Houston mayor John Whitmire orders return to office for all city employees

Houston Mayor John Whitmire has announced that the city’s work-from-home policy will end, and all city employees will be required to work full-time from the office starting Monday, February 1, 2025.

In a memo to city department directors, Mayor Whitmire stated that the “Hybrid-Telework Program” will be terminated, and “all employees will return to their office workstations unless a formally approved exception or accommodation exists.” 

This policy change will affect approximately 1,600 of the city’s 22,000 workers who have been working under hybrid and work-from-home schedules implemented during the COVID-19 pandemic.

Mayor Whitmire emphasized the importance of in-person collaboration for public servants, stating, “The best way to serve the public is to work together in the office, enhancing collaboration and making the City of Houston more effective as we tackle significant challenges.”

“We are all public servants, and each employee plays a vital role in ensuring our municipal government operates efficiently and prioritizes the needs of our constituents,” Whitmire wrote in his memo. “The best way to serve the public is to work together in the office, enhancing collaboration and making the City of Houston more effective as we tackle significant challenges.”

Additionally, the city of Portland, Oregon, will require full-time in-office work for city managers starting in April 2025.

How will the arctic front impact our weekend?

Temperatures will fall into the low 50s behind the front Saturday morning, then warm back toward 60 with the afternoon sunshine. The front will initially push away most of the clouds to bring an abundance of sunshine this weekend. Much colder air will arrive Saturday night, and that’s when we expect the freeze line to first enter Southeast Texas. It now looks like the freeze line will even push into most of Houston by sunrise Sunday. Sunshine on Sunday will warm temperatures out of the 30s and into the 40s. The freeze line could move back into as early as 9 p.m. Sunday, and we expect the freeze line will make it past the coast by sunrise Monday. We advise everyone to complete their winter preparations before watching the Texans game at 3:30 p.m. on ABC13! You still have until Sunday night to finish wrapping those pipes, but it will be cold and windy Sunday.

What can runners and spectators expect for the Chevron Houston Marathon on Sunday?

It’s going to be a cold one! At this time we expect the start of the race to feature temperatures in the low-to-mid 30s along with a north wind up to 25 mph pushing the “feels like” temps into the lower 20s. We expect it to be dry with sunshine-warming temperatures into the low 40s during the race.

What’s the coldest it will get with this arctic front?

Unfortunately a hard, pipe-bursting freeze is on the table because this air is coming all the way from Siberia. At this time we are expect low temperatures to bottom out in the mid-to-upper 20s for Houston Monday and Tuesday mornings, and we now predict it will fall into the teens on Wednesday morning with the expectation of ice or snow on the ground. You also need to be aware that when temperatures drop below freezing on Monday, they may not get back above freezing until Wednesday afternoon, giving us nearly 48 straight hours of freezing temperatures.

When could we get ice or snow, and how much is possible?

We are starting to gain confidence in the timing of any wintry precipitation, and the window for that occur opens up during the afternoon on MLK Day and continues through Tuesday. It now looks to be dry Tuesday night and Wednesday. Computer models are becoming more aggressive with snow and ice chances over Southeast Texas, and we have increased our chance of precipitation for freezing rain, sleet, or snow showers to 70%. There are some extreme computer model solutions spitting out over half a foot of snow, but it’s too soon to get an accurate feel for accumulations and what type of wintry precipitation will fall. Those details will come into greater clarity this weekend.

How will this potential winter storm impact travel?

We are advising people to be prepared to stay put wherever you go to bed Monday night until Wednesday afternoon at the earliest. If some of the more aggressive snow/ice amounts verify, travel may be nearly impossible until sometime Thursday.

When will we be done with the freezing temperatures?

It’s possible we could have lows below freezing until the weekend. In fact, we are eying the possibility of a second wave of low pressure arriving next Thursday or Friday that could bring another round of frozen precipitation. ERCOT issues Weather Watch from Jan. 20-23 for next week’s arctic cold front

HOUSTON, Texas (KTRK) — ERCOT has now issued a Weather Watch for Monday, Jan. 20 through Thursday, Jan. 23, ahead of next week’s arctic front.

The power grid is very much on the minds of Texans after hundreds of people died when the power grid collapsed in February 2021.

ERCOT graphs on the company’s website show that there will be more than enough electricity on hand to meet the anticipated demand for power over the next six days.

ABC13 will keep checking back for any changes to those projections.

