Governor Abbott Holds Virtual Meeting On COVID-19 With Laredo, Eagle Pass Leaders

AUSTIN – Governor Greg Abbott today held virtual meetings with mayors, county judges, emergency managers, hospital executives, state legislators, and other local officials from the cities of Laredo and Eagle Pass to discuss ongoing efforts to slow the spread of COVID-19. Governor Abbott and community leaders discussed a variety of topics including hospital capacity, testing, and new strategies to mitigate COVID-19 in South Texas. 

“I am grateful to our local partners in Eagle Pass and Laredo for their collaboration to protect health and safety in their communities,” said Governor Abbott. “These leaders work tirelessly to meet the needs of their fellow Texans, and the State of Texas will continue to provide whatever resources they need to combat COVID-19.” 

In Laredo, the Governor spoke with Senator Judith Zaffirini and Representative Tracy King, Webb County Judge Tano Tijerina, Mayor Pete Saenz, and local hospitals CEOs. As part of the meeting, the leaders discussed the additional hospital capacity provided to the community through the alternate care site established in Laredo. The leaders also discussed the need for expanded ICU bed capacity, and how the state and local government will work together to meet that need. The Governor noted that the state will provide additional ambulance resources and additional testing supplies for Webb County to test staff at local jails. Governor Abbott and local leaders also discussed strategies to further protect communities from the spread of COVID-19, including ways to promote best practices among Texans that will help mitigate the transmission of the virus and enforcement standards regarding the Governor’s Executive Order. 

The Texas Military Department (TMD) and state physicians met with local officials and hospital executives yesterday ahead of today’s meeting in Laredo. During this meeting, strategies for expanding ICU capacity were discussed. TMD will work with local hospitals on the best solutions for patient care and safety, and will work alongside Judge Tijerina and Mayor Saenz to increase testing in jails and other detention facilities. 

In Eagle Pass, Governor Abbott met with Senator Pete Flores, Representative Poncho Nevárez, Maverick County Judge David Saucedo, and Eagle Pass Mayor Luis Sifuentes. The Governor and local leaders discussed the need for additional testing for home health care workers. The Governor noted that the State of Texas help provide more medical equipment and personal protective equipment (PPE) to these workers as well. Additionally, Governor Abbott and local leaders discussed school re-openings for the fall and ways to keep students safe. 

Governor Abbott’s Chief of Staff Luis Saenz and Texas Division of Emergency Management (TDEM) Chief Nim Kidd attended these meetings in person. 

The State of Texas has provided a variety of resources to the communities of Laredo and Eagle Pass, and will continue to provide more as needed. Most recently, Governor Abbott announced that the state has worked with Webb County officials to establish and operate an alternate care site, which will strengthen the community’s hospital capacity. Previously, the Governor increased hospital capacity in Webb and Maverick Counties by suspending elective surgeries. Additionally, the Texas Department of State Health Services (DSHS) and the U.S. Department of Defense have provided contract staffing in these communities to assist hospitals, nursing homes, and more. Additionally, numerous cases of Remdesivir have been sent to Eagle Pass and Laredo hospitals.

TDEM has distributed large quantities of PPE to the communities of Laredo and Eagle Pass and the counties in which they reside. In Webb County, TDEM has distributed over 4.2 million masks, over one million gloves, nearly 400,000 gowns, 158,000 face shields, and more. In Maverick County, TDEM’s distribution includes over 1.75 million masks, 137,900 gloves, and over 26,700 gowns, nearly 7,000 face shields, and more. 

Four METRO Employees, One Contractor Test Positive for COVID-19

METRO has received confirmation a bus operator, a maintenance contractor, a procurement employee, a METROLift employee and a bus repairman have tested positive for COVID-19. This brings the total number of cases to 169 METRO employees and 48 contractors since March 2020. 
Seventy-nine of the employees had no contact with the public. METRO tracks and reports all positive cases among its 4200 employees and the various contractors who provide services to METRO. We are also conducting temperature checks of employees and others before they begin their workday at METRO facilities or on our vehicles. 
The bus operator last worked March 23.
The procurement employee last worked July 23; the METROLift employee has been teleworking since April 5; and the bus repairman last worked July 28.  None had contact with the public.
The facility maintenance contractor last worked July 24 and had no contact with the public.
Anyone who comes in contact with an individual who tests positive should monitor themselves for possible symptoms, contact your health care provider as soon as you develop any symptoms, and self-isolate to avoid possibly exposing others, including refraining from using public transportation.
METRO is working with public health officials so they can identify and notify anyone who may have been impacted by the latest positive cases.
Since mid-March, METRO has sought to minimize the likelihood of COVID-19 transmission by operators or passengers by encouraging social distancing. On March 23, the agency temporarily suspended collecting fares to avoid unnecessary contacts.  Shortly thereafter, orange mesh fencing was installed across the aisles of every local bus to assure appropriate distancing between operators and passengers.
More safety upgrades are also being added to ​buses, trains and METROLift vehicles. Operators and riders will now have access to hand sanitizer while on board and protective shields around drivers’ seats will provide another layer of separation between operators and the public. Operators and riders are required to wear a face covering while on the system.
We appreciate and greatly value our riders. We have taken many actions, including working with the community at large, to “flatten the curve” of COVID-19. To prevent or minimize its transmission on the transit system, METRO asks all riders to use the system only for essential trips at this time,  practice social distancing when you do ride transit (i.e., stand or sit at least 6 feet apart, as recommended by the Centers for Disease Control, wash your hands for 20 seconds before boarding transit and after deboarding, cover your mouth when you cough or sneeze, or cough or sneeze into your elbow, avoid touching your eyes, nose, and mouth with unwashed hands, and stay home if you are sick). Additionally, riders should stand or sit no closer than six feet behind the driver.

