DART Welcomes Charles Cato as New DART Chief of Police

After an extensive national search, Charles Cato has been selected as the new chief of police at Dallas Area Rapid Transit (DART). A public safety executive with almost 33 years of law enforcement and leadership experience, Cato will direct and oversee the DART Police Department including sworn officers, emergency preparedness, security services and related functions to carry out DART’s safety, security and emergency preparedness initiatives.

“We are very excited to welcome a compassionate leader and true public servant like Chief Cato to the DART team,” said Nadine S. Lee, DART president & CEO. “His exemplary background in law enforcement, as well as his experience in developing and expanding cross-agency collaborations, provides our police department and the entire agency fresh perspectives for enhancing security in the transit system as we continue to serve the residents of the North Texas region.”

As the DART chief of police, Cato will lead a team of over 250 licensed peace officers, as well as 110 fare enforcement officers and 67 support staff.

“Charles is a proven and dedicated law enforcement leader who has always had the safety and security of both the citizens and police officers under his command at the forefront of his priorities,” said Matt Walling, DART interim chief of police. “I’m looking forward to working with him to continue to build on the culture of proactive community policing and exceptional service that the DART Police Department provides throughout our service area.”

Cato joins DART from the City of Mesquite, where he served as the chief of police, and was responsible for leading, planning, and directing a staff of 331 employees, including 243 sworn and 88 non-sworn personnel. Prior to his role in Mesquite, he served as the first assistant chief of police at the Dallas Police Department. As second in command of the police department, he was responsible for planning, implementing, and directing the day-to-day operations of 3500 sworn and 500 non-sworn personnel.

“I am honored to be entrusted with the opportunity to lead the dedicated women and men of the DART Police Department,” said Cato. “I look forward to continuing the DART Police Department’s community oriented policing efforts so that we can build and expand on the strong bonds we have developed with both our service area cities, as well as the citizens we serve. Together we will protect the communities we serve, and the DART passengers that rely on our services every day.”

Cato holds a Bachelor of Arts, Criminology and Criminal Justice degree from the University of Texas at Arlington, and a Master of Science, Criminal Justice degree from the University of North Texas at Dallas. He will assume his new role on September 6, 2022.

Governor Abbott Issues Disaster Declaration For Statewide Flood Response

Governor Greg Abbott today held a press conference at Dallas City Hall where he signed a disaster declaration for 23 counties impacted by flooding and provided an update on the state’s ongoing response to severe weather and flash flooding across Texas. Following a briefing on current severe weather and flood conditions, the Governor was joined at the press conference by Dallas Mayor Eric Johnson, Texas Division of Emergency Management (TDEM) Chief Nim Kidd, Dallas Chief of Police Eddie Garcia, Dallas Fire Chief Dominique Artis, Dallas City Emergency Manager Rocky Vaz, and other local officials.

During the press conference, the Governor thanked emergency management personnel and first responders, as well as state and local officials, for their quick, effective response to this historic flooding event. The Governor also outlined resources the State of Texas has deployed in the Dallas-Forth Worth area and other regions of the state in its severe weather and flood response.

“No challenge is too great for Texans to address, and I commend Mayor Johnson, the City of Dallas, and emergency response personnel for their prolific life-saving response to yesterday’s unprecedented flooding event in North Texas,” said Governor Abbott. “The State of Texas will be ready and available to help all impacted communities every step of the way as they begin to navigate the recovery process in the aftermath of this storm. I ask Texans to join Cecilia and me in prayer for all communities affected by this severe weather and for the family and loved ones of Jolene Jarrell who lost her life in the flooding.”

The following counties are included in the Governor’s disaster declaration, with additional counties added as needed: Camp, Culberson, Dallas, Duval, Ellis, El Paso, Henderson, Hopkins, Hudspeth, Kaufman, Kerr, Live Oak, Marion, Montague, Navarro, Pecos, Rains, Smith, Tarrant, Upshur, Van Zandt, Webb, and Wood.

