcement and government agencies worked to address the issue.

Abbott started the press conference by addressing the school shooting that happened in Arlington, Texas Wednesday morning. Abbott said a fight broke out that led to the shooter shooting several people.

Following the shooting, Abbott switched gears and said President Biden was the cause of the humanitarian crisis at the border.

“All Americans saw exactly what happened in Del Rio, Texas, just last month. And we know that chaos will be repeated unless and until President Biden takes action,” Abbott said. “26 of America’s governors have worked together to develop specific actions that Biden can take immediately to end the crisis on the border that he has caused.”

Three of those actions were:

  • Must require asylum seekers to remain in Mexico while they wait for their court hearing.
  • Must finish securing the border which includes finishing the border wall.
  • Must enforce title 42 health restrictions at the border.

Abbott then mentioned the 10 actions Texas has taken to address the situation at the border:

  1. Abbott said he signed laws providing $3 billion of Texas taxpayer money for Texas to secure the border.
  2. He said he deployed National Guard and Texas DPS troopers and officers to secure the border.
  3. A system was created to arrest and jail illegal immigrants who are trespassing in Texas.
  4. Abbott said he signed a budget approval and provided the authorization to build a border wall in Texas.
  5. He said he signed a law to make it easier to prosecute smugglers who are bringing illegal immigrants into Texas.
  6. He said he signed nine laws cracking down on human trafficking in Texas.
  7. He said he signed a law that creates a new crime for the manufacturer or distribution of fentanyl.
  8. He said he declared a disaster for border counties suffering from the surge of migrants.
  9. He said he issued an executive order to prevent nonprofit government organizations from transporting illegal immigrants in Texas.
  10. Texas took legal action to enforce the remain in Mexico policy

“What the governor has done now is taken us from a reactive position and put us in a proactive position,” said Texas DPS Steve McCraw

McCraw said Texas cannot wait around for the action to be taken.

“We can’t wait for Washington to do it; we don’t need their permission to protect Texas,” McCraw said.

Astros-White Sox Game 4 of the ALDS postponed due to rainstorm

The Houston Astros and Chicago White Sox will have to wait at least one more day before facing off in Game 4 of the American League Divisional Series.

Major League Baseball announced that Game 4 of the ALDS was postponed Monday due to a rainstorm.

The game will now be played at 1:07 p.m. Tuesday. Lance McCullers Jr. will start for Houston. Jose Urquidy was originally scheduled to start Game 4, but due to the postponement, McCullers Jr. will be on regular rest.

The Astros are hoping to close out the White Sox on the road after Chicago avoided the sweep with a 12-6 win over Houston in Game 3.

The Astros lead the series 2-1 after winning Games 1 and 2 at Minute Maid Park in Houston.

Houston resident claims winning $20.75 million Lotto Texas ticket

A Houston resident has claimed a winning $20.75 million Lotto Texas ticket.

The ticket was purchased at BFM Food Mart, located at 5825 Bellaire Blvd., for the drawing held on Oct. 2.

The lucky winner, who chooses to remain anonymous, selected the cash value option at the time of purchase and will receive more than $16 million before taxes, according to Texas Lottery.

The winning numbers were: 1-9-14-23-29-41.

The next Lotto Texas drawing will be held Monday, Oct. 11. The estimated jackpot prize is $5.75 million.
