Houston ISD Superintendent accused of funneling tax dollars out of state

HOUSTON, Texas — A state lawmaker and Houston teachers are calling for Houston Independent School District Superintendent Mike Miles to be investigated after a Spectrum News report revealed that millions in Texas public school tax dollars may have been funneled to a failing school in his Colorado charter school system.

These findings come less than two weeks after the state-appointed administrator announced a $450 million gap in funding at HISD, resulting in districtwide layoffs for the upcoming school year.

A Texas Education Agency spokesperson said agency officials are “aware of the report and are reviewing the matter.”

Miles did not respond to a request from The Texas Tribune for comment on Tuesday.

In March 2023, TEA Commissioner Mike Morath took over the district with a temporary board of trustees. The stated rationale was because of misconduct by the HISD board of trustees and the poor performance rating of Phyllis Wheatley High School. Three months later, Morath appointed Miles, the former superintendent of Dallas ISD, as HISD’s superintendent.

Spectrum News reported on Monday that the Third Future Schools charter school network, based in Colorado and founded by Miles, was using funds from the network’s Odessa school to offset losses at its Aurora, Colorado school. Miles’ sister now runs Third Future Schools.

HISD might be the most talked about school district facing financial issues, but it’s one of many. Across the state, big and small districts don’t have enough money to do the job.
Spectrum also reported that Miles received $40,000 last year consulting for Third Future Schools, which was dealing with deep financial setbacks leading to the closure of a Colorado school and $5 million in unpaid debt.

Third Future Schools was created in 2016 after Miles left the superintendent’s job at Dallas ISD. The charter school chain expanded into Texas in 2020, opening three schools in Odessa, Midland and Austin. The Texas expansion, according to Spectrum News, occurred about the time the Colorado schools were showing signs of financial distress.

By the end of 2023, the Texas schools had already accumulated more than $2.5 million dollars in debt, Spectrum News reported in its monthslong investigation.

The news outlet reported that the three Texas schools received $25 million in taxpayer dollars. About $15 million went to teachers and staff. But another $10 million was listed by Third Future Schools as unspecified administrative costs. Subsequent public documents obtained by Spectrum News revealed that more than $2 million went from Third Future Schools’ Texas operation to help cover losses at a Colorado school.

The Houston Independent School District superintendent is now saying no school administrators will be fired next year based on the district’s new rating system.


In a letter addressed to Morath, State Rep. Ana Hernandez, D-Houston, urged the state agency to conduct an investigation to clarify whether Texas public school tax dollars had been sent out of state.

“These alleged actions cast doubt on his ability to lead HISD and his commitment to providing the best education for our students,” Hernandez told The Tribune. “Texans deserve transparency, accountability, and responsiveness.”

Jackie Anderson, president of the Houston Federation of Teachers, accused Miles of using the tax dollars as his own “personal piggy bank,” echoing Hernandez’s request for an immediate investigation.

“The corruption of this deal stretches beyond just Mike Miles – the board of managers is also complicit in this shadowy scheme by failing to provide oversight and transparency,” she said. “Greg Abbott’s takeover of our schools has failed. Teachers, students and their families deserve better and in response we are demanding the immediate resignation of Mike Miles and the immediate exit of the TEA from HISD.”

Kingdom of the Planet of the Apes – A Rollercoaster of Highs and Lows

The movie kicks off over 300 years after the last movie. This jarring leap in time from the previous films disrupts the continuity of the franchise, causing certain plot points to feel disjointed and unresolved, some even outright impossible. 

The sudden shift in timeline raises more questions than answers, leaving audiences puzzled and disconnected from the overarching narrative.

Alongside the timespan issues, the movie suffers from a very bland and overused formulaic plot. Strikingly similar to the third movie in the franchise, “War for the Planet of the Apes” this movie starts with a conflict that sets into motion the main character, an ape named Noa (voiced by Owen Teague), going on a quest while picking up companions, a comic relief ape and mute blonde girl, along the way. Sound familiar?

Ultimately ending the conflict by fighting the evil boss at the end of the movie, an ape named Proximous Caesar (voiced by Kevin Durand). 

Which leads into the third main issue with the film, the antagonist, while menacing in appearance, lacks depth and complexity beyond being evil and wanting “his vault.”

 He gets very few lines, which is a shame because Durand kills it with what he is given. Somehow being able to bring life and fear into a character that gets maybe 15 minutes of on screen action.  

With limited screen time and little development, Proximous falls flat, failing to leave a lasting impression or pose a significant threat to Noa’s journey. 

I expected more from a franchise that has a history of being able to make genuinely good antagonists and conflict. The second film in the franchise, “Dawn of the Planet of the Apes” nailed this incredibly well. 

Lastly we come to the conclusion of the film, the big climax at the end. “Kingdom of the Planet of the Apes” leaves much to be desired on this front, with loose ends and unresolved conflicts marring an otherwise okay narrative. And don’t get me started on how various man-made electronics are able to just turn on after 300 years….

The vague plot twist feels rushed and incongruent with the rest of the film, leaving viewers with a sense of dissatisfaction and confusion. 

The movie wasn’t all bad though and had two main factors that saved it. 

The visuals and detail on the apes was beyond outstanding. Proving Weta Digital are still the kings of VFX. The voice acting and dialogue were incredible, Teague and Durand absolutely carried the film in this aspect.

