Grand jury declines to indict Texans QB Deshaun Watson following allegations of sexual misconduct

A Harris County (Texas) grand jury did not find enough evidence to charge Texans quarterback Deshaun Watson following allegations of sexual misconduct stemming from massage therapy sessions.

“After a Harris County grand jury was presented all the evidence and had the opportunity to hear from all witnesses, grand jurors declined to indict Deshaun Watson,” Dane Schiller, the spokesman for the Harris County District Attorney’s Office, said in a statement Friday. “Grand jury proceedings are secret by law, so no information related to their inquiry may be disclosed.”

Watson, 26, is also facing 22 civil lawsuits. Friday’s hearing comes less than one year from the filing of the first two lawsuits for indecent conduct against Watson.

“It’s definitely a very emotional moment for me,” Watson said Friday, per The Houston Chronicle. “I thank everyone that was a part of this of seeing and hearing both sides, and that’s what my point and my team wanted to do is have a fair slate of us telling our side of the story and letting the conclusion come down to what happened today.”

Watson added: “Going to keep fighting to rebuild my name and rebuild my appearance in the community. We’re going to continue on the legal side off the field handle what we need to handle, but also ready to get back on the field.”

On Friday, Watson appeared at a deposition for the civil lawsuits and declined to answer questions pertaining to the case, invoking his Fifth Amendment rights against self-incrimination, per The New York Times. Watson’s lawyer, Rusty Hardin, previously had said Watson would not answer questions during depositions until the criminal case was closed.

The allegations against Watson include that he exposed himself to the women, touched them with his genitals or kissed them against their will during massage sessions.

“We are delighted that the grand jury has looked at the matter thoroughly and reached the same conclusion we did. Deshaun Watson did not commit any crimes and is not guilty of any offenses,” Watson’s attorney, Rusty Hardin, said in a statement. “Now that the criminal investigations have been completed, we are happy to move forward with the civil case depositions. We will vigorously defend those cases with every ounce we have.”

Hardin stated previously that “some sexual activity” occurred during the massage sessions, but that Watson did not “engage in anything that was not mutually desired by the other party.”

The NFL began investigating the allegations in March of 2021, and the Houston Police Department announced last April that it had opened an investigation after a complaint was issued against Watson. The FBI has also looked into the allegations.

An NFL spokesperson released the following statement Friday:

“We have been closely monitoring all developments in the matter which remains under review of the personal conduct policy.”

Watson requested to be traded from the Texans prior to the allegations, and he was inactive for all 17 of the Texans’ games during the 2021 NFL season.

Watson was the subject of trade speculation throughout the 2021 season with the Miami Dolphins and Carolina Panthers discussed as potential landing spots. A trade never materialized before the Nov. 2021 deadline, and Dolphins general manager Chris Grier said during the 2022 NFL Scouting Combine that the “door is shut” on Watson joining Miami.

NFL Network Insider Ian Rapoport reported this week that the Panthers and Tampa Bay Buccaneers are possible trade destinations for Watson, depending on the outcome of his legal situation.

Houston general manager Nick Caserio said in January that it is unlikely Watson will be playing for the team again.

The Texans selected Watson in the first round of the 2017 NFL Draft. He has made three Pro Bowls during his career and led the NFL in passing (4,823 yards) during the 2020 season.

Mayor Turner Highlights City Investments and Progress One Year After the Passage of the American Rescue Plan Act

Dear Houstonians,

One year ago today, President Joe Biden signed the American Rescue Plan Act (ARPA). This economic stimulus plan has been a significant help to cities like Houston that faced record revenue loss due to the COVID-19 pandemic. When the COVID-19 pandemic hit us nearly two years ago, cities were faced with a crisis no one could have prepared for – massive budget shortfalls forcing cuts to critical services at a time when residents needed them most.

But for the funds from ARPA being made available, there would have been significant budgetary cuts and layoffs of Houston police officers, firefighters, employees who pick up our trash and work in our parks and libraries. Without this influx of federal dollars, the city would have had to close a $201 million budget gap in FY 2022.

