Más de 20 millones de personas bajo alerta invernal desde Montana hasta los Grandes Lagos

Un sistema de tormentas ha llevado al Servicio Meteorológico de EE.UU. a emitir alertas de tormenta invernal desde Montana hasta los Grandes Lagos. Gran parte de esta región verá de 2,5 a 20 centímetros de nevadas entre este jueves y el viernes.

Las mayores nevadas se producirán en el noreste de Iowa, noroeste de Illinois, suroeste de Wisconsin y sureste de Minnesota, donde es posible que caigan hasta 25 centímetros de nieve.

Biden presenta propuesta de presupuesto de 6,8 billones de dólares para 2024

El presidente de Estados Unidos, Joe Biden, presentó el jueves un plan de gastos gubernamentales de 6,8 billones de dólares para 2024 que exige docenas de nuevas iniciativas políticas e impuestos más altos para las corporaciones y las personas adineradas. Pero los republicanos de la oposición dijeron de inmediato que no tiene posibilidades de obtener la aprobación del Congreso.

Biden, un demócrata en su primer mandato en la Casa Blanca y que se prevé que buscará la reelección el próximo año, pidió más fondos para contrarrestar la influencia económica y militar de China, un mayor gasto en atención médica para estadounidenses jóvenes y mayores, nuevas empresas educativas y una dotación de personal más sólida para la Agencia de Protección Ambiental del país.

“China es el único competidor de Estados Unidos tanto con la intención de remodelar el orden internacional como, cada vez más, con el poder económico, diplomático, militar y tecnológico para hacerlo”, argumenta la Casa Blanca en un resumen del presupuesto.

La publicación del plan presupuestario se produce cuando EEUU se enfrenta a un debate muy partidista inminente sobre cómo aumentar el techo de deuda del país de 31,4 billones de dólares: el límite de la cantidad de dinero que el gobierno puede pedir prestado para pagar sus cuentas.

Si Biden y el Congreso no pueden ponerse de acuerdo sobre un aumento del techo de la deuda en los próximos meses, EEUU podría incumplir sus obligaciones financieras por primera vez, una catástrofe financiera que pudiera afectar los mercados mundiales y aumentar el desempleo en el país.

Los opositores de Biden en la Cámara de Representantes, controlada por los republicanos, han pedido grandes recortes de fondos, no aumentos, en los futuros planes de gastos anuales, como el que Biden presentó para los 12 meses a partir del 1 de octubre, para controlar los déficits presupuestarios crónicos que ahora suman más de 1 billón de dólares anuales.

Los republicanos dicen que el gasto del gobierno está fuera de control y que los programas individuales deben recortarse o eliminarse drásticamente.

Judge expected to appoint independent expert to review suspected shooter’s competency to stand trial

While Dimitrios Pagourtzis, the student accused of killing 10 people in a shooting at Santa Fe High School in 2018, remains in a hospital, it’s possible there may be new movement in his case after he’s been repeatedly ruled incompetent to stand trial.

Pagourtzis is in custody at North Texas State Hospital and won’t be present on Friday morning when a judge could appoint an independent expert to conduct a review of his competency to stand trial.

A status conference is set for 10 a.m.

The suspected killer was last deemed incompetent to stand trial in February of this year.

“The treating physicians at the North Texas State Hospital have reported that Santa Fe High School shooting defendant Dimitrios Pagourtzis has not yet been restored to competency to stand trial,” a statement from the Galveston County District Attorney’s Office read on Feb. 1. “They have requested that he be recommitted to their facility for up to 12 months so that they can continue their efforts to restore him to competency. This is extremely disappointing news, especially as we near the five-year anniversary of these tragic murders. Nevertheless, we remain committed to seeing this case tried and seeing that justice is done.”

In February 2022, a similar decision was made to keep Pagourtzis in a facility for 12 months.

In a statement, Pagourtzis’ attorney, Nicholas R. Poehl, said at the time, “It is difficult to see a path forward when the prospects for his restoration steadily diminish the longer he remains incompetent.”

The shooting happened on May 18, 2018, at 7:30 a.m. Ten people, eight students and two teachers, were killed, and 13 others were wounded when authorities say Pagourtzis opened fire.

HISD desiste de acciones legales contra TEA por posible toma de control del distrito escolar

La Junta Directiva del Distrito Escolar Independiente de Houston decidió -casi que unánimemente- desistir de las acciones legales contra la Agencia de Educación de Texas (TEA) ante la posibilidad de que la entidad estatal asuma el control del distrito escolar más grande de Texas.

La decisión fue tomada en la reunión formal de la junta de este jueves en la noche en una votación de 8-1.

De esta forma, la junta del Distrito Escolar Independiente de Houston deja su suerte en las manos de TEA, quien desde 2019 ha planteado la necesidad de tomar el control de HISD por lo que consideran malos resultados académicos y manejos administrativos.

