 Harris County Attorney Christian D. Menefee Files Lawsuit Against the TCEQ Challenging Air Quality Standard Permit for Concrete Batch Plants


Harris County Attorney Christian D. Menefee filed a lawsuit today on behalf of Harris County against the Texas Commission on Environmental Quality (TCEQ), challenging an amendment to the commission’s Air Quality Standard Permit for Concrete Batch Plants. Many of Houston’s concrete batch plants operate according to the standard permit and  the amendments adopted by the TCEQ threaten local residents and the environment. The permit’s pending amendment will exempt facilities from pollutant emissions and distance limitations set by the Texas Clean Air Act.  Harris County’s own modeling, using TCEQ data, shows that emissions from concrete batch plants far exceed standards set to protect public health.

 

“The Texas Commission on Environmental Quality is not doing enough to protect residents and ensure we have clean air,” said Menefee. “There are approximately 130 concrete batch plants in Harris County, and the placement is disproportionally found in underserved neighborhoods. For example, there several plants in Aldine and South Houston, while there are none in River Oaks. Your zip code should not determine whether you get to breathe clean air. Every Harris County resident deserves to be protected from harmful chemicals.”

 

During the 30-day public comment period held by the TCEQ, Harris County noted several concerns with the standard permit. Community members and elected officials from the local, state, and federal levels also identified problems, including lack of information and notice in Spanish.  However, these concerns went unaddressed as the TCEQ moved forward with implementing these changes.

Crime Stoppers and the Houston Police Department’s Special Victims Division-Adult Sex Crimes Unit need the public’s assistance locating fugitive Terrian Leescott Brewer, who is wanted for Aggravated Sexual Assault, Aggravated Kidnapping and Aggravated Robbery.

On Wednesday, September 29, 2021, fugitive Terrian Leescott Brewer robbed and sexually assaulted the victim in the area of E. Memorial Loop Dr. in Houston, Texas. During the incident, the suspect attacked the victim, held a sharp object close to their neck and threatened them with a gun in an attempt to steal their belongings. The suspect also sexually assaulted the victim numerous times around the listed location. The suspect fled the scene in a white four-door newer model sedan in an unknown direction of travel.

Fugitive Terrian Leescott Brewer is a black male, 30 years old, approximately 6’03”, 225 pounds, with brown eyes and black hair.

Texan who fled to Mexico gets life in prison for ambush murder of Houston security guard in 2015

A Texan who murdered a Houston security guard and fled to Mexico, but was later captured and returned, has been convicted of capital murder and sentenced to life in prison, Harris County District Attorney Kim Ogg announced Friday.

“As the saying goes, ‘You can run, but you can’t hide.’ We are grateful to everyone who had a role in bringing this killer back home to Texas and finally delivering justice for this family,” Ogg said.

Jonathan Vasquez, 27, was convicted of capital murder Thursday and automatically sentenced to life in prison without parole for the robbery and murder of Saul Cruz on December 22, 2015.

Vasquez and Daniel Moreno, 26, who has already been convicted and sentenced to life in prison for capital murder, robbed and shot Cruz while he was in his patrol car at 4735 Anderson.

Cruz, who had been a security guard for about a year, was working an overnight shift, when Vasquez and Moreno ambushed him from behind and then ran away, around 4:10 a.m. Both of the men fired at Cruz’s car.

Houston Police officers released surveillance photos and video of the suspects the day of the shooting. Moreno and Vasquez were identified as the suspects shortly thereafter by a tip to Crime Stoppers of Houston. Moreno was arrested six days after the killing by Houston Police homicide detectives.

Vasquez had fled to the border city of Nuevo Laredo, Mexico, where he was located in 2018, thanks to information obtained by the Webb County Sheriff’s Office deputy, in the Texas city of Laredo.

Mexican authorities then arrested Vasquez, a US citizen, and handed him over at the bridge over the Rio Grande to waiting members of the US Marshals Service Violent Offenders Task Force.

The elderly security guard had emigrated from El Salvador and worked for years as a mechanic and at other jobs despite his dream of being a police officer. When he finally got his U.S. citizenship, he was too old to be a regular law enforcement officer, Instead, he got a job as a security guard to help out where he could.

“We stand behind all of our first responders, our law enforcement officers, and security guards as they tackle some of the toughest jobs in our community,” Ogg said.

 Assistant District Attorney Dave Brucker, who prosecuted the case with ADA Natalia Leon, said the evidence showed this was a senseless and sad criminal episode. 

“It’s incredibly senseless, because these two men were trying to rob him of a handgun and it’s so sad because of the loss of life , the loss to his entire the family,” Brucker said after the verdict.

On Sunday, October 4, 2020, fugitive Manuel Gutierrez performed inappropriate acts with the child victim in the 13000 block of Wirevine Ln. in Houston, Texas. During the investigation, the victim made an outcry of abuse and detectives learned that the fugitive sexually assaulted them.

