The Harris County Law Library was named a 2019 recipient of the Joseph L. Andrews Legal Literature Award by the American Association of Law Libraries on Tuesday, April 30, for its publication entitled Pro Se Litigant Handbook and the Spanish-language translation, Manual para Litigantes Pro Se.
The Pro Se Litigant Handbook was developed by the Harris County Law Library staff as a source of self-help guidance for individuals without the means to afford a lawyer. It is produced in both print and digital formats, to organize and promote access to a wide range of legal services provided by local organizations to the most vulnerable and marginalized populations in our community.
“On behalf of all my colleagues who worked diligently to bring this work into reality, I am honored to accept the Joseph L. Andrews Legal Literature Award,” said Mariann Sears, director of the Harris County Law Library. “The Pro Se Litigant Handbook was created to help ensure those who cannot afford a lawyer don’t suffer because of their inability to pay, but instead can find a path toward justice. My colleagues and I are so proud of how this handbook has been received and adopted, and I thank AALL for honoring our work.”
The Harris County Law Library is a public library open to both lawyers and non-lawyers. It was established in 1915, and became a part of the Harris County Attorney’s Office in 2011. The library greatly expanded its technology offerings and educational opportunities through the support of County Attorney Vince Ryan.
“Many Harris County residents cannot afford legal help, so this handbook is essential to help them find the resources they need,” said County Attorney Ryan. “The law exists to serve everyone and I am pleased that the County’s Law Library is being recognized for its efforts to help our community.”
The Joseph L. Andrews Legal Literature Award is an annual award that recognizes a significant textual contribution—a book, pamphlet, periodical, website, database, or other publication—to legal literature. Nominations are measured by their creative, evaluative elements, and the extent to which originality and judgment factored into the work’s formation.
The Harris County Law Library also won the AALL’s Excellence in Community Engagement Award for its Harvey recovery resources webpage, an effort to organize legal aid information for our storm-impacted neighbors. Additionally, Law Library Director Mariann Sears received the prestigious Bethany J. Ochal Award for Distinguished Service to the Profession from AALL’s government section.
Harris County Law Library staff will travel to Washington D.C. in July to receive the awards at the AALL 2019 Annual Meeting.
Governor Greg Abbott today met with Indian Ambassador to the United States Harsh Shringla at the Texas State Capitol in Austin. The two leaders engaged in a productive discussion regarding the strong economic and cultural ties between Texas and India. A readout of the meeting can be found below.
Governor Abbott welcomed Ambassador Shringla to the state, and discussed ways to further expand economic ties between Texas and India. The Governor and Ambassador spoke on the importance of the oil and gas, healthcare, manufacturing, and IT sectors, as well as the need for skills-based training opportunities for Texas community colleges in India. As the meeting concluded, the Governor thanked the Ambassador for his visit and reaffirmed the Lone Star State’s commitment towards strengthening the Texas-India relationship.
Governor Abbott visited India in 2018 as part of a trade mission promoting Texas, where he also met with the Prime Minister of India, Narendra Modi.
METRO’s leadership thanked 16 bus operators today for their heroism after a routine trip became a day they likely will never forget.
As they were traveling on I-45 North last month, a car cut in front of the bus, slammed into a wall and caught fire. Robert Bartlett, the operator who was driving, made a split second decision to stop and help.
“It’s just what you do. The vehicle was on fire. At any time it could have blown up,” said Bartlett.
The operators quickly jumped into action. Some pulled the driver out of the burning car, while others focused on putting out the fire and directing traffic. The entire scene was captured on video. Click here to view.
Nation’s Largest & Oldest Civil Rights Organization Calls Trump Proposal a Betrayal of America’s Values
Washington, DC – Domingo Garcia, National President of the League of United Latin American Citizens (LULAC), issued the following statement Thursday on the Administration’s plan for an overhaul of the U.S. immigration policy:
“For months, LULAC in good faith has attempted to find a bipartisan solution to immigration reform. Our organization even went to the White House and met with Mr. Jared Kushner, Special Advisor to President Trump and we remained hopeful that together, we could find a way forward. Instead, this Administration has chosen to hide behind the facade of an improved immigration plan that is politically expedient and fuels the xenophobia frenzy of those who clamor Latino immigrants and refugees are not welcome here. Yet, the so-called “new requirements” announced by the President ignore our nation’s real labor needs now and in the future and leave unanswered the questions from farmers, business owners and contractors asking who will harvest our food, work in our factories and build our homes?
As importantly, the fact that the President’s plan does not include a pathway to citizenship for Dreamers and protection for TPS recipients is a political non-starter which we strongly oppose. Reforms to our asylum laws must include legislation that brings legal relief to Dreamers and other undocumented immigrants. We will organize, we will mobilize and we will take peaceful non-violent united action with millions more Americans against policies which undermine our values as a nation of immigrants and a country which welcomes all refugees irrespective of their academic or technical pedigree.
LULAC also opposes anti-family legislation that will separate parents from children, husbands from wives and siblings from one another. It is unacceptable and a betrayal of the fundamental values of our founders to make wholesale changes to the law that prohibit certain U.S. residents and citizens from reuniting with their loved ones. Perhaps President Trump should remember how his own wife’s family benefitted from these same immigration provisions. We must support and keep families together.
Fair-minded Americans will see that this proposed immigration plan is nothing more than the act of politicians with a closed-door mentality and that these measures seek to appease those who want nothing more than to increase anti-immigrant law enforcement. This is not what the Statue of Liberty stands for and neither is it what our great country has traditionally represented before the world.”
Foundation’s Care Van Program deploying to Dallas and Houston to immunize children.
Against a backdrop of the measles outbreak and other medical concerns, the Caring Foundation of Texas mobile health program – Care Van – is providing preventative health care services to underserved and other communities in Dallas and Houston. Blue Cross and Blue Shield of Texas serves as the foundation’s statewide sponsor covering all the administrative costs.
“At a time when vaccinations have never been more important, we see barriers to accessing preventive services for Texans,” said Paul Hain, Chief Medical Officer, Blue Cross and Blue Shield of Texas. “The Caring Foundation of Texas mobile health program provides preventative healthcare services and educational resources directly to the most vulnerable area of our communities to help improve the health of all Texans.”
Working in tandem with health departments, local clinics and hospitals and universities, the Care Van program brings free immunizations, blood pressure screenings and other health services directly to children and families who do not have steady access to preventative care from clinicians at low or no cost.“We’ve seen an increase of parents who have now decided it is time for their children to get up-to-date on their immunizations, but we also realize that it is expensive to get fully immunized,” said Dr. Robert Morrow, the Caring Foundation of Texas Board President. “Many of these families are uninsured or underinsured so the Care Van program helps to alleviate the worry about the expense. The added benefit of families getting their children immunized is it not only protects their children, but also other children in their community.”
Measles spreads rapidly because it is highly contagious. If one person has it, 90 percent of those close to that person who aren’t protected will get infected. Luckily, this disease is highly preventable through the MMR vaccine, which is 97 percent effective at preventing it.

Be sure to close all of your vehicle’s windows, doors and sunroof.
If you are suddenly surrounded by water in a flash flood, turn off your vehicle immediately and get out of the car to safety.
If you have to leave your vehicle in an area that may flood, disconnecting your battery can prevent damage to sensitive computerized and electronic components.
If it’s hailing, find cover at a gas station or parking garage. Don’t park under a bridge or overpass. Parking close to a building can also reduce hail damage.
Before the storm, cover your car with blankets or a hail cover—even floor mats will work!
