Statewide Gas Flaring Falls to Lowest Rate in Years

In July, the statewide flaring rate in Texas fell to its lowest rate in years according to Railroad Commission data, falling by more than 75 percent since August 2019.

The Commission’s recent production data report shows that the percentage of natural gas flared fell from a high of 2.33 percent in August 2019 to 0.57 percent in July 2021 (see below). Overall, the average percentage of natural gas flared has remained under 2 percent for nearly two years, giving Texas one of the lowest in flaring rates among large oil and gas producing states in the country.

“This is great news for Texas, but it’s not surprising,” said Commissioner Christian after reviewing the report. “The drop in the flaring rate here in Texas follows a cooperative effort between the Railroad Commission and oil and gas companies to find innovative technological solutions that would result in less gas being flared and more gas being beneficially used to heat our homes, cook our food, and make products we use every day. Unsurprisingly that process has worked because whenever government works with private business, instead of against it, we can solve problems.”

Shell completes sale of Western Desert assets in Egypt to Cheiron Petroleum Corporation and Cairn Energy PLC

Shell Egypt N.V. and Shell Austria GmbH, subsidiaries of Royal Dutch Shell, PLC (“Shell”), have completed the sale of their upstream assets in Egypt’s Western Desert to a consortium made up of subsidiaries of Cheiron Petroleum Corporation and Cairn Energy PLC for a base consideration of US$ 646 million and additional payments of up to US$ 280 million between 2021 and 2024, contingent on the oil price and the results of further exploration.

The sale was announced on 9 March 2021 and the transaction’s effective date is 1 January 2020. Completion follows receipt of all necessary regulatory approvals.

With this transaction, Shell is refocusing its business in Egypt on our existing infrastructure position in the West Delta Deep Marine (WDDM), the Harmattan Deep Project, and Exploration acreage in the new seven blocks in the Nile Delta, West Mediterranean, and the Red Sea; in Midstream through our Egyptian LNG (ELNG) joint-venture; and in Downstream through Shell Lubricants Egypt (SLE).

Shell has been active in Egypt for 110 years and remains a leading player in the country.

For over 40 years, Crime Stoppers of Houston has offered the Greater Houston Area an anonymous Tip Line, a valuable reporting platform that has proven to be extremely helpful in both solving serious crimes and in locating dangerous defendants and fugitives. Never has this tool been as important as it is today.

This week, the Crime Stoppers of Houston Rewards Committee, comprised of business men and women, approved to pay a total of $134,500 in cash rewards to anonymous ‘tipsters’ who used the Tip Line in August to report information that led to the identification and/or arrest of a felony suspect.

  • Murder of 7-month-old baby: Crime Stoppers tip leads to the arrest of fugitive Albert Collin Zuniga who is now charged with shaking his 7-month daughter to death.
  • Kidnapping and Sexual Assault of Minor: Crime Stoppers tip leads to the arrest of fugitive Jose Delcarmen Bonilla who is now charged with kidnapping and sexually assaulting a 15-year-old girl in Greenspoint Area.
  • Fugitive Emma Lou Presler: Crime Stoppers tip leads to the arrest of fugitive Emma Lou Presler who is now charged with the murder of 33-year-old Devin Graham. She was previously charged with theft, drug possession, evading arrest and more.

Mariachi 7 Leguas to Perform at the Houston Baptist University Dunham Theater

Internationally acclaimed Mariachi 7 Leguas will make its debut at the Houston Baptist University Dunham Theater on Saturday, September 25, 2021, at 7:00 pm in celebration of Hispanic Heritage Month.  This award-winning mariachi group is made up of graduates from the University of Texas – Rio Grande Valley Mariachi Program.  Mariachi 7 Leguas was founded in 2004 in McAllen, Texas by Emilio Santos.  Emilio recently performed with Vicente Fernandez.

On October 20, 2019, Mariachi 7 Leguas was recognized as one of the best mariachis in the world and was awarded the key to the city of Tecalitlán, Jalisco, Mexico. This city is known as the home of the world-famous Mariachi Vargas.  On November 28, 2019, Mariachi 7 Leguas performed with Maná.

Also performing will be the UTRGV Ballet Folklórico is a 50 member organization comprised of students who are pursuing degrees in a variety of disciplines.  The dance company was founded in 1970 by Dr. Amilda Thomas and it is currently under the direction of Miguel Angel Peña.  In 2006, the Ballet was one of 100 outstanding Texas artists chosen for inclusion on the Texas Commission on the Arts Touring Roster Program. The Ballet Folklórico has toured throughout the United States and Mexico and also traveled on European tours visiting countries such as France and Italy.

