Migrant Shelters Along Texas Border Nearly Empty as Arrivals Plummet

Once bustling with nearly a thousand asylum seekers daily, migrant shelters along the Texas-Mexico border are now reportedly nearly empty.

With border restrictions tightening in recent months, many shelters report record-low numbers, prompting closures and funding cuts.

In McAllen, the Catholic Charities of the Rio Grande Valley’s respite center has seen a dramatic drop in arrivals. City officials report that fewer than 12 migrants have arrived daily this month, a stark contrast to the 3,188 people the center received in January. If the trend continues, the total number of arrivals in February will barely reach 350.

The decline follows a series of policy changes, including a January directive that effectively shut the border to asylum seekers. These restrictions, coupled with Mexico’s immigration enforcement efforts, have left many shelters struggling to justify their operations.

Shelter Closures on the Horizon

Annunciation House, a long-standing migrant shelter network in El Paso, is also facing a sharp decrease in occupancy. Director Ruben Garcia told the Texas Tribune that only about 40 people remain across its facilities. Of the 20 shelters in its network, only four are currently operating, and more closures are expected by the end of the month.

Garcia noted that the decline in arrivals started even before the 2024 election. “Even before the election, the numbers were already significantly down,” he said. Under the previous administration, Annunciation House accommodated between 250 and 300 people per day—a number that was already considered low.

The trend isn’t unique to El Paso. Casa del Sagrado Corazón, another shelter in the city, closed in September due to dwindling numbers. In San Antonio, the Migrant Resource Center recently stopped accepting new arrivals altogether.

Federal Funding Cuts Add Pressure

Beyond the declining need, financial strain is accelerating the closure of many shelters. The Catholic Charities respite center in McAllen, already struggling with low numbers, received another setback on January 30 when it was informed that it would no longer be reimbursed through the federal Shelter and Services Program.

That program, established during former President Donald Trump’s administration, provided emergency aid reimbursements to local governments and nonprofits assisting migrants. Without those funds, shelters are left to operate on tighter budgets.

Sister Norma Pimentel, executive director of RGV Catholic Charities, acknowledged that staffing reductions had already begun before the funding cuts. “As it is, we were already cutting down staff because we don’t have people coming in anymore,” she said. “The numbers are very, very low—like 10 or five a day.”

A Future of Uncertainty

Despite financial challenges and reduced demand, Pimentel affirmed that the respite center will remain open for those in need.

“We will continue to operate as long as there’s a need,” Pimentel told the Texas Tribune. “If there are people who we can help, the church will always be present to help.”

For now, the fate of many migrant shelters along the border remains uncertain. As immigration policies continue to evolve, organizations that once provided critical support for thousands of asylum seekers are left wondering whether their services will be needed in the same capacity again.

Breakdown in Process Leaves UH Sexual Assault Suspect Free

HOUSTON, Texas – Questions continue to swirl around the release of a violent sexual assault suspect at the University of Houston, as law enforcement agencies and the Harris County District Attorney’s Office shift responsibility over the handling of the case.

The suspect, Eric Brown, was arrested last Friday after allegedly holding a woman at knifepoint and sexually assaulting her in the Welcome Center garage at UH. Despite the serious allegations, Brown was released from jail shortly after his arrest due to an apparent delay in filing formal charges.

Our news partner ABC13 has spent days pressing officials for answers regarding how Brown walked free. Even University of Houston-Clear Lake criminology professor Kimberly Dodson expressed confusion over the missteps.

“This person should still be incarcerated,” Dodson said.

Arrest and Immediate Release

Police radio transmissions from Friday night reveal that officers identified Brown near a METRORail station about six hours after the attack. When approached, he reportedly resisted arrest, prompting officers to use a taser to subdue him.

However, the Harris County District Attorney’s Office initially declined to pursue charges related to resisting arrest and assaulting an officer, leading to Brown’s release just hours later. The UH Police Department (UHPD) has since confirmed that officers informed prosecutors of Brown’s sexual assault charge at the time of his arrest.

In a statement, a UH spokesperson said, “The probable cause for the arrest of the individual taken into custody Friday, Feb. 7, was the sexual assault charge. This information was disclosed to the District Attorney’s office.”

District Attorney’s Response

On Thursday night, the DA’s office defended its actions, stating that prosecutors were not initially presented with sexual assault charges, though officers had mentioned Brown as a possible suspect.

“The prosecutors at the Harris County District Attorney’s Intake Division were not initially presented charges regarding sexual assault,” the statement read. “After further review, members of the HCDAO Adult Sexual Assault Division contacted law enforcement to determine the status of the sexual assault investigation, and the decision was made to file charges of aggravated sexual assault and aggravated robbery.”

The DA’s office is now working with law enforcement to ensure Brown’s arrest, and the decision to decline the initial charges is under review.

Breakdown in Communication?

Dodson believes a key oversight may have contributed to Brown’s release.

“If officers told prosecutors about the resisting arrest incident, they should’ve had questions,” she said. “That would be a red flag to me—’Oh, this guy’s only being booked for resisting arrest.’ What happened?”

The case also highlights broader challenges for smaller campus police agencies like UHPD, which does not handle violent rape cases frequently. According to state data, UHPD investigated 13 sexual offenses last year, compared to over 2,400 handled by the Houston Police Department (HPD).

“Smaller agencies typically do not have the resources,” Dodson told ABC13 Houston. “They don’t have a crime lab. They don’t have connections with people who might be crime technicians.”

UH has since sought assistance from other agencies, including HPD, though it has not specified how those partnerships are being utilized.

Student Safety Concerns

Compounding frustrations, UH promptly notified students about Brown’s arrest on Saturday morning—only to later inform them that he had been released and his whereabouts were unknown.

Now, with charges finally filed, law enforcement is actively working to locate Brown. However, the confusion surrounding his release raises serious concerns about gaps in the legal process, leaving many questioning whether a preventable mistake has put the community at risk.

Chilly showers for Valentine’s Day, cold front next week to bring light freeze

HOUSTON, Texas (KTRK) — Winter’s weather is back, and we have two more cold fronts on the way that could bring the freeze line all the way back to Houston.

Another chilly day is ahead for Valentine’s Day with highs in the mid 50s under a cloudy sky. We also could see a few showers Friday, but since the rain chance is only 30%, don’t cancel your outdoor holiday plans. Just keep your eye on the radar if you do have any outdoor plans and make adjustments as needed.

How is the weekend shaping up?

Another cold front is expected to blow in Saturday night with a 60% chance of showers and thunderstorms. It will warm to near 80 Saturday afternoon before the front arrives in the evening. Sunday will be sunny but chilly with a low in the 30s and a high in the 50s. The freeze line could make it into our northern counties, and when you factor in the wind, it will feel like it’s in the 20s around sunrise!

Could temperatures get back to freezing in Houston?

Yes! A stronger cold front slated to arrive Tuesday night and Wednesday morning will be backed by some arctic air, and this front is expected to bring the freeze line back through Houston. At this time we are predicting a low in the upper 20s for next Thursday, which is a light freeze. A hard freeze in the low 20s is possible, so stay tuned.

Is any wintry precipitation possible with next week’s front?

Possible? Yes, but it’s not likely at this time. By the time the freeze line enters Southeast Texas, most of the moisture is expected to be gone, but it’s still early in the game. If enough moisture is left around late Wednesday when the freeze line arrives, then the primary mode of wintry precipitation in this case looks like it would be freezing rain. The mid-levels of the atmosphere look to be too far above freezing to support any snow in our part of Texas. Again, stay tuned!
