Gov. Abbott limits mail ballot drop-off locations, forcing Harris County to close 11 sites

Gov. Greg Abbott on Thursday declared that counties can designate only one location to collect completed mail ballots from voters, forcing Harris County to abandon 11 sites set up for that purpose.

Abbott’s proclamation also said counties must allow poll watchers to “observe any activity conducted at the early voting clerk’s office” related to the delivery of marked ballots. He said the measure was designed to improve ballot security.

“The state of Texas has a duty to voters to maintain the integrity of our election,” Abbott said in a statement. “These enhanced security protocols will ensure greater transparency and will help stop attempts at illegal voting.”

Abbott did not cite any examples of voter fraud, which election law experts say is exceedingly rare.

The proclamation drew swift accusations of voter suppression in a state that already has among the strictest eligibility rules for mail-in voting.

“Republicans are on the verge of losing, so Governor Abbott is trying to adjust the rules at the last minute,” Texas Democratic Party Chairman Gilberto Hinojosa said in a statement.

Texas is one of a handful of states that requires residents to provide an excuse to qualify for a mail ballot. Still, counties have seen an exponential increase in mail ballot requests during the COVID-19 pandemic.

Harris County Clerk Christopher Hollins had set up 12 locations — 11 of them county clerk annex offices — throughout the 1,777-square-mile county to collect mail ballots. They offered residents an alternative to placing their ballots in the mail, amid concerns that the U.S. Postal Service would struggle to deliver ballots on time.

The county now will only be able to accept ballots only at its election headquarters at NRG Arena.

Hollins accused Abbott of going back on his word in a July proclamation intended to make voting easier during the pandemic. He said Harris County for weeks has advertised its dropoff locations.

“To force hundreds of thousands of seniors and voters with disabilities to use a single dropoff location in a county that stretches nearly 2,000 square miles is prejudicial and dangerous.”

Assistant County Attorney Douglas Ray said the governor’s claim that limiting mail ballot collection to one site will combat fraud makes no sense. At each location the Harris County set up, voters had to deliver their own ballots, sign in, speak with an assistant clerk and provide identification.

Consolidating that process to one site will make dropping off a ballot more cumbersome, he said.

“It’s a bit like saying we had a hurricane and everybody needs water, so we’re going to have everybody go to a single location,” Ray said. “We’re not going to distribute it around town.”

State leaders also are attempting to prevent Hollins from sending mail ballot applications to all 2.4 million registered voter. The Supreme Court on Wednesday heard oral arguments in a lawsuit filed by Attorney General Ken Paxton seeking to halt Harris County’s plan.

More than 207,000 Harris County residents have requested mail ballots so far, far more than in any previous election. As of Thurday, 404 had already been returned.

The language of Abbott’s proclamation was similar to that used in a lawsuit filed by Houston conservative activist Steve Hotze with the Texas Supreme Court. Hotze argued that Harris County was violating the Texas Election Code by setting up multiple locations to collect mail ballots, accepting mail ballots before in-person voting began and extending the early voting period.

It was Abbott, however, who added an extra week of early voting in an effort to ensure residents could vote safely during the COVID-19 pandemic.

Hotze, a litigious champion of far-right causes, filed a series of lawsuits challenging restrictions Abbott and local leaders issued during the early months of the pandemic.

Carmen Herrera in Buffalo Bayou Park

Buffalo Bayou Partnership is excited to collaborate with New York’s Public Art Fund to present Estructuras Monumentales, a major exhibition of outdoor sculptures by 105-year-old artist Carmen Herrera (b. 1915, Havana, Cuba). Featuring four newly-created sculptures that were first envisioned nearly five decades ago, Estructuras Monumentales is Herrera’s first public art exhibition in Houston and only the second time that these works have been presented globally. Ranging from seven feet in height to over twelve feet in width, the colorful sculptures will enliven Buffalo Bayou Park at a monumental scale.

New York-based Herrera is known for her vibrant, abstract geometric paintings, and first began conceiving her Estructuras series — the physical manifestation of her painted forms in three dimensions — in the 1960s. The resulting aluminum structures feature strong lines and shapes, with bold monochromatic colors. Concurrent with this presentation is an exhibition of Herrera’s paintings and objects at the Museum of Fine Arts, Houston.

Judge Drops Arkema CEO From Criminal Case Stemming From Chemical Fire During Harvey

The company and its former Crosby plant manager still face charges for reckless emission of air pollutants.

A Harris County judge has dropped CEO Richard Rowe from the Arkema criminal case over a fire that erupted at a Crosby chemical plant during Hurricane Harvey.

Visiting Judge Belinda Hill issued a directed verdict ending the case against Rowe, meaning there wasn’t enough legal evidence for a reasonable jury to reach a different conclusion.

Tim Johnson, Rowe’s defense lawyer, said his client was relieved.

“It’s always a gift,” Johnson said. “Judges rarely grant directed verdicts, but it was appropriate in this case because there was absolutely no evidence of Mr. Rowe’s guilt.”

A spokesperson from the Harris County District Attorney Kim Ogg’s office said the DA had minimal comment as the trial is still underway, and that the ruling doesn’t change the facts regarding what the company allegedly did.

Two criminal charges remain against the company and its former Crosby plant manager Leslie Comardelle for reckless emission of air pollutants.

Earlier in the month, two charges for assault of a public servant against the company and its former vice president of logistics were dropped.

In the motion to dismiss the charges, the DA’s office indicated that probable cause exists, but not beyond a reasonable doubt.

After more than five feet of water flooded Arkema’s Crosby plant during Hurricane Harvey, trailers of organic peroxides burst into flames. The fire lasted for days and sent thick plumes of hazardous smoke into the air.