Fugitive Manuel Gutierrez is a white male, 21 years old, approximately 5’09″, 170 lbs., with brown eyes and black hair.

Yesterday Crime Stoppers of Houston, along with law enforcement and community partners, announced an increased cash reward and made a community plea for tips in the shooting of the three Harris County Precinct 4 Constable Deputies.

The organization continues to receive calls from concerned citizens wanting to help. As of today, October 21, 2021, the cash reward available in this case is up to $76,000 for information leading to the charging and/or arrest of the suspect(s).

The zoo is celebrating 10 years of lights with new features, special events, and discounts!

The most wonderful time of year is coming back!

Houston Zoo Lights will be available from Nov. 15 to Jan. 9.

This marks 10 years for one of the greatest holiday traditions in the city. The zoo is introducing three new light features: The Holiday Grove, the Great Ape Gallery, and the Illuminated Ocean. They’ll include glowing tulips dancing to music, and bright jellyfish in an underwater adventure. You could also walk through their 125-foot Infinity Tunnel of Light, check out their smores-making station, and take pictures with Santa at his workshop.

Tickets for Zoo Lights will be available online Friday, Oct 15, starting at $14.95. They will not be available at the gate.

Guests can take in the lights and sights from 5:30 to 10:30 p.m. The last entry will be at 9:30 p.m. The animals will be asleep during Zoo Lights, so you’ll have to see them before 4 p.m.

There will also be a few Specialty Nights. Members can see the lights before anyone else at Member Preview Nights. 

Brew Lights is for adults 21 and older.

Sensory Friendly Night are for guests with sensory sensitivities. There will be a smaller crowd, lower music, limited flashing light, and designated quiet areas.

There are more special events that include discount for educators, first responders, and members of the military.

Cuerpos flotando, espacios exiguos, ‘argot’ de cosmonautas: el equipo ruso que filmó la primera película de ficción en el espacio tuvo que adaptarse a realidades descubiertas “allá arriba”, señaló este martes su director.

Klim Chipenko y la actriz también rusa Yulia Peresild regresaron el domingo a la Tierra tras pasar 12 días a bordo de la Estación Espacial Internacional (ISS), adelantándose a un proyecto similar del estadounidense Tom Cruise.”Las circunstancias que hemos descubierto en órbita nos obligaron a cambiar el guion”, indicó Shipenko durante la primera conferencia de prensa del equipo tras su regreso.

“Cuando estás en la Tierra, te imaginas una escena entre dos personajes y uno está frente al otro. Pero, allá arriba, uno de ellos está parado de manera vertical y el otro al revés, en tanto la cámara flota en su propia direccióin”, explicó.

Incluso, sin contar con el pequeño plató de filmación, “todo aquello fue un verdadero desafío”, añadió Shipenko, en declaraciones hechas desde un centro de preparación para cosmonautas cercano a Moscú, en el cual la tripulación se está readaptando a la vida en la Tierra.

El guion del filme además evolucionó gracias a los consejos brindados por los cosmonautas rusos de la ISS, que también participaron como extras, y adaptaron los diálogos “para que fueran más naturales”, de acuerdo al director.

“Allá arriba, comprendí que de haberla filmado en la Tierra habría sido una película diferente. En órbita, el espacio es el que manda”, afirmó el director. “Las películas espaciales tienen que ser filmadas en el espacio”, concluyó.

Esta película rusa, titulado en forma provisional “El desafío”, y cuya fecha de estreno se anunciará a comienzos de 2022, está protagonizada por una cirujana que llega a bordo de la ISS para salvarle la vida a un cosmonauta. El equipo filmó durante casi 30 horas, que quedarán reducidas a una media hora.

Peresild y Shipenko señalaron además que quedaron impresionados por la atmósfera cálida a bordo de la ISS, donde en este momento se encuentran trabajando astronautas occidentales, rusos y japoneses.

En órbita, “no existen países, es una gran familia internacional”, resumió la actriz.

Oaxaca fue reconocida por la revista Travel + Leisure como la número uno entre las 25 mejores ciudades turísticas del mundo para viajar, así lo informó el secretario de Turismo Estatal, Juan Carlos Rivera Castellanos. El funcionario dijo que fue notificado del resultado de una encuesta que realizó la revista especializada a sus suscriptores y lectores que votaron para que Oaxaca fuera reconocida en la categoría de Top City Overall y Top City, México en el certamen The World’s Best que reconoce a lo mejor en el sector de viajes.

Dijo que Travel + Leisure es una de las revistas internacionales más importantes y año con año realiza una encuesta para que las y los viajeros compartan sus opiniones sobre los principales destinos y las compañías de viajes, y así, premiar a lo mejor del mundo.