ANTONIO BROWN SUSPENDED FOR FIRST 8 REGULAR-SEASON GAMES OF 2020 SEASON FOR VIOLATIONS OF NFL’S PERSONAL CONDUCT POLICY

Antonio Brown was notified today by NFL Special Counsel for Conduct Todd Jones that he has been suspended without pay for the first eight regular-season games of the 2020 season for multiple violations of the NFL’s Personal Conduct Policy.

​​Brown, who played one game in the 2019 season for the New England Patriots before being released, is an unrestricted free agent and may sign with any team. If he is signed before the start of the 2020 season, Brown would be eligible to participate in all of his club’s preseason activities. Brown’s suspension would take effect as of the final roster reduction on September 5. He would be eligible to return after the team’s eighth game. As part of the discipline, Brown was directed to continue his program of counseling and treatment, and that he is expected fully to cooperate with his clinicians.Brown was advised that any future violation of the Personal Conduct Policy will likely result in more significant discipline.

Governor Abbott, HHSC Announce Extension Of Emergency SNAP Benefits For The Month Of August

AUSTIN –  Governor Greg Abbott today announced that the Texas Health and Human Services Commission (HHSC) will provide approximately $185 million in emergency Supplemental Nutrition Assistance Program (SNAP) food benefits for the month of August as the state continues to respond to the COVID-19 pandemic. HHSC received federal approval from the U.S. Department of Agriculture to extend the maximum, allowable amount of SNAP benefits to recipients based on family size.

“By extending this emergency SNAP funding, the State of Texas is helping to ensure families can continue to put food on the table,” said Governor Abbott. “I remain grateful to our partners at the U.S. Department of Agriculture for their ongoing support throughout the COVID-19 pandemic.”

“The additional SNAP benefits will help Texans purchase foods that provide nutrition to their families,” said Texas HHS Access and Eligibility Services Deputy Executive Commissioner Wayne Salter. “Continuing these allotments is an important component of our continued response to COVID-19.”

More than 961,000 SNAP households will see the additional amount on their Lone Star Card by August 15. The emergency August allotments are in addition to the $835 million in benefits previously provided to Texans between April and July.

Administered by HHSC, SNAP is a federal program that provides food assistance to approximately 1.4 million eligible low-income families and individuals in Texas.

Texans in need can apply for benefits, including SNAP and Medicaid, at YourTexasBenefits.com or use the Your Texas Benefits mobile app to manage their benefits.

Explosion reported at Mont Belvieu natural gas plant

The explosion was reported at about 4:45 p.m. at a natural gas plant on West Winfree Street, according to authorities.

MONT BELVIEU, Texas — An explosion was reported Wednesday at a Mont Belvieu natural gas plant.

Authorities said the explosion happened about 4:45 p.m. at the Lone Star NGL (natural gas liquids) facility on West Winfree Street, which is about 30 miles east of Houston.

Lone Star NGL officials said a contractor struck an underground pipeline. There were no reports of injuries or evacuations. Officials said the area is secure and the fire will likely burn itself out overnight.

Highway 146 was closed from FM 1942 to FM 565 while crews responded to the scene.

The Mont Belvieu Fire Department was working with other first responders to control the fire that broke out after the blast. Chambers County Sheriff Brian Hawthorne said the fire was contained at about 7 p.m.

Here’s a statement from Lone Star NGL:

“At approximately 4:45 pm CT a contractor at the Mont Belvieu facility struck an underground pipeline. There are no injuries, and all employees and contractors are safe. There have been no evacuations and the area is secure. Our emergency response plan has been activated, and responders from the local fire department and our fire team are on site for a joint response. At this time, fire crews on site are containing the fire, which is the standard response in this type of incident. There will be an investigation into the cause of this incident. Updates will be provided as information becomes available.”

Witness accounts

Witnesses said the explosion was startling and they knew what they heard and felt wasn’t from the thunderstorms in the area.

“The ground shook. That’s why we knew it wasn’t thunder,” one witness said.