Governor Abbott encourages Texans impacted by severe weather and flash flooding in Dallas and all other affected regions of Texas to file insurance claims with their providers and to complete TDEM’s Self Reporting Damage Survey. This survey will help the state identify damages across Texas and help emergency management officials gain an understanding of damages that occurred during the recent severe weather. This data is also needed to provide information to the Federal Emergency Management Agency to determine the state’s eligibility and highlight the need for federal disaster assistance for individuals. The voluntary survey, available in both English and Spanish, can be accessed by visiting: damage.tdem.texas.gov. Reporting damage to TDEM is a voluntary activity, is not a substitute for reporting damage to an insurance agency, and does not guarantee disaster relief assistance.

On Saturday, Governor Abbott led a statewide weather call with more than 350 local emergency response officials from all regions across Texas ahead of this excessive rain and flash flooding. Additionally, the Governor yesterday increased the readiness level of the State Emergency Operations Center for flood response.

Governor Abbott Responds To President Biden’s Ongoing Attack On Permian Basin

Governor Greg Abbott today sent a letter to President Joe Biden in response to a potential “discretionary redesignation” of the Permian Basin by the Environmental Protection Agency (EPA). The action could jeopardize a quarter of the nation’s gasoline supply. The letter reiterates how the EPA is employing flawed logic and data to proceed with the Biden Administration’s stated goal of ending fossil fuels, which would have lasting impacts on Americans struggling with skyrocketing inflation and gas prices.

“We will begin by challenging the accelerated timelines that your agency uses to rush through its policies,” reads the letter. “Because your administration has very little [time] remaining, you refuse to deliberate or halt this ‘discretionary’ action despite the adverse impacts on Americans. If those impacts are irrelevant to your administration, be honest and tell us. Don’t send us your surrogate. Americans have the right to know if their president puts politics over people.”

In the letter, Governor Abbott spotlights how the hurried discretionary redesignation of the Permian Basin for ozone is arbitrary and how the EPA is choosing to stall analysis that would lead to an evidence-based finding contrary to the Biden Administration’s plans. In June, the Governor sent an initial letter to President Biden detailing how EPA plans to impose a discretionary redesignation of the Permian Basin could result in draconian regulations that would interfere with the nation’s most prolific oil field. Rather than respond directly, President Biden had his EPA send a letter reaffirming their plans to attack Texas oil and gas production and jeopardize our nation’s gasoline supply with an arbitrary discretionary redesignation.

The Texas oil and gas industry directly employs more than 422,000 Texans and supports 1.37 million total direct and indirect Texas jobs. Producers in the Permian Basin are responsible for 5.2 million barrels of oil per day, which can be processed into about 95 million gallons of gasoline a day, according to the U.S. Energy Information Administration. Following President Biden’s swearing-in last January, Governor Abbott issued an executive order to protect Texas’ energy industry from federal overreach.

Governor Abbott Celebrates East Penn Manufacturing Expansion In Temple

Governor Greg Abbott today celebrated the grand opening of East Penn Manufacturing Company’s new battery finishing and distribution center during a ribbon cutting ceremony for the facility in Temple. Following a tour of the new center with state and local leaders, the Governor remarked on the company’s economic impact for the community and presented East Penn Manufacturing with a proclamation recognizing the grand opening of the new facility.

“As one of the world’s largest battery manufacturers, East Penn Manufacturing’s expansion in Temple is great news for Texas’ skilled workforce,” said Governor Abbott. “East Penn Manufacturing’s strong family-oriented culture and dedication to the communities they serve complement the ‘Made in Texas’ brand. As the global demand for batteries continues to grow, this new facility will further stimulate Texas’ booming economy and usher in greater opportunities to the people of Central Texas. Texas is proud to have East Penn Manufacturing in our state, and I thank the Temple Economic Development Corporation and all community leaders involved for their hard work in bringing this major investment to Central Texas.”

