On Monday, August 2, 2021, the Houston Police Department received a report of Sexual Abuse that occurred in the 7000 block of W. Gulf Bank Rd. in Houston, Texas.  During the investigation, the child victims made an outcry of sexual abuse by the fugitive Frank Pool that occurred continuously for a year.

Fugitive Frank Pool is a white male, 39 years old, with brown eyes and brown hair.

Crime Stoppers may pay up to $5,000 for information leading to the charging and/or arrest of the suspect in this case. Jimmy Fallon and Stephen Colbert shows off air due to TV writers’ strike

Late-night comedy shows have been taken off air in the US after a strike by writers brought production to a halt.

More than 11,000 television and film writers are on strike as their union seeks a deal for better wages and job security.

The Writers Guild of America (WGA) strike is the largest of its kind since 2007 and has impacted some of television’s most-watched shows.

Picket lines formed outside studios in Los Angeles and New York on Tuesday.

Speaking outside the Paramount studios in LA, The West Wing actor Rob Lowe said: “I came out to support the writers because as actors, we’re only as good as the writing we get.”

Here’s a quick breakdown on the immediate impact the strike will have on viewers, and how the last strike of this kind changed television.

Which shows are affected?

On Tuesday, without their writing teams penning jokes, all of the top late-night talk shows went dark.

NBC’s The Tonight Show starring Jimmy Fallon, Comedy Central’s Daily Show with Trevor Noah and ABC’s Jimmy Kimmel Live were pulled off air, along with CBS’ The Late Show with Stephen Colbert and NBC’s Late Night with Seth Meyers.

As the week goes on, NBC’s flagship sketch show Saturday Night Live will air repeats instead.

Daytime soap operas could also soon be disrupted, like The Young and the Restless and General Hospital, as the episodes are written, filmed and broadcast in a short timeframe.

Depending on the duration of the strike, primetime comedies and dramas will likely continue as scheduled for now, as seasons for those have already been written and filmed.

If the strike goes into the summer, new seasons of top shows could be pushed back and delayed.

The LA Times noted that filming permits have been sought in the city for some TV productions, even as the strike gets under way.

Netflix said it will feed its service with shows produced outside of the US as the strike continues. Meanwhile, HBO Max, which recently rebranded as Max, said it had an arsenal of shows already written, filmed and ready to release.

Will films be hit?

Probably not. Full-length feature films take two to three years to produce, and studios already have a steady stream of movies already shot and written. Though it all depends on how long this strike lasts.

What happened last strike?

The last writers’ strike in 2007-2008 lasted 100 days and cost the California economy $2bn (£1.6bn) due to many cancelled and delayed shows.

Big fan favourites like Ugly Betty, Desperate Housewives, Breaking Bad and The Office were all affected. Other shows went on without their writers, but their quality was significantly hit.

Even a James Bond movie, Quantum of Solace, suffered. The movie’s script had barely been written when the strike began.

“There was me trying to rewrite scenes – and a writer I am not,” Bond star Daniel Craig said at the time.

Similar to this strike, late-night shows also felt the most immediate effect without the help of writers drafting their scripts and jokes.

One host, Conan O’Brien, went on air and simply spun his wedding ring for as long as possible in solidarity with the striking writers.

Some have credited the last strike for boosting the prominence of reality TV, like Donald Trump’s The Apprentice and Keeping Up with the Kardashians, as those shows do not require any pre-writing.

Back then, many daytime soap operas stayed on air with non-union writers. This time, the Writers Guild has warned that any writers that break the strike will be banned from future membership.

The last strike, however, was not the longest: a Writers Guild strike in 1988 lasted 153 days.

As for how long this current strike will last, it is anybody’s guess.

Why are the writers on strike?

US writers have gone on strike largely due to issues tied to fair wages, especially in the face of a rapidly expanding streaming economy.

Writers have reported being paid less when working on shows that are commissioned or led by streaming platforms.

In broadcast television, writers would be hired for a 22-episode season of television and would be paid – often handsomely – upfront, and then also receive residual fees when shows were rerun.

But nowadays, writers working on shows for streaming platforms have spoken out on being asked to provide weeks or months of rewrites of scripts without compensation.