“Everyone here is fine. … Yes, it shook the house. Sounded like thunder but the storms had already passed. Walked outside and saw the smoke,” another witness said.

Electrical Work Prompts Temporary Service Interruption on METRORail

On Friday, July 31, 2020, light rail service will be modified along METRORail’s Green and Purple lines to allow Centerpoint Energy crews to complete high-voltage electrical repairs. 

Transit service modifications will begin at the start of service until approximately 6:30 p.m. at the following locations:

Green and Purple lines: Two-way bus shuttle service will be provided between Theater District and EaDo / Stadium stations. METRO staff and/or platform signage will direct riders to board at nearby bus shuttle stops. A list of shuttle stops can be found here.

Bus shuttles will run every 10 minutes or sooner — while also complying with METRO’s social distancing guidelines — to provide service for customers. 

METRO’s TRIP App and Next Bus Arrival Texting service may not reflect accurate departure and arrival information during this time. Bus service also requires additional travel time, so allow more time for your trip. Please monitor METRO’s Twitter and Facebook pages for updates. METRO also offers real-time information through its service alerts system.

Houston doctor behind hydroxychloroquine drug video was sued in Louisiana woman’s death

The Houston-based doctor behind a viral video on the controversial hydroxychloroquine drug — which was then shared by President Donald Trump — was sued in January for medical malpractice in which a woman died after being in her care, according to Louisiana court records.

The lawsuit takes aim at Stella Grace Immanuel, a licensed medical practitioner and preacher whose contentious promotion of the anti-viral drug for COVID-19 treatment has received national notoriety. She holds licenses in Texas and Louisiana, where she and another doctor treated a woman in 2019 after she complained of a broken needle in her arm. The woman, identified in the suit as Leslie Norvell, explained to them at the Sabine Medical Center in Many that she had been doing an illegal drug and that a piece of the needle broke off in her arm.

Immanuel and the second doctor prescribed her an unspecified medication but did not order a closer look at her arm through an X-ray or other medical tests, the suit states. Norvell went home and, because of the pain, sought help hours later from a hospital in Shreveport, where a surgeon removed the needle. Six days later, Norvell died.

The suit alleges that Immanuel ignored Norvell’s complaints about a “bacterially infected needle” and failed to treat her. A lawyer representing Norvell’s family did not return a request for comment.

Immanuel could also not be reached for comment in response to her video, which Trump and one of his sons touted on social media this week. A woman who answered the phone at the Rehoboth Medical Center, where Immanuel works in Houston, said she was out of town and she did not know when she would return.

Immanuel was licensed in Louisiana in 1998 after completing residency at a Bronx, New York, hospital. She graduated in 1990 from the University of Calabar in Nigeria.

She has no documented complaints in Louisiana or Texas, where state records show she obtained a license in November 2019 — about 11 months after Norvell’s death.

Immanuel was licensed in Texas for pediatrics and emergency medicine. The civil suit in Louisiana has not been resolved. An attempt by the Sabine Parish Sheriff’s Department to serve Immanuel with notice of the lawsuit in April failed because she no longer worked at the Sabine Medical Center. By then, she was associated with the Rehoboth Medical Center.

Licenses in both states are associated with the Rehoboth Medical Center, a small facility in a strip mall along Highway 6 near Mission Bend. In the pro-hydroxycholorquine drug video, Immanuel is wearing a lab coat for the facility.

“I’m kind of used to these medications,” Immanuel said in the video posted to social media. “When they started saying it was dangerous, I was like what? Because we give it to babies, pregnant women, elderly people. Everybody takes it. Hydroxycholoriqune works.”

Immanuel said she has treated over 350 patients with the drug, which has not been proven as an effective treatment for the novel coronavirus, and not one person has died. COVID-19 does not yet have a cure or vaccine.

“If they put everybody on hydroxychloroquine right now, for those with early disease and those that want to get prevention,” said Immanuel. “I’m telling you, it would stop covid in its tracks in 30 days.”

In another video, Immanuel, who runs and preaches for Fire Power Ministry, said in another video that religion plays a role in her medical practice.

“I am also a praying doctor and I pray for my patients,” she said, while wearing a PPE suit and mask.

Immanuel has repeatedly shared the video throughout social media, even after it was deleted. In a since-deleted Twitter post, she said, “Big Tech is censoring Experts and supressing the CURE. I will not be silenced.”

“Hello Facebook put back my profile page and videos up or your computers with start crashing till you do. You are not bigger that God,” Immanuel also posted Monday after the video’s removal. “I promise you. If my page is not back up face book will be down in Jesus name.”

On Tuesday, she thanked CNN and MSNBC for their news reports on her ministry, which she called commercials.

“Woah CNN, MSNBC etc are doing free commercials on our deliverance ministry. Fire Power is main stream,” Immanuel tweeted on Tuesday. “Thank you CNN and let me know when y’all need some of them demons cast out of you. I will gladly oblige. You will feel a lot better. Keep up the good work.”
