WANTED: Driver responsible for Hit and Run which left victim dead
3 Houston Officers Shot, Stable After ‘Chaotic’ Chase, Shootout; Gunman Arrested

All three officers are in stable condition and their injuries were considered non-life-threatening. One was shot in the foot, one was shot in the leg and one was shot in the arm. All three were being treated at Memorial Hermann Hospital.
The incident began about 2:40 p.m. Thursday with a report of a disturbance involving a weapon, and a chase apparently followed. The gunman, later identified as 31-year-old Roland Caballero, crashed during the chase and as he jumped out of the car, he opened fire on the officers pursuing him. The officers returned fire on Caballero.
Moments later, Caballero carjacked a driver at gunpoint and led police on a chase to a home.
Gunfire again rang out between officers and Caballero at the home in the 2100 block of McGowen Street, which is just south of downtown in the Greater Third Ward neighborhood.
Caballero remained barricaded inside the home until 8 p.m. Thursday when he was taken into custody by police.
Governor Greg Abbott released a statement about the shootings Thursday night.
“The state of Texas grieves at the news of yet another violent attack on our law enforcement officers, this time on three members of the Houston Police Department who were shot this afternoon while serving their community. Violence against the police will never be tolerated in the Lone Star State. The State of Texas will ensure that the City of Houston and the Houston Police Department have the resources and support they need to ensure swift justice for the perpetrator. Please join Cecilia and me in praying for the officers who were shot and injured, as well as for the safety of all law enforcement who serve and protect our communities across the state.”

All-clear given after possible bomb threat prompts partial evacuation at Harmony School of Science in Meyerland

Officers arrived at the school in the 5400 block of South Braeswood Boulevard near Chimney Rock in the Meyerland area Thursday morning at around 7:30 a.m.
After police conducted a thorough search at the school, they gave the all-clear at around 10 a.m.
Harmony School of Science released the below official statement:
At approximately 7:28 a.m., Harmony School of Science-Houston received an anonymous bomb threat against the campus. Campus administrators immediately implemented safety protocols by evacuating the building and notifying the Houston Police Department. Parents also were immediately notified. Police conducted a thorough search of the campus and determined it was safe to resume classes. Police are conducting an ongoing investigation into this threat, and we encourage anyone with information to contact the Houston Police Department. The safety of our students and staff is our top priority.

Texas’ Flaring Rate Continues Record Drop
The statewide flaring rate fell to an even lower record level at the end of 2021, according to the Railroad Commission’s latest production report. The percentage of natural gas flared in Texas dropped from a previous record low of 0.20% in September 2021 to a new record low of 0.19% in November.
Texas has one of the lowest flaring rates of large oil and gas producing states in the country, with an average rate of flaring that has remained significantly less than 2% for more than two years.
“Report after report shows that Texas is on the right track to reducing and maintaining low levels of flaring,” RRC Chairman Wayne Christian said of the report. “Although the mainstream media often ignores this record achieving accomplishment by government and industry, it’s proof that a cooperative collaboration can bring positive results, and I continue to be proud of the effort and its outcome.”
“Texas proudly boasts conservative, pro-business policies which are bringing 1,000 people a day to our state,” Christian continued. “As we need to produce more oil and gas to keep up with our growth, I’m committed to a consistent and predictable regulatory process based on sound science that allows oil and gas companies to responsibly produce plentiful, affordable and reliable energy to meet the increasing demand for all Texans.”

Railroad Commission Hires First Chief Data Officer, New Government Relations Director
The Railroad Commission recently hired its first Chief Data Officer and also a new director of Government Relations.
Chief Data Officer Alkesh Amodwala and Government Relations Director Krista Duke have hit the ground running as the agency implements new legislation, including bills on data governance and natural gas infrastructure.
“We are very fortunate to be able to add Alkesh and Krista to our staff,” said Wei Wang, RRC Executive Director. “Each brings a wealth of knowledge and experience to the agency that will be vital for the RRC in important initiatives to help residents and energy industry operators in Texas.”
Amodwala brings more than 15 years of experience in supply chain development, business intelligence, analytics and data governance/strategy to the RRC. Among his roles, he has worked for General Motors IT Branch – Global Purchasing and Supply Chain, Hewlett Packard and Home Depot.
Amodwala leads a new team in the RRC’s Information Technology Services Division focusing on data projects. The 10-member team consolidates experts in the agency and is working on data initiatives as well as supporting the work of the agency’s ongoing development of a map of the electric grid supply chain.
Duke, who is playing a critical role with the implementation of all the RRC’s state legislation and any federal legislation, has wide-ranging experience at the state Capitol. She most recently served in the Texas Senate as General Counsel and as Legislative Director for two senators, respectively. In addition, she held leadership positions in the offices of members of the Texas House of Representatives and House Committees.
She has a bachelor’s degree from St. Edward’s University and a law degree from St. Mary’s University.