Según la junta escolar, el reciente fallo de la Corte Suprema de Justicia de Texas dejó a HISD sin opciones legales ante TEA.

En las últimas horas se conoció una propuesta de ley impulsada por legisladores estatales demócratas que buscan establecer parámetros de colaboración entre TEA y los distritos escolares sujetos o expuestos a toma de control con el fin de evitar traumatismos a nivel administrativo.

The 2022 Internet Crime Complaint Center (IC3) Annual Internet Crime Report published today to the IC3 website https://www.ic3.gov/Media/PDF/AnnualReport/2022_IC3Report.pdf.

In 2022, the IC3 received a total of 800,944 complaints, with losses exceeding $10.3 billion. Phishing schemes were the number one crime type with 300,497 complaints. For the first time, investment schemes reported the highest losses to victims, totaling over $3.3 billion.

In 2022, the IC3 received 88,262 complaints from victims over the age of 60 with losses in excess of $3.1 billion. As a result of the significant impact of scams targeting the elderly, IC3 is planning to release its third annual report focusing entirely on Elder Fraud within the next few weeks.

The 2022 threat overviews include:

  • BEC complaints ranked the second largest dollar losses reported to IC3 at over $2.7 billion.
  • Crypto-investment scams saw unprecedented increases in the number of victims and the dollar losses to investors. In 2022, investment scam losses were the most (common or dollar amount) scheme reported to the IC3. Investment fraud complaints increased from $1.45 billion in 2021 to $3.31 billion in 2022. Within those complaints, cryptocurrency investment fraud rose from $907 million in 2021 to $2.57 billion in 2022.
  • Ransomware losses were more than $34.3 million. The IC3 received 870 complaints that indicated organizations belonging to a critical infrastructure sector were victims of a ransomware attack. Of the 16 critical infrastructure sectors, IC3 reporting indicated 14 sectors had at least 1 member that fell victim to a ransomware attack in 2022. The three top ransomware variants reported to the IC3 that victimized a member of a critical infrastructure sector were Lock bit, ALPHV/Blackcoats, and Hive.
  • Illegal call centers defraud thousands of victims each year. Two categories of fraud reported to the IC3, Tech/Customer Support and Government Impersonation, are responsible for over $1 billion in losses to victims. Almost half the victims report to be over 60 (46%), and experience 69% of the losses (over $724 million).

Crime Stoppers and the Houston Police Department’s Special Victims Division-Adult Sex Crimes Unit need the public’s assistance identifying the suspect responsible for Burglary of Habitation (With Intent to Commit Sexual Assault).

On Sunday, January 29, 2023, at approximately 6:30 a.m., the victim was sexually assaulted in the 2100 block of Holly Hall St. in Houston, Texas. During the incident, the suspect broke into the residence, pointed a gun at the victim and sexually assaulted them. The suspect fled the scene in an unknown direction of travel.

Suspect Description:
Black male in his 25 early 30’s, approximately 6’00”, heavy set approx. 250 pounds. Last seen wearing a white t-shirt, with a black T-shirt on their face (being used as a mask), and white jogger pants and sandals.

Join us in celebrating MECA Founder,

Alice E. Valdez.

Known as a visionary and community leader, Alice Valdez has worked for over four decades to help disadvantaged youth and families create a brighter future for themselves and the community. Determination, commitment and a refusal to yield to the impossible are her trademarks, and her work has had a tremendous impact on hundreds of Houstonians. Valdez has a Bachelor of Music Education degree from the University of Texas at El Paso and is certified to teach instrumental music at all grade levels in Texas. She studied oboe with Raymond Weaver, first oboist of the Houston Symphony and Richard Henderson, first oboist of the El Paso Symphony and Dean of Fine Arts at UTEP. Valdez performed as an oboist for the El Paso Symphony from 1968 to 1970. She has worked as a freelance instrumentalist (oboe, guitar, and flute) and vocalist, and served as the Music Liturgy Director for Post Chapel (Ft. McPherson, Georgia) from 1970 to 1971, and for St. Joseph Parish (Houston, Texas) from 1980 to 1991. She has previously taught music at Teatro Bilingüe de Houston, Annunciation Catholic School, and at elementary and junior high schools in Georgia and Texas. Valdez continues to provide instruction as a private woodwind and Suzuki violin teacher.

Valdez is responsible for the administration of MECA, and also serves as liaison with representatives of community-based organizations, aids with social economic issues affecting the participants of MECA art and education programs, and advocates for arts organizations of color. Under her leadership, MECA has received numerous awards and recognitions. Valdez has directed several major public mural and sculpture projects across Houston. She also initiated the planning for and directed the construction of the Old Sixth Ward Art Park, an inner-city art park.

Valdez is a member of the American Leadership Forum and is the coordinator of the Arts and Culture Careers Panel for the Houston Hispanic Forum. She has received numerous honors throughout her illustrious career. Valdez has also served as a keynote speaker, presenter, panelist, board and advisory board member, and committee member for numerous social and arts organizations.