The length of seasons for streamers has also shrunk – sometimes just six-to-eight episodes in total – meaning less money to go around overall.

Another notable issue is the emergence of artificial intelligence (AI) and the impact it could have on script writing. The guild wants assurances that humans will still get work, no matter how clever or creative these AI systems will become.

Las autoridades detuvieron a Francisco Oropesa, de 38 años, escondido bajo una ropa en un clóset y tras días de una intensa búsqueda, dijo la policía. Oropesa se había fugado desde el viernes cuando supuestamente disparó a sus vecinos en Cleveland, Texas.

El hombre acusado de matar a cinco de sus vecinos con un rifle semiautomático AR-15 en su casa de Texas, fue detenido este martes en el condado de Montgomery, informó la policía en un comunicado.

Francisco Oropesa, de 38 años, fue arrestado “sin incidentes” a eso de las 7:00 pm indicó la Oficina del Sheriff del condado de Montgomery en una publicación en redes sociales en la que no ofreció mayores detalles sobre la captura y agradeció la colaboración de agencias locales, estatales y federales en la búsqueda.

Durante una conferencia de prensa en Cleveland, Texas, las autoridades afirmaron que Oropesa fue capturado gracias a información provista por una persona.

La policía busca al sospechoso a unas pocas millas de la escena donde cinco personas fueron asesinadas a tiros el viernes en Cleveland, Texas.

“Fue una pista singular. Hicimos contacto con varios familiares. Hicimos visitas a múltiples residencias en el área”, afirmó uno de los agentes especiales del FBI a cargo del caso.

Exploring the impact of digital youth mental health services supported by NHMRC

The impact of digital mental health support for young people will be explored thanks to almost A$1.5m funding from the National Health and Medical Research Council (NHMRC).

Professor Mario Alvarez-Jimenez from the Faculty of Medicine, Dentistry and Health Science’s Centre for Youth Mental Health received a Partnerships Project grant for Evaluating the Impact Of Digitally Enhancing Australian Youth Mental Health Services (EVOLVE).

EVOLVE will assess the impact and cost-effectiveness of Orygen’s world-leading digital intervention MOST (Moderated Online Social Therapy), developed by Professor Alvarez-Jimenez and his team and rolled out to 75 youth mental health services in 2020 and 2021.

MOST allows users aged 12 to 25 to engage with resources and talk with clinicians, consultants and peers via a safe and moderated online network.

The program was designed to overcome access barriers to effective and sustainable care for young Australians, who experience mental health issues at a rate of one in four and, when seeking help, often encounter an overwhelmed and outdated system.

Professor Alvarez-Jimenez believes funding an evaluation of digitally enhanced mental health care services is essential in planning for long-term improvements.

“We face a critical and urgent need to improve mental health care for young people in Australia,” Professor Alvarez-Jimenez said.

“Our alternative and accessible platform MOST is underpinned by more than a decade of research and development, and this funding will allow us to find out how we can continue to improve the services, and make them available to more people with mental health challenges.

This will hopefully help to alleviate pressure on the system and create choices within the traditional one-size-fits-all therapeutic landscape.”

The Partnership Project will be funded over three years. EVOLVE is also supported by the Victorian and Queensland Departments of Health, the Children’s Hospital Foundation, Orygen and the Telstra Foundation.

EEUU prohíbe nuevos vuelos de Starship, mientras Musk dice estar listo para otro lanzamiento en un par de meses

Estados Unidos paraliza los lanzamientos del cohete Starship de SpaceX por el impacto que tuvo lugar en el lanzamiento a causa de una explosión, además, Elon Musk podría enfrentarse a demandas millonarias y acusaciones de prevaricación contra la Administración Federal de Aviación (FAA, por sus siglas en inglés) por aprobar un lanzamiento que ignoró los informes de otras agencias.

Por si fuera poco, varias organizaciones sin fines de lucro dedicadas al patrimonio cultural y ambiental demandaron a la FAA porque SpaceX violó la ‘Ley de Política Ambiental Nacional’ al lanzar el cohete sin una revisión ambiental exhaustiva, según CNBC.

