Starting Monday METRO Bus Riders to Board & Exit Through Rear Doors During COVID-19 Response

METRO is making several significant service modifications to allow for continued safe operations of critical public transportation services amid the coronavirus COVID-19 response.

Local Bus
Starting Monday, March 23, to support social distancing, passengers must use the rear door when boarding and exiting a local bus.Only passengers with mobility issues will be able to request the use of the front door of the bus to access the ramp.Beginning, Monday, March 23, local bus routes will be operating on a schedule similar to Saturday service  Monday through Friday.

Park & Ride Bus
Park & Ride routes to the Texas Medical Center will continue to operate normally.292 West Bellfort/ Westwood/ TMC297 South Point/ Monroe/ TMC298 Kingsland/ Addicks/ NWTC/ TMCService will be reduced on all other Park & Ride routes  following a sharp ridership decline.A shuttle has been added to serve stops in the TMC and reduce passenger loads on METRORail.

METRORail
METRORail will operate on normal schedules. 

Fares and other Service Notes
Beginning Monday, March 23, METRO is temporarily suspending collection of fares on local bus, light rail, Park & Ride and METROLift.The Authority is implementing this change to assist those facing sudden economic hardship and provide ease of use for medical workers.Starting, Monday, March 23, all RideStore locations will be closed.Passengers are reminded to only take essential trips to support essential services and follow the advice of public health officials.  Customers should check service alerts for updated schedule information.

Governor Abbott Issues Executive Order Increasing Hospital Capacity, Announces Supply Chain Strike Force For COVID-19 Response

Governor Greg Abbott today signed an Executive Order to expand hospital bed capacity as the state responds to the COVID-19 virus. These actions will reinforce Texas’ health care capabilities and provide additional space for hospitals to provide care to COVID-19 patients. Under this order, the Governor directed all licensed health care professionals and facilities to postpone all surgeries and procedures that are not immediately, medically necessary to correct a serious medical condition or to preserve the life of a patient who without immediate performance of the surgery or procedure would be at risk for serious adverse medical consequences or death, as determined by the patient’s physician. This does not apply to any procedure that, if performed in accordance with the commonly accepted standard of clinical practice, would not deplete the hospital capacity or the personal protective equipment needed to cope with the COVID-19 disaster.

The Governor also suspended certain regulations as requested by the Texas Health and Human Services Commission (HHSC) to allow for increased occupancy of hospital rooms — meaning hospitals will be able to treat more than one patient in a patient room, thus increasing their ability to care for the growing number of COVID-19 patients.

Additionally, the Governor announced the creation of a temporary Supply Chain Strike Force — immediately naming Keith Miears, Senior Vice President of Worldwide Procurement at Dell Technologies, to serve as Supply Chain Director for the state of Texas. Miears will be supported by former State Representative John Zerwas, MD, who will assist with hospital relations and preparedness, Clint Harp, Vice President of Transmission Strategic Services for the Lower Colorado River Authority, who will assist with asset research and procurement, and Elaine Mendoza, Chair of the A&M Board of Regents, who will assist with statewide child care infrastructure for critical workers. 

The Supply Chain Strike Force will be tasked with guiding collaboration between the public and private sectors to ensure health care facilities have the supplies and resources they need to respond to COVID-19. In addition to working with the federal government and businesses to secure necessary personal protective equipment, the team will work to ensure day-to-day resources (including food) are available for Texas’ medical personnel, first responders and those who have contracted COVID-19.

“We have seen how this virus has progressed in other states and nations, and it is vital that Texas stays ahead of the curve as the situation develops here,” said Governor Abbott. “Patient care capacity is essential during this time, which is why the state of Texas is taking action to increase hospital bed capacity, provide additional space for medical personnel to care for patients, and ensure that healthcare facilities have the supplies needed to respond to COVID-19. Along with this Executive Order, the Supply Chain Strike Force will play a crucial role in addressing these needs by helping to secure and expedite the distribution of resources across the state. These are unprecedented times, and Texas will continue to take robust action to protect our communities and support those serving on the front lines of the COVID-19 response.”

The Governor’s Executive Order takes effect immediately, and remains in effect and in full force until 11:59 p.m. on April 21, 2020, unless it is modified, amended, rescinded, or superseded by the Governor.

Hundreds Tested For COVID-19 During First Days Of Houston’s First Community Based Testing Site; Services Continue For High-Risk Symptomatic People

More than 500 high-risk symptomatic people were tested for COVID-19 at Houston’s first community based testing site during its first three days of operation. The free drive-thru site was launched by the Houston Health Department and local medical community on Friday, March 20.

Services will continue Monday, March 23 for symptomatic medical professionals, first reponders, people 65 and older, and people of any age with chronic illnesses. Cough, difficulty breathing, and fever are the common COVID-19 symptoms.