East Penn Manufacturing’s finishing and distribution center will bring more than $106 million in capital investment and over 260 new jobs to Temple and the surrounding area. Additionally, East Penn Manufacturing was offered $1.4 million in Texas Enterprise Fund (TEF) grant funding.

District F to hold career fair with major employers in Alief on Saturday

Council Member Tiffany D. Thomas will host her 2nd Annual District F Career Fair this Saturday, with more than 75 participating employers and resource groups scheduled to attend.

The event will be held from 10 a.m. 2p.m. at the Alief ISD Center for Advanced Careers, located at 12160 Richmond Ave Houston, Texas 77082.

District F residents and local job seekers throughout the Gulf Coast region are invited to attend the career fair and take advantage of opportunities to apply and interview for job openings, network with recruiters, and receive free resources to aid in their career development.

Employers such as: Amazon; Kroger; Methodist Hospital; City of Houston; Labor Finders; Sprouts; International Cooling Towers; and many more will be on hand to meet directly with job candidates. Community resource groups such as the City of Houston Community Re-entry Network Program, West Houston Assistance Ministries, and Workforce Solutions will also be onsite providing job search assistance career advancement resources.

In addition to the career fair, Councilwoman Thomas and the District F office will host a series of professional development and employment assistance events prior to the fair.  These events are free to the public and include:

Houston Astros Pass New York Yankees as Best Team in the American League

The Houston Astros are a great baseball team. After Tuesday night, they are now the best team in the American League with the No. 1 seed and trail only the Los Angeles Dodgers in all of Major League Baseball, thanks to a win and a New York Yankees loss.

But, a casual MLB fan may not know that considering the raucous fanfare surrounding the Yankees and their star-studded roster situated in the largest media market in the United States.

Outside of José Altuve, Alex Bregman and Justin Verlander many may not be familiar with Houston’s roster. New York on the other hand has household names up and down the lineup, but they still sit behind Houston in seeding.

The answer is simple: player development and management.

It is something the Astros not only excel in, they are arguably the best in baseball at discovering, unearthing and then developing talent. That has created a “next man up” mentality in Houston, and it has allowed them not just to take the AL No. 1 seed this late into the season, but it has allowed them to maintain a continued level of success.

Should they maintain their success and seeding into the postseason then they would get a bye in the Wild Card round of the 2022 MLB postseason and face the winner of the No. 3 and 4 Wild Card matchup.

That would likely be a team such as the Toronto Blue Jays. Not ideal for an AL Divisional Series matchup.

However, if Houston were to finish with the second seed they would likely play a team from the AL Central. It goes without saying that playing a team from the AL Central in the ALDS is preferable for the Astros, but it would likely require the Minnesota Twins to win a playoff series. That has not happened since 2002.

So while the No. 1 seed carries the prestige — especially denying the Yankees of that title — it also bears the burden of a potentially harder path through the postseason. Which is more important between the two is an obvious answer.

Still, acquiring the No. 1 on Tuesday evening helps create momentum. Something a club can’t have enough of as they steam toward the postseason.

The Texans kicked off their 2022 preseason with a thrilling 17-13 comeback victory over the Saints at NRG Stadium on Saturday night.

“Anytime you keep score, you want to win, kind of simple as that, but there is a lot more we’d like to get accomplished in these preseason games,” Head Coach Lovie Smith said.

Smith’s debut as Texans head coach resulted in three takeaways (one interception, two fumble recoveries) for his defense, an explosive performance by rookie running back Dameon Pierce, and a touchdown drive in the final minute of action.

“Dameon Pierce definitely caught my eye and everybody’s eye that was watching him,” Smith said. “That’s what we’ve seen in training camp also. He’s a good football player.”

Davis Mills started the game at quarterback but exited after two series, completing all three passes he threw for 14 yards. Backup quarterback Jeff Driskel completed 16-of-26 passes for 165 yards, two touchdowns and three interceptions. Driskel’s second touchdown pass, was a 6-yarder to wide receiver Johnny Johnson, III with just 25 seconds remaining to give Houston the late win.