La demanda contra la FAA fue presentada en un tribunal de distrito en Washington DC por cinco demandantes: The Center for Biological Diversity, American Bird Conservancy, SurfRider Foundation, Save Rio Grande Valley yCarrizo-Comecrudo Nation.

Estos grupos argumentaron que la agencia tenía que haber realizado una declaración de impacto ambiental (EIS) antes de lanzar el vehículo espacial desde Boca Chica (Texas). La posible demanda a SpaceX

Por otro lado, el analista ESG Hound (experto de la industria espacial dedicado a analizar la responsabilidad de corporaciones tecnológicas) indica en su blog que “el hecho de que en el primer lanzamiento de SpaceX se produjeran consecuencias ambientales bastante grandes y obvias que no se predijeron ni se describieron es un gran punto de partida para una demanda. Me sorprendería si no vemos una demanda grande y bien financiada presentada en las próximas semanas”.

Pero, ¿es verdad que Musk quiere repetir el despegue?

Afirmativo. Tras la explosión de la nave Starship el pasado 20 de abril, Musk afirmó que SpaceX podría estar listo para realizar un nuevo lanzamiento en “seis u ocho semanas”, sin embargo, la agencia espacial no podrá intentarlo hasta que se finalice la investigación federal que podría tardar semanas o meses en completarse.

Army identifies 3 soldiers killed in Alaska helicopter crash

The U.S. Army identified on Saturday the three soldiers who were killed when two helicopters collided in Alaska while returning from a training mission.

The helicopters were headed to Fort Wainwright from a mission in the Donnelly Training Area when they crashed at 1:39 p.m. Thursday, about 50 miles (80 kilometers) east of Healy.

The U.S. Army announced Friday that it has grounded aviation units for training after 12 soldiers died within the last month in helicopter crashes in Alaska and Kentucky.

“The move grounds all Army aviators, except those participating in critical missions, until they complete the required training,” the Army said in a statement.

Killed in Thursday’s crash were Chief Warrant Officer 3 Christopher Robert Eramo, 39, of Oneonta, New York; Chief Warrant Officer 2 Kyle D. McKenna, 28, of Colorado Springs, Colorado; and Warrant Officer 1 Stewart Duane Wayment, 32, of North Logan, Utah.

A fourth soldier was injured and was taken to Fairbanks Memorial Hospital and was listed in stable condition. He was not identified Saturday.

“The battalion is devastated and mourning the loss of three of our best,” said Lt. Col. Matthew C. Carlsen, the 1-25th AB commander. Their loss can’t be compared to the suffering felt by the soldiers’ families, he said.

“The entire team has come together to focus our thoughts, prayers, and actions to provide and sustain them with whatever comfort and support they need at this time, and I promise that this will continue long into the future,” he said.

A Safety Investigation Team from the U.S. Army Combat Readiness Center, based at Fort Novosel, Alabama, is leading the safety investigation, officials said in an email.

Department of Defense instructions and Army regulations prohibit the investigators from releasing any information to the public concerning the causes, analysis or internal recommendations, the statement said.

“The loss of these Soldiers is devastating and is being felt by family, friends and military communities across Alaska,” said Maj. Gen. Brian Eifler, commanding general of the 11th Airborne Division. “The families of Fort Wainwright and 1-25 are as strong a team as I’ve ever seen. Our hearts are heavy, and our thoughts and prayers are with the families, friends and loved ones of the fallen.”

March 2023 Bank Failures—Risky Business Strategies Raise Questions About Federal Oversight

When Silicon Valley Bank and Signature Bank failed in March, they suffered two of the largest bank failures in U.S. history.

Today, we released our first report on these bank failures. While we continue to look into a number of related issues, today’s WatchBlog post looks at our observations about why these two banks failed, and what federal regulators did before it happened.

What went wrong with the banks?

Risky business strategies and weak risk management contributed to the failures of Silicon Valley Bank (the 16th largest U.S. bank by asset value) and Signature Bank (the 29th largest).

Risky business: Both banks grew rapidly over a relatively short period and relied on less stable funding to support their rapid growth.