Twenty-one people sought medical attention after exposure to the fumes and 200 people in the surrounding area were evacuated from their homes for a week.

Mayor’s Task Force on Policing Reform Releases Recommendations,

HOUSTON – The Mayor’s Task Force on Policing Reform today released a highly anticipated 153-page report with a list of recommendations proposed by the 45 member citizen group. 

Led by Chairman Larry Payne, the task force spent months listening to Houstonians and organizations about the type and kind of police department they desire and demand. The task force engaged in extensive research on issues and best practices around the country and received more than 7,000 responses from a community survey. 

“In the events of recent months, it is clear in Houston and across the nation that our community, mayor, city council, police chief, officers, and the union must all work together to protect and serve the constitutional rights of all citizens,” Chairman Payne wrote in the report’s introduction. 

The recommendations are divided into six categories: Community Policing, Independent Oversight, Power dynamics, Crisis Intervention, Field Readiness, and Clear Expectations.

“We have worked hard on this being a document that is not going to sit on a shelf. It has actionable items that can be implemented,” Payne said. “We are also going to stay committed to the mayor. As a task force, we are not going away.”

Mayor Turner said he plans to take time to thoroughly review the report before making decisions about implementing any or all of the task force’s recommendations.

“I know people in our community recognize the importance of our police officers, want good policing, accountability, and transparency within the Houston Police Department,” said Mayor Turner. “This is a transformational moment for our city as we seek to improve how policing is done in our community in a time when people are calling for reform and demanding we address racial and social injustices.”

Astros advance to ALDS, extend Twins’ postseason misery with series sweep

Through scandal and plague, injuries and insolence, the Houston Astros remain unstoppable in the American League playoffs.

Gifted a berth only because a 16-team, pandemic-inspired workaround granted them a reprieve after a 29-31 regular season, the Astros pitched with precision and got just enough punch from their scandal-plagued stars to defeat the Minnesota Twins, 3-1, on Wednesday at Target Field, and sweep the best-of-three wild-card series.

Carlos Correa, caught in a spring war of words with fellow big leaguers after he pushed back against criticism of the Astros’ 2017 sign-stealing scheme, hit a go-ahead home run in the seventh inning and Houston got another excellent long relief outing to stifle the Twins and advance to the AL Division Series.

Minnesota, meanwhile, lost its 18th consecutive postseason game, a streak that extends to 2004, and exited in the opening round of the playoffs – including two wild-card game losses – for the eighth time since 2003.

The Twins’ tormentors traditionally are the New York Yankees, but this year, in winning the AL Central, they drew the No. 6 seed Astros, who looked dispirited in finishing the regular season with five losses in their final seven games.

And why not? With November 2019 revelations of their 2017 sign-stealing scandal casting a pall over their lone World Series title and resulting in the firings of general manager Jeff Luhnow and manager A.J. Hinch, the Astros faced withering criticism all spring. After the shutdown mandated by the novel coronavirus, they received just one start from ace Justin Verlander before he suffered an elbow injury that will sideline him into most of 2021.

Yet while scorned, the Astros are still laden with stars, and they got just enough from them to subdue the Twins.

In Game 1, it was Jose Altuve’s bases-loaded, ninth-inning walk pushing the run home. In Game 2, Correa’s 12th career postseason home run snapped a 1-1 tie in the seventh.

Meanwhile, Cristian Javier followed in Framber Valdez’s Game 1 footsteps with three innings of hitless relief, keeping the Astros tied after reliever Luke Raley gave up a game-tying double to Nelson Cruz.

Luis Arraez was thrown at the plate on a relay from Kyle Tucker to Correa to Martin Maldonado, and the Twins scarcely threatened after.

They were shut out in 16 of 18 innings in this series, with Valdez giving the Astros five innings of two-hit, shutout relief in Game 2.

So it is on to the ALDS and a date with the winner of the White Sox-Athletics series, and a date in a fourth consecutive AL Championship Series in the offing. The Astros blew a 3-2 lead in losing the 2019 World Series to the Washington Nationals, and it seemed the sign-stealing scandal robbed them of their mojo.

Perhaps that’s the case. But in two games at Target Field, Houston showed it will be hard to eradicate, naysayers be damned.

The U.S. Travel Association today announced that IPW, its annual international inbound travel trade show, will be a live, in-person event held in Las Vegas from September 18-22, 2021.

The September dates are revised from previously released 2021 event dates. U.S. Travel, together with premier sponsor Brand USA and our hosts, the Las Vegas Convention and Visitors Authority and Travel Nevada, secured later dates to provide additional time for international long-haul travel to the United States to broadly resume.

“Next year’s IPW will reunite the global travel community and be the keystone for safely rebuilding international travel to the United States,” said U.S. Travel Association President and CEO Roger Dow. “While IPW will look a bit different next year, expect it to be the turning point for the all-important inbound travel sector.

U.S. Travel plans to open registration for IPW exhibitors in mid-November. IPW buyer and media registration will open in early 2021.

IPW 2021 will be held in the newly constructed West Hall of the Las Vegas Convention Center. Planning for IPW show floor and media marketplace activities, as well as related official events, is underway by the IPW Host Committee.

IPW is the country’s leading international inbound travel trade show, driving $5.5 billion in future travel to the United States. At IPW, travel buyers (including international tour operators, wholesalers and receptive operators) meet face-to-face with sellers of U.S. travel product (representing accommodations, destinations, attractions, retail, transportation companies and more), transacting business that would otherwise be generated only through an exhaustive number of around-the-world trips.