The UTRGV Ballet Folklórico is directed by Miguel Peña, who is a graduate of the University of Texas-Pan American where he earned his Bachelor’s Degree and Master’s Degree in Electrical Engineering.  Mr. Peña was the first recipient of a full scholarship awarded by the UT-Pan American Dance Department. He holds a Master’s Degree in Fine Arts in Dance from the University of Wisconsin-Milwaukee. He has choreographed special performances throughout the nation for important artists such as Paquita la del Barrio, Vikki Carr, and Mariachi Vargas de Tecalitlán. The UTRGV Ballet Folklórico received national recognition at the National Conference of the American Dance College Association under his artistic direction in 2014, 2016, and 2018.

Mariachi Festival is a non-profit organization founded on August 9, 2019.  Our mission is to promote, enrich and cultivate our Hispanic heritage through educational opportunities in the arts.  This is the 2nd Annual Houston Mariachi Festival.  Our first benefited from the Talento Bilingue de Houston Summer Program.  This event will benefit HISD Stephen F. Austin High School, which will be starting a new mariachi program for students.

“Our short-term goal is to create first-class events that our community can be proud of.” says Ben Mendez, the Executive Director of Mariachi Festival.  “We have invited the top mariachi and folklórico groups in the state to be part of this grand production in the hopes that the community will support our efforts so we can create even bigger events.  Eventually, we would like to have a three-day mariachi conference featuring top mariachi groups from all over the country.”

La Oficina de Seguridad Nacional y Manejo de Emergencias del Condado Harris (HCOHSEM, por sus siglas en inglés) está monitoreando el curso de la tormenta tropical Sam, la cual se formó hoy. Según el pronóstico actual del Centro Nacional de Huracanes, Sam no representa una amenaza para Texas o la costa del Golfo de México.

La tormenta tropical Sam es la decimoctava en la temporada de huracanes del Atlántico, la cual finaliza el 30 de noviembre de 2021. Ahora es el momento preciso de revisar su kit y plan de emergencia. Shell Offshore Inc., a subsidiary of Royal Dutch Shell plc, has conducted a comprehensive damage assessment of our West Delta-143 (WD-143) offshore facilities from Hurricane Ida that revealed significant structural damage. We estimate that our WD-143 “A” platform facilities will be off line for repairs until the end of 2021, and that the facilities on our WD-143 “C” platform will be operational in Q4 2021.

The WD-143 facilities serve as the transfer station for production from our assets in the Mars corridor in the Gulf of Mexico to onshore crude and natural gas terminals.

Given the timeline for repairs to WD-143, we expect to resume production from our Olympus platform, which flows across the WD-143 “C” platform, in Q4 2021, and from our Mars and Ursa facilities, which flow across the WD-143 “A” platform, in Q1 2022. Our Perdido asset in the southwestern Gulf of Mexico was never disrupted by Hurricane Ida, and our floating production, storage and offloading vessel, the Turritella (also known as Stones), is on line. At this stage of the recovery, approximately 60% of Shell-operated production in the Gulf of Mexico is back on line.

As we continue to assess and address the impact of Hurricane Ida on our businesses, our top priorities continue to be the protection and recovery of our people and assets, the community and the environment.

Governor Abbott Meets With McAllen City Officials, Signs Anti-Smuggling Legislation Into Law
Governor Greg Abbott today met with McAllen Mayor Javier Villalobos and other city officials to discuss McAllen and the entire Rio Grande Valley’s ever-growing economic and cultural impact in the state of Texas. The Governor and city officials also talked about the state’s collaborative efforts with McAllen officials to secure the border and keep Texans safe. During the discussion, the Governor presented a proclamation and a Texas flag to Mayor Villalobos to congratulate him on being sworn in as mayor of McAllen earlier this year.

“McAllen is essential to the success of the Rio Grande Valley and the entire state of Texas,” said Governor Abbott. “Texas would not be the nation’s economic leader in exports without the people of McAllen, which is why it is so important that we continue to work together to ensure an even more prosperous future for this city and the entire Rio Grande Valley.”

Following the meeting with city officials, the Governor signed Senate Bill 576 into law, which will crack down on human smuggling in Texas. The Governor was joined for the meeting and bill signing by Representative JM Lozano and members of the McAllen City Commission, as well as law enforcement, judicial, and other local officials from the Rio Grande Valley.

“As we continue to combat the crisis at our border, the State of Texas is using every tool we have to secure the border and protect innocent lives from crimes related to illegal immigration like human smuggling,” said Governor Abbott. “That is why I am proud to sign Senate Bill 576 into law, which will help us crack down on human smuggling and keep our communities safe. Thank you to Senator Juan “Chuy” Hinojosa and Representative JM Lozano for working together on this legislation and for your efforts to protect vulnerable people from the horrors of human smuggling.”

Senate Bill 576 enhances the criminal penalty for human smuggling when a payment is involved. SB 576 also eliminates the requirement of proof for prosecution that a smuggler intended to receive payment for the crime of human smuggling.