DART Extends Free Transit for Riders through February 6
Dallas Area Rapid Transit (DART) has extended the free ride program for the New Bus Network through February 6.
DART will also offer 50% off full-fare rides purchased with any contactless payment option from February 7 until the end of service on February 21. Learn more about contactless payment methods at GoPass.org. Contactless payment options include:

The DART New Bus Network Free and Reduced Rides promotions are valid on all DART transit services throughout the entire DART Service Area including buses, light rail, TRE (between EBJ Union Station and CentrePort/DFW Airport Station), GoLink, Dallas Streetcar, and Paratransit Services.
With the goal of providing greater frequency, longer service hours, and improved access to destinations across North Texas, DARTs new bus network launched on January 24. The new bus system is designed to ensure passengers have quick and easy access to employment, education, and entertainment destinations.

Texas and Japan have a strong and ever-growing economic and cultural relationship. Between 2003 and 2021, foreign domestic investment (FDI) from Japan into Texas resulted in 165 projects with a capital investment of $1.3 billion and 25,292 jobs, including significant announcements by Toyota Motor Corporation, Aisin, Fujifilm, Hitachi, Mitsubishi, OKI, CKD, and Continental Structural Plastics. Between 2003 and 2021, a total of 55 FDI projects from Texas into Japan were recorded. These projects represent a total capital investment of $1.36 billion and the creation of 4,525 jobs.
More than 400 Japanese companies have operations in Texas. Japan was Texas’ 6th largest export destination in 2020 with more than $9.8 billion in exported goods including organic chemicals, mineral fuel and oil, industrial machinery, electric machinery, and aircraft, spacecraft and parts. Texas imported $20.3 billion in goods from Japan in 2020.
In September 2019, Governor Abbott, in partnership with the Texas Economic Development Corporation, traveled to Tokyo and Nagoya, Japan for a Business Development Mission to promote the state of Texas. During the trip, the Governor met with Tokyo Governor Yuriko Koike to discuss the strong economic ties between Japan and Texas, as well as potential opportunities for growth. The Statement of Mutual Cooperation is a direct result of planned cooperation from the meeting of the two Governors.

Governor Abbott Reappoints Five to Texas Forensic Science Commission
Jeffrey Barnard, M.D. of Dallas is the director of the Southwestern Institute of Forensic Science and Chief Medical Examiner of Dallas County and a professor of pathology at The University of Texas Southwestern Medical Center. He served as chairman of the Rapport Society at Texas A&M University and is a member of the National Association of Medical Examiners and the Southwest Transplant Alliance. He completed a surgery internship and an anatomic and clinical pathology residency at Scott and White Hospital in Temple, Texas and a forensic pathology fellowship in Suffolk County, New York. He is board certified in anatomic, clinical, and forensic pathology. Barnard received a Bachelor of Science in medicine from Texas A&M University and a Doctor of Medicine from Texas A&M College of Medicine. Barnard currently serves as chairman of the Texas Forensic Science Commission.
Michael Coble, Ph.D. of Fort Worth is the associate director and an associate professor at the University of North Texas Health Science Center, Center for Human Identification. He is a fellow of the American Academy of Forensic Sciences and the Washington Academy of Sciences and a member of International Society of Forensic Genetics and the Mid-Atlantic Association of Forensic Scientists. Coble received a Bachelor of Science in Biology from Appalachian State University and a Master of Forensic Science in Forensic Molecular Biology and a Doctor of Philosophy in Genetics from George Washington University.
Mark Daniel of Fort Worth is an attorney at the Law Office of Mark G. Daniel. He previously served as assistant district attorney for the Tarrant County District Attorney’s Office and is board certified in criminal law by the Texas Board of Legal Specialization and the National Board of Trial Advocacy. He is a member and former president of the Texas Criminal Defense Lawyers Association, Tarrant County Bar Association, and the Tarrant County Criminal Defense Lawyers Association and a 2021 inductee to the Texas Criminal Defense Lawyers Association Hall of Fame. Daniel received a Bachelor of Business Administration in Finance from The University of Texas at Austin and a Juris Doctor degree from St. Mary’s University School of Law.
Sarah Kerrigan, Ph.D. of The Woodlands is chair of the Department of Forensic Science and director of the Institute for Forensic Research, Training, and Innovation at Sam Houston State University. Previously, she was a forensic toxicologist with the California Department of Justice and Toxicology Bureau Chief for the State of New Mexico. She continues to serve on the Forensic Science Standards Board of the Organization of Scientific Area Committees for Forensic Science. She is a former president of the Society of Forensic Toxicologists and current member of the Board of Directors of the American Academy of Forensic Sciences. Kerrigan received a Bachelor of Science in Chemistry, Analytical Chemistry, and Toxicology from the University of Hull in the United Kingdom and a Doctor of Philosophy in Chemistry from the University of British Columbia in Vancouver, B.C., Canada.
Jarvis Parsons of Bryan is the District Attorney of Brazos County. Previously, he served as chief prosecutor of the 272nd District Court and as president-elect, faculty advisor, and presenter for the Texas District and County Attorneys Association. He is a board member of Scotty’s House, TEEX Central Texas Police Academy Advisory Board, and Sexual Assault Resource Center and a member of the College Station Noon Lions Club. Parsons received a Bachelor of Arts in Speech Communications from McNeese State University and a Juris Doctor degree from the University Of Maine School Of Law.