Silicon Valley Bank (SVB) primarily served entrepreneurs in technology, health care, and private equity. It added products and services to maintain clients as they matured from their startup phases, and expanded into banking and financing for venture capital. From December 2018 to December 2022, SVB’s total assets more than tripled from $56 billion to $209 billion (an increase of 198%).

Signature Bank focused primarily on multifamily and other commercial real estate banking. Then, it launched services to the private equity industry, including financing for venture capital. It also expanded to the digital assets industry (e.g., cryptocurrency). From December 2018 to December 2022, Signature Bank’s total assets more than doubled from $47 billion to $110 billion (an increase of 134%).

Growth of Assets at the Two Failed Banks vs 19 Peer Banks

Rapid growth can be an indicator of risk in a bank’s business. Regulators like the Federal Reserve System (the Fed) and the Federal Deposit Insurance Corporation (FDIC) were concerned about whether the banks’ risk management practices maintained pace with their rapid growth. Funding rapid growth with uninsured deposits—deposits that exceed the $250,000 FDIC insurance limit—increased risks to the banks. Customers with uninsured deposits may be more likely to withdraw their funds, or “run” on the bank, during times of economic uncertainty.

From 2018-2022, SVB’s uninsured deposits ranged from 70-80% of its total assets, and Signature Bank’s uninsured deposits ranged from 63-82% of total assets. By comparison, banks of similar size had median uninsured deposits ranging from 31-41%.

Risk Management: The ineffective risk management may have made the banks more vulnerable to external factors—and good old-fashioned bank runs.

  • Rising interest rates: As interest rates rose, SVB’s lower-yielding securities (like bonds) lost value. When SVB’s customers with large sums of uninsured deposits started withdrawing their money, SVB had to sell some of those securities to cover deposits—realizing those losses. Just before it failed, on March 8, SVB announced the sale of $21 billion in securities, resulting in a loss of $1.8 billion.
  • Digital asset market volatility: Signature Bank had conducted business with the digital assets industry, which became increasingly volatile throughout 2022. Signature Bank was starting to decrease its exposure to the industry when customers started withdrawing their money after SVB’s collapse. Signature Bank’s balance sheet cash holdings went from $31 billion in 2021 to $6 billion in 2022.

What went wrong with federal oversight and response?

We’ve looked at bank failures before, notably during the 2007-2009 financial crisis—which saw the largest bank failure in U.S. history (Washington Mutual). Both then and now, we’ve found that although regulators often identified risky practices early, the regulators’ corrective actions either didn’t work or came too late to prevent failure.

For example, we found that the Fed voiced concerns about how SVB was managing liquidity—cash and assets that can be easily turned into cash to meet outflows—in August 2021, while still providing the bank with an overall “satisfactory” rating. By late June 2022, the Fed downgraded SVB’s rating, and in August 2022, the Fed issued a supervisory letter informing the bank of its intent to initiate enforcement action focusing on correcting the management and liquidity issues that ultimately resulted in the bank’s failure. But efforts to take the enforcement action were not finalized to allow regulators to complete additional examinations of the bank.

Signature Bank also received a “satisfactory” rating between December 2018 and December 2021, while FDIC took numerous supervisory actions to address liquidity and management risks at the bank. FDIC had not completed its 2022 examination documents for Signature Bank at the time of its failure in March 2023. FDIC staff told us they were considering escalating supervisory actions in 2022. But these actions wouldn’t have taken effect until the second quarter of 2023. On March 11, the day before Signature Bank was closed, FDIC downgraded the bank’s rating and notified the bank of its intent to pursue an enforcement action.

What’s next for GAO’s work?

This is just our first report with preliminary findings about what caused these two banks to fail and the federal response before and after. We plan to continue investigating this issue, including a mandate from Congress to further review the federal agencies’ use of their emergency authority.

Lanzada en febrero en el sistema operativo iOS de Apple y a finales de marzo en Android, Bluesky se parece mucho a Twitter en su presentación, aunque se trata de una plataforma descentralizada, como Mastodon, otra red social que también ha dado que hablar en los últimos meses.

El hecho de que la plataforma esté descentralizada significa que es posible crear aplicaciones separadas dentro de Bluesky y que no todo el contenido puede ser controlado por una sola entidad.