Detalló que desde el año pasado, la Secretaría de Turismo recibió la notificación de que Oaxaca se encontraba nominada para los The World’s Best, por lo que invitaba a sus lectores y viajeros a emitir sus votaciones y opiniones, desde el mes de noviembre hasta el mes de marzo. Así las y los votantes eligieron que Oaxaca debería obtener los dos galardones, que este año, debido a la emergencia sanitaria, fueron enviados directamente a los ganadores. De acuerdo con el secretario de turismo estatal durante la administración del gobernador, Alejandro Murat, Oaxaca ha figurado cada año entre las mejores 15 ciudades del mundo y en el top de las cinco mejores ciudades de México de acuerdo con esta publicación con presencia mundial, lo que refleja los esfuerzos realizados en materia de promoción y mejoramiento de la infraestructura turística. En tanto y al conocer del hecho y recibir la notificación sobre los reconocimientos, el gobernador, Alejandro Murat, expresó que: “Oaxaca sigue demostrando que aún en la adversidad existe la unión, esa unión que nuestro pueblo expresa mejor que nadie a través del tequio, y que nos permite dar lo mejor que tenemos como destino turístico”.

Eva Loredo, a second generation Houstonian, has a passion for education for all. It began over 35 years ago when she became a school teacher at HISD at John R. Harris elementary school in Houston’s Eastside – in the historical Harrisburg area where Houston got it’s start.

“My passion for education began when I became a teacher, and I saw the enthusiasm on the children’s faces, as well as, their parents as they became more involved in the classroom,” said Loredo.

Eva Loredo is an Eastend prodigy graduated in 1970 from Milby High School, went on to obtain her Bachelor of Science in Education from Texas Southern University and continued her education at University of Houston and obtained her Masters in Curriculum & Instruction.

Still, while working on her Administration-Mid-Management Certificate to fulfill her quest to becoming a principal, Loredo dedicated herself to education and continued working in the classroom during her years in college.

In 1995- 2006, she was the principal at Gallegos Elementary with over 1,000 elementary students, under her leadership. Loredo was constantly looking for creative ways for the students to stay focused.

“Not only do you have to work hard, but you have to keep students occupied with “fun stuff” to keep the students wanting to learn,” said Loredo. The program that Loredo describes kept the students engaged, which she provided for all students, called, “The Afterschool Programs” which included math, sciences, fine arts with music, drawings, and dance, including sports activities.

In addition to making sure students engaged in learning activities, Loredo saw a need for the children to have a healthy breakfast and afterschool snacks. She engaged community supporters, such as Aramark Foods, to help support her idea in starting a pilot program to feed all the children a nutritious breakfast, no matter their income.

Loredo comments “the children could not believe that some breakfasts were at no cost.” Before this program many of these families did not have the resources to pay for breakfast and lunch – they’d have to choose either one or the other.

The breakfast program for school-age children was so successful at Gallegos Elementary school, that it went HISD district-wide and now the “breakfast” program is administered nationwide thanks to Loredo’s breakfast pilot program. Another successful motivational program that Loredo developed for

those students, who had “perfect” attendance and made the “honor roll” was a trip to AstroWorld and attendance at an Astros game. “These students felt rewarded for their hard work, and the parents were so excited to be involved, as chaperones, on this type of activity,” said Loredo, “Se necesita la familia para tener exito en estos tipos de programas.”

During her years of being an assistant-principal and a principal, Loredo took pride in mentoring staff and other teachers that were under her leadership to aspire to become teachers and principals, as well.

With determination and her education, Loredo progressed as a teacher – assistant to becoming a principal, and now is currently serving as Houston Community Board Trustee Dist 8. She has held that position for past 12 years, and has gained the experience needed to serve the community on the Board and to be voice for the community she serves, the students and the staff. Loredo has overseen the HCC Bond program, which entails keeping the bond program within the budget. Her strengths have been programs for students’ success in academics and workforce resulting in a high graduation rate. Loredo reaches out to the community and informs of scholarships and monies available for tuition and fees, such as, the HERF Funds for tuition and fees, and $59 million emergency funds available for registered HCC students to apply for technology or other needs. “Please call HCC for details and apply during Oct. 1st thru Oct. 5th, 2021,” Loredo said.

Loredo is always seen in the community by her peers. She is a community volunteer, and is involved in working with many community organizations, such as, the Houston Food Bank, Salvation Army, American Legion #472, and American Heart Association, GLBTQ, as well as, supports the AFL-CIO Police and Fire associations, PIP, Barrio Dogs, and many others too numerous to name. In addition, she continues her strong faith and beliefs in her church and her family. Loredo has a deep passion for her community and education, and is a true leader, with experience, honesty and transparency, and wants to continue to serve as HCC Board Trustee of Dist. 8.

Loredo is now campaigning for Re-Election to the Houston Community College Board Trustee Dist. 8. Eva Loredo is a member of Houston Community Board of Trustees in Texas, representing Dist. 8. She assumed office in 2010, and her current term ends on December 31, 2021.

Loredo is running for re-election to the Houston Community College Board of Trustee to representing Dist. 8.

Look for Eva Loredo at the end of the ballot, and vote. Early voting starts Oct. 18th thru Oct. 29th. Election Day is Nov. 2nd.
