Trump claims Mexico owes the U.S. more than 800,000 acre-feet of water after years of noncompliance. He is demanding the release of 200,000 acre-feet by December 31, with the rest to follow soon after. The water is part of a 1944 treaty that outlines shared responsibilities along the border.