Resting veterans who did not see action in the preseason opener included Laremy Tunsil, Justin Britt, Brandin Cooks, Maliek Collins, Jerry Hughes and Christian Kirksey.

“As you can see, we kept out quite a few of our players,” Smith said. “By design, we wanted to see some of the other players in some of the situation that we got.”

Rookies who played included Pierce, defensive back Jalen Pitre and linebacker Thomas Booker IV. Pierce led the team with 49 rushing yards on five carries in the first half, including one for a 20-yard gain in the second quarter.

After Driskel’s pass was picked off with 1:52 left in the first half, the Saints added a 23-yard field goal to tie the score 10-all going into the intermission.

Trailing 13-10 with just over two minutes remaining, Driskel orchestrated a seven-play, 90-yard scoring drive, converting four first downs. After a 49-yard completion to Camp, Driskel found Johnson for a 19-yard reception. Three plays later, Driskel connected with Johnson on a six-yard touchdown pass to give Houston a 17-13 lead and the preseason win.

The Texans will next travel to Los Angeles to play the Rams in their second preseason game on Friday at 9 p.m. CT.

Pitre recorded four tackles and a tackle for loss. Booker logged his first career NFL sack along with 2 tackles.

QB Andy Dalton threw a nine-yard touchdown pass to RB Dwayne Washington on the opening drive to give the Saints an early 7-0 lead. Houston’s defense forced a takeaway on the next two possessions. Tremon Smith had an interception and Ogbonnia Okoronkwo recovered a fumble on backup QB Ian Book. The Texans converted the two turnovers into 10-7 lead in the second quarter. Driskel’s four-yard touchdown pass to WR Jalen Camp capped off a five-play, 47-yard scoring drive.

JUDGE DENIES INJUNCTION TO BONDSMEN – 10% MINIMUM DOWN FOR DEFENDANTS ACCUSED OF VIOLENT CRIMES STILL ENFORCEABLE

TODAY, a Harris County judge denied a bail bond company’s request to block the 10% minimum premium rule passed by the Harris County Bail Bond Board earlier this year. Precinct 2 Commissioner Adrian Garcia originally proposed this rule. This marks the second court to uphold the rule’s legality. The hearing was argued by Harris County Attorney Christian D. Menefee and First Assistant County Attorney Jonathan Fombonne.

Harris County Precinct 2 Commissioner Adrian Garcia gave the following statement:

“Public Safety is my priority. That’s as true now as County Commissioner as it was when I was Sheriff. We in Harris County take a comprehensive approach to protecting communities. No shortcuts. The bail industry isn’t making us safer. Bondsmen are getting rich, while those accused of violent crimes are getting out of jail. I am proud to have proposed this rule which had unanimous, bi-partisan support at Commissioners Court. People accused of violent crimes should not get any discounts while they await trial. This affects no one accused of the most minor, nonviolent offenses who would be stuck in jail because they aren’t able to pay. County Attorney Menefee’s work on this issue and the judge’s fair ruling are important to keep our communities safe.”

Harris County Attorney Christian Menefee issued the following statement:

“I’m glad the judge recognized that the bail bond industry’s arguments were meritless. This is an important victory for families and communities who have been affected by violent crimes, and I’m pleased with the court’s decision.”

After a Houston Chronicle exposé revealed that some local bondsmen had been taking payments as low as 1% to bail out defendants, Commissioner Adrian Garcia proposed a resolution at Commissioners Court requiring the industry standard of 10% down for those accused of violent crimes. The resolution passed unanimously. The rule, later proposed and passed by the Harris County Bail Bond Board, requires bail bond companies in Harris County to collect a minimum 10% premium before serving as a surety for people charged with certain violent felonies, including murder, rape, aggravated assault, etc.