People meeting the criteria can continue to call the Houston Health Department’s COVID-19 call center at 832-393-4220 between 9 a.m. and 7 p.m. to get screened. They will receive a unique identification code and instructions on where to go for testing.

The site only accepts people with a unique identification code obtained through the screening process. People who show up without an identification code will not get tested.

The Houston Health Department, Harris County Public Health and the local medical community plan to open additional testing sites in the coming days and announce an online and updated phone-based screening process. The drive-thru sites augment testing by local medical providers.

Dr. David Persse, local health authority for the Houston Health Department, recommends people with COVID-19 symptoms first check with their family doctor before seeking screening at a drive-thru site.

The public-private partnership offering the tests includes Texas Medical Center institutions Houston Methodist, Memorial Hermann and CHI St Luke’s Health, and HCA Houston Healthcare.

People tested at the community based testing site are provided instructions on how to obtain their test results. Positive cases will continue to be reported by local health departments.

The health departments are not identifying the testing sites to prevent people from showing up and being turned away because they did not complete the screening process. The health departments respectfully ask the news media not to report the locations.

Additionally, the health departments respectfully ask news media to refrain from showing close images of the centers when they are operational to protect patient privacy. Close images of people or vehicles may lead to individuals being identified and discourage other symptomatic people from participating, furthering COVID-19 spread in the community.

The testing site will continue operating until further notice.

“If you are a healthy person with mild symptoms and not seriously ill, please self-quarantine at home,” Dr. Persse said. “Most people infected with COVID-19 recover. It’s important we first focus our limited testing resources on the most vulnerable.”

Workers at the sites will only collect insurance information and not accept payment.

The information obtained through testing, treatment or services will not be used against immigrants in their public charge evaluation.

The health departments reiterate the sites will only accept people with a unique identification code obtained through the screening process. People who show up to a site without an identification code will not get tested and may run the risk of becoming infected with COVID-19.

Houston Health Department Providing Core Services With Temporary Modifications

o help contain and mitigate the spread of COVID-19, the Houston Health Department modified some services to protect the health and well-being of the community.

The health department is open and providing core services, with the following temporary modifications:

  • Multi Service Centers are open with access limited to clients of existing tenants. Group events of more than 10 people are being rescheduled.
  • WIC clinics are open by appointment only.
  • Health center clinical services are open by appointment only at Sunnyside, Northside and Sharpstown. La Nueva Casa de Amigos will temporarily close so staff can be consolidated to the three other health centers. Appointments scheduled at La Nueva Casa de Amigos are being rescheduled to the other health centers.
  • Vital records (birth and death certificates) are being processed by phone and online. Shipping fees are waived while the lobby is temporarily closed.
  • Face-to-face services such as case managementhome visitationsgroup education classesbenefits counseling, and enrollment activities are being temporarily transitioned to telephone-based models.
  • Eligibility Assistance, which provides screening and certification for health care programs such as Medicaid and Harris Health, is consolidating to the West End Multi-Service Center.
  • The home delivered meals program is expanded to include participants who normally receive meals at congregate meal sites, temporarily closed to promote safety with this vulnerable population.
  • Emergency dental care for older adults will continue but elective geriatric dental appointments are being rescheduled
  • Group activities, trainings and social gatherings are canceled and/or being rescheduled. 

Service locations such as health centers and WIC clinics are implementing phone or text notifications to allow patients to wait outside until time for service. Social distancing measures are being utilized in waiting rooms.

The Houston Health Department COVID-19 emergency operations center remains fully activated.

Mayor Turner asks Houstonians to follow “Stay Home, Work Safe” Order

Mayor Sylvester Turner joined Harris County Judge Lina Hidalgo and local health officials Tuesday to announce details of a “Stay Home, Work Safe” Order issued by Harris County that requires individuals to remain at home or a place of residence, with exceptions for essential work and activities.

“The Stay Home, Work Safe” Order is a more strategic way to blunt the progression of COVID-19, avoid overwhelming the health care system and balance the needs of families, businesses and the city’s economic realities,” Mayor Turner said.

The Order goes into effect at 11:59 p.m., Tuesday, March 24 and will last until April 3 unless modified, to further contain the spread of COVID-19 in Houston and Harris County.

  • Essential businesses can remain open. The Stay Home, Work Safe Order exempts essential workers covered in 16 CISA categories. The list of critical business can be found here.
  • Individuals may leave their residence only to perform “Essential Activities”
  • People working from home do not have to shelter in place or lock down. Groceries stores, pharmacies, gas stations, parks and other areas will remain open.
  • Bars and nightclubs will remain closed; restaurants will offer only food takeout and delivery
  • People should practice social distancing

Social distancing guidance for all Houstonians:

  • Avoid gatherings of 10 or more people.
  • Maintain at least 6 feet of separation from other people.
  • Avoid eating or drinking in bars, restaurants, and food courts – use drive-thru, pickup, or delivery options.
  • Avoid discretionary travel, shopping trips, and social visits.
  • Do not visit nursing homes or retirement or long-term care facilities unless to provide critical care situations.
  • Practice healthy hygiene habits:
  • Wash hands frequently with soap and water for at least 20 seconds. Use hand sanitizer when you can’t wash your hands.
  • Avoid touching your eyes, nose, and mouth with unwashed hands.
  • Cover your coughs and sneezes with a tissue and throw the tissue away. If you don’t have a tissue, use the elbow of your sleeve.
  • Don’t use your hands to cover coughs and sneezes.
  • Avoid close contact with people who are sick, especially if you are at higher risk for coronavirus.
  • Get plenty of rest, drink plenty of fluids, eat healthy foods, and manage your stress to keep your immunity strong.
  • Work or engage in schooling from home whenever possible.

Human coronaviruses most commonly spread from an infected person to others through:

  • Respiratory droplets released into the air by coughing and sneezing.
  • Close personal contact, such as touching or shaking hands.
  • Touching an object or surface with the virus on it, then touching your mouth, nose, or eyes before washing your hands.
  • Privacy protection laws only permit the release of limited patient information. The health department is unable to release any additional patient information.

Theatre Under the Stars Postpones TUTS Gala 2020 to the Fall

The Theatre Under The Stars Gala 2020 has been postponed to the fall following growing concerns around the coronavirus pandemic, and recommendations from the City of Houston. The event, featuring Broadway star Audra McDonald, was scheduled for Saturday, March 28. The annual gala is a core fundraising event for the non-profit musical theatre company.

“The decision to postpone the gala until a future date was not made lightly, but it is the best decision for the health and safety of our guests, our staff and our volunteers,” said TUTS Executive Director Hillary Hart.

TUTS will provide more information regarding the rescheduling of the gala in the near future. Guests who were planning to attend the event will be contacted directly in the coming days with more information.

“We’re grateful for the support and patience of our community. We look forward to celebrating with all of you in the future,” said TUTS Artistic Director Dan Knechtges.

City Extends Emergency Disaster Declaration; Mayor Turner Cancels City Events Through April and Announces New Public Meeting Guidelines

In a special called meeting Tuesday morning, Mayor Sylvester Turner and Houston City Council members voted to indefinitely extend the proclamation of a local state of disaster due to a public health disaster for the City of Houston. The measure passed 15-1 with District G Council Member Greg Travis voting against it. The order allows Mayor Turner to make decisions to work with the county, state, and federal officials to contain and mitigate COVID-19 spread and protect members of the public.

“As a city, we must work together. This is a crisis that is going to be with us for several weeks, if not several months,” Mayor Turner said. “It is gravely important for us to take definitive steps to slow the COVID-19 spread. The measures we have put in place will help save lives.”Last week, Mayor Turner signed the disaster declaration, which was in effect for seven days. Mayor Turner also announced Tuesday:All city-produced, sponsored and permitted events are canceled through the end of April.Starting Tuesday, March 24, no proclamation presentations will be made during the city council public sessionThe city of Houston remains open for business. However, employees are encouraged to limit exposure to members of the public and handle business online, if possible.

City of Houston Department Directors have the discretion to allow employees to work from home/telecommute The Houston Public Library will remain closed through the end of March. The HPL suspension includes all public programs and events. However, customers may still go inside a restaurant dining room or at a fast-food establishment,to place a carryout order.The city of Houston expects to begin COVID-19 testing this week. An Update Regarding Covid-19 from Buffalo Bayou Partnership

As regulations are rapidly changing and with much uncertainty surrounding COVID-19, the staff at Buffalo Bayou Partnership (BBP) is working thoughtfully to protect the health of both our employees and the community. Buffalo Bayou Park is an important amenity in this public health crisis and will remain open for visitors.

Houston Public Library Extends Suspension of Onsite Service through March 2020

All Houston Public Library locations will be closed through the end of the month in an effort to prevent the spread of COVID-19. The closures come in response to directives from Mayor Sylvester Turner as well as Harris County and federal guidelines.

Houston Public Library’s many free online resources and digital services remain available 24/7 with your MY Link Library Card at www.houstonlibrary.org, including e-books and e-audiobooks, streaming TV, movie and music services, online classes and tutoring, and databases.

In our efforts to minimize the impacts of the closure, support continued access to library services and resources for our customers, and to help protect staff and customers against the spread of COVID-19,  the following changes are in effect.

Due Dates
All due dates for existing borrowed materials will be extended through the closure period.  
Late Fees & Fines
Until further notice, no new late fees and fines will be assessed during the closure period, retroactive to March 14, 2020.

Until further notice, expired library cards will be renewed automatically. 
Holds
All existing customer holds on physical items (i.e. books, dvd, etc.)  will be suspended through the closure period. Until further notice, only electronic items (i.e. e-books, e-audio books, etc.) are eligible for holds and check-out.