ERCOT also sent ABC13 the following improvements they made to the electric grid since 2021:

  • Weatherization and Inspections. The ERCOT Weatherization and Inspections Program is entering its 4th season of cold weather inspections. In December, we completed 149 inspections. In total we will conduct a minimum of 450 generation resources or transmission service provider facilities by the end of February for this winter. ERCOT completed three full seasons of winter weatherization inspections with enhanced requirements for generation and transmission facilities and conducted its second summer weatherization inspections this past summer in 2024.
  • Firm Fuel Supply Service (FFSS). An additional source of onsite fuel for generators benefits the grid by providing a redundant, or additional, fuel source should there be a natural gas scarcity. FFSS Phase 1 created the FFSS service. Phase 2 expanded resources that can qualify. If a resource’s fuel service is firm and isn’t under a lower curtailment priority if there’s a curtailment event, they can now qualify.
  • Scheduled Maintenance Period. ERCOT has worked with generators and transmission operators to schedule their maintenance in the shoulder months while allowing ERCOT to reliably operate the grid in the off-peak seasons.
  • Forecasting Improvements. ERCOT has been working on reducing weather forecast error by procuring additional weather forecasts and developing load forecast models that are tuned for extreme cold weather. ERCOT has also improved the forecasting software testing process related to holidays and other outlier scenarios.
  • ERCOT Contingency Reserve Service (ECRS). Added in June 2023, ECRS takes advantage of resources that can start within 10 minutes to address unexpected or rapid changes in supply or demand.
  • Fast Frequency Response Service. Added in 2022, this addition to our ancillary services takes advantage of the capability of faster-responding resources to respond to events.
  • Critical Supply Chain and Critical Infrastructure Map. This map was created in 2022 to share the locations and connectivity of all the critical parts of the Texas power infrastructure.
  • Improved Inter-Agency Communications. Agencies are seeing improved, ongoing communications through both the Texas Department of Emergency Management and Texas Energy Reliability Council.

Supreme Court Upholds TikTok Ban, Citing National Security Concerns

The Supreme Court unanimously upheld a federal law on Friday that bans TikTok starting Sunday unless it is sold by its China-based parent company, ByteDance. The court ruled that national security risks tied to the app’s Chinese ownership outweigh free speech concerns for TikTok’s 170 million U.S. users.

“Congress has determined that divestiture is necessary to address its well-supported national security concerns regarding TikTok’s data collection practices and relationship with a foreign adversary,” the court stated in its unsigned opinion.

The ban, set to take effect on Jan. 19, will prevent new users from downloading the app and halt updates, eventually rendering it unusable, according to the Justice Department. Existing users will still have access for now, but functionality will degrade over time.

Biden and Trump’s views

Despite bipartisan support for the law, President-elect Donald Trump and President Joe Biden’s administration have offered contrasting views. While Trump expressed hope for negotiating a resolution, Biden’s administration has signaled it would not enforce the ban when it takes effect on Sunday, his last full day in office.

Dispute and Proposed Solutions

The dispute stems from fears that TikTok could expose vast amounts of user data to the Chinese government and allow content manipulation via its proprietary algorithm. TikTok has consistently denied these allegations, and its legal team argued that selling the company is complicated by Chinese laws restricting the sale of its algorithm.

Justice Sonia Sotomayor and Justice Neil Gorsuch filed separate opinions expressing some reservations but agreed with the decision.

ByteDance has stated it will not sell TikTok, though some U.S. investors, including billionaire Frank McCourt and “Shark Tank” star Kevin O’Leary, have reportedly proposed deals to acquire the app’s U.S. operations.

Effect for users

The law also prohibits app stores like those operated by Apple and Google from offering TikTok and bars internet hosting services from supporting the app. However, questions remain about how enforcement will proceed and whether a potential sale could offer TikTok a reprieve.

La proclamación fue presentada por el líder comunitario Iván Sánchez en representación de la oficina de la excongresista Erica Lee Carter. Sánchez destacó el notable trayecto de Vianney desde sus humildes comienzos en la Ciudad de México, donde fundó su empresa Viann’k Mansur con recursos limitados, hasta alcanzar reconocimiento internacional.

Durante el evento, Vianney compartió su inspiradora historia de perseverancia y humildad exclusiva con Que Onda Magazine.

En un emotivo momento, Vianney entregó dos becas a jóvenes cuyos premios habían sido revocados durante una sesión del Consejo de la Ciudad de Pasadena. Este gesto simbolizó su compromiso con la justicia y su deseo de empoderar a otros. El acto fue posible gracias a su colaboración con el miembro del Consejo Emmanuel Guerrero, quien había impulsado originalmente las becas.  

“Vianney ha construido un imperio y está devolviendo a la comunidad. Con todos estos logros, te damos gracias por abrir tu corazón tan grande, expandirlo más e invertir en estas jóvenes,” dijo el concejal Guerrero.  

Vianney estuvo acompañada por sus cuatro hijos, quienes le rindieron un respetuoso homenaje, destacando su fortaleza y dedicación como madre y profesional.