Over the past year, we have utilized ARPA funding to give firefighters an 18 percent pay increase over three years and bolster public safety through the One Safe Houston initiative by investing in personnel, programs, and technology in the Houston Police Department. We also:

We cannot have a strong America without strong cities. American cities are home to 85% of the U.S. population and 90% of our economic output. That’s why mayors across the political spectrum came together and called on Congress and President Biden to provide direct fiscal assistance for all cities.

We are grateful that they heard our call and have made partnering with mayors and the city of Houston a priority.

Employment plays a pivotal role in reducing gender, ethnic, racial, and other social inequalities. Therefore, providing meaningful employment experiences for our youth is in the best interest of all, including young people, their communities, and Houston as a whole.

Public Works Director Wins Prestigious Award

HOUSTON – The University of Houston has named Houston Public Works Director Carol Ellinger Haddock Public Official of the Year. The University’s Master of Public Administration Program announced the honor during a luncheon today at the Student South Center on the University of Houston campus. Director Haddock was one of five honorees recognized. The MPA Program recognizes local changemakers who “exemplify strength in ethical decision making; a commitment to the welfare of citizenry by reaching beyond personal, professional and political motives; and an innate ability to encourage and maintain supportive relationships across jurisdictional boundaries.”
“As the Director of the largest American Public Works Association accredited agency in the nation, Carol has led almost 4,000 employees to provide full services to the community during last February’s winter storm while implementing new safety protocols throughout the COVID-19 pandemic,” said Mayor Sylvester Turner. “Carol is very much deserving of this award.”
Carol Ellinger Haddock has been with the City of Houston for nearly seventeen years and was promoted to Director in 2017. She has led the organization through a cultural transformation by providing resilience training for all employees. Carol is a licensed Professional Engineer in the state of Texas with a Civil Engineering Bachelor’s degree from Rice University and an MPA from the University of Houston.

El acuerdo que permitía a los usuarios de Blue Cross Blue Shield usar los servicios ofrecidos por el sistema Memorial Hermann había sido suspendido el pasado 1 de marzo luego de que no se llegara a un acuerdo entre las entidades.

Esto llevó a que miles de pacientes tuvieran que cambiar de médico, cancelar citas o pagar precios por fuera de la red del Memorial Hermann.

Shell announces intent to withdraw from Russian oil and gas

“We are acutely aware that our decision last week to purchase a cargo of Russian crude oil to be refined into products like petrol and diesel – despite being made with security of supplies at the forefront of our thinking – was not the right one and we are sorry. As we have already said, we will commit profits from the limited, remaining amounts of Russian oil we will process to a dedicated fund. We will work with aid partners and humanitarian agencies over the coming days and weeks to determine where the monies from this fund are best placed to alleviate the terrible consequences that this war is having on the people of Ukraine,” said Shell Chief Executive Officer, Ben van Beurden.

“Our actions to date have been guided by continuous discussions with governments about the need to disentangle society from Russian energy flows, while maintaining energy supplies. Threats today to stop pipeline flows to Europe further illustrate the difficult choices and potential consequences we face as we try to do this. Following government statements this week, I want to set out our position clearly. Unless directed by governments, we will:

  • Immediately stop buying Russian crude oil on the spot market and we will not renew term contracts.
  • At the same time, in close consultation with governments, we are changing our crude oil supply chain to remove Russian volumes. We will do this as fast as possible, but the physical location and availability of alternatives mean this could take weeks to complete and will lead to reduced throughput at some of our refineries.
  • We will shut our service stations, aviation fuels and lubricants operations in Russia. We will consider very carefully the safest way to do this, but the process will start immediately.
  • We will start our phased withdrawal from Russian petroleum products, pipeline gas and LNG. This is a complex challenge. Changing this part of the energy system will require concerted action by governments, energy suppliers and customers, and a transition to other energy supplies will take much longer.

“These societal challenges highlight the dilemma between putting pressure on the Russian government over its atrocities in Ukraine and ensuring stable, secure energy supplies across Europe,” said van Beurden. “But ultimately, it is for governments to decide on the incredibly difficult trade-offs that must be made during the war in Ukraine. We will continue to work with them to help manage the potential impacts on the security of energy supplies, particularly in Europe.