The film also had what I would call a “delightful nod to the franchise’s roots”, the unexpected cameo of an orangutan brings a nostalgic charm to the film. It serves as a poignant reminder of past adventures while adding a touch of whimsy to the overarching narrative. 

Altogether, “Kingdom of the Planet of the Apes” is a cinematic rollercoaster ride filled with highs and lows. While its breathtaking visuals and standout performances are commendable, the film is hindered by a lackluster and generic plot, underdeveloped characters, and narrative inconsistencies. 

Despite its flaws, the film offers moments of genuine entertainment and nostalgia, making it a worthwhile watch for fans of the franchise. I give it a 7.5/10.

Barge hit Pelican Island Causeway, causing portion to fall, officials say

GALVESTON COUNTY, Texas (KTRK) — A barge hit the Pelican Island Causeway Wednesday morning, causing a piece of the bridge to fall, according to the Galveston County Sheriff’s Office.

Pelican Island is north of Galveston, with that bridge linking it to the city. It’s the only way on and off Pelican Island.

All vehicular traffic is stopped.

At about 10 a.m., the vessel under tow broke loose and slammed into the railroad side of the bridge, County Judge Mark Henry said. The rail portion is not in use.

Officials believe two crew members on the ship were either thrown or jumped off, but they were rescued quickly, Henry told ABC13.

Vacuum oil gas is leaking from the barge, which has a capacity of 30,000 gallons. It wasn’t immediately known how much oil gas the barge was carrying.

A view from SkyEye showed about a 300-foot sheen on the water in the bay.

The sheriff’s office said that crews are at the scene assessing the damage.

Despite an initial outage, Henry said that the island has since switched over to a secondary power route on the island.

Texas A&M University Galveston is on Pelican Island and shared an alert Wednesday about the bridge closure.

“Sea Aggie Alert: The Pelican Island Bridge is closed to all traffic at this time due to a barge strike. Electricity has been restored and additional updates will be provided as the situation unfolds. The next scheduled update will be at 1200.”

TAMU is one of the main buildings on the island. The university held commencement ceremonies last week.

Pelican Island is also home to a number of attractions, including Seawolf Park and the Galveston Naval Museum, as well as several port-related industries.

Of note, the Battleship Texas has been in dry-dock on Pelican Island as it undergoes major renovations. It re-entered the water in March. It’s expected to reopen sometime in 2025 or 2026.

What to know about Pelican Island Causeway

The causeway itself is 3,239 feet long with a span length of 164.1 feet.

proposal was put forth to replace the bridge, with construction to start in summer 2025.

It would stretch from SH 275 to Seawolf Parkway.

The Seawolf Parkway bridge connects Pelican Island to Galveston Island within the city of Galveston.

“The deterioration of the Seawolf Parkway bridge has progressed to the extent that any additional deterioration could result in sudden bridge closure. Since this bridge provides sole access to Pelican Island, bridge closure would effectively cut off access for all users, including evacuation and emergency services,” an overview of the project read.

The bridge was constructed in 1960.

Authorities are concerned now with the accident Wednesday that the barge will be rendered unusable going forward.

WEATHER WATCH: Heavy thunderstorms likely to return on Thursday

HOUSTON, Texas (KTRK) — Enjoy the sunshine and lower humidity while we have it because tropical moisture surging back in Thursday brings the potential for more heavy downpours and street flooding.

Temperatures Wednesday morning will again drop into the lower 60s under a mostly clear sky. Patchy fog is possible for the morning drive, especially in rural parts of Southeast Texas. A few cirrus clouds return in the afternoon, but it will be another dry and warm afternoon. That all changes on Thursday as our next storm system blows in.

Will the storms bring more flooding and severe weather?

Heavy rain that could flood streets is looking like the primary threat with this round of storms, but there will be a secondary threat of severe weather, too. At this time, we expect one to three inches of rain to be common, with over six inches possible in spots. The highest rainfall accumulations look to occur north of I-10 in the exact spots we don’t need anymore rain. While the timing could change, it looks like the storms will be biased toward the late afternoon and evening hours.

When will the storms clear out?

Many locations north of I-10 should be storm-free by Friday morning, but there could be lingering thunderstorms south of I-10 for the Friday morning commute.

How is the weekend shaping up?

All things considered, it’s looking like a great weekend for outdoor activities if you can survive the mosquito swarms! Morning lows will dip into the 60s both Saturday and Sunday with afternoon highs in the low 90s. We’ll get plenty of sunshine under a sunny to mostly sunny sky, and no rain is expected.

Disney rolls out new lineup of programming at 2024 upfront

Disney is rolling out its upcoming lineup of programming in a spring tradition in the TV business that’s known as the upfronts.

Part presentation and part celebration, ABC and Disney stars joined the company’s top executives at the Javits Center in New York City to promote their shows to the nation’s advertisers.

“The upfront is a week, a year where companies come in and they show to our advertisers all of the new content that’s coming, either renewed or brand new,” said Rita Ferro, Disney’s President of Global Advertising.

She adds that the content “is like magic” and “a treasure trove of everything, everyone and everywhere.”

Ferro also talked about what she hopes the headlines will be after the upfront.

“Our one hope as a company is that regardless of what you’re going to see next week, there is no presentation or stayed more creative and more anchored in world class storytelling and incredible brands that move the hearts and minds of consumers and the Walt Disney Company,” Ferro said. “That is what we’re known for. At the end of the day, all the content is great, but there’s very few companies that can make you feel and have an emotional connection here, like Disney does.”

At the upfront, several trailers were debuted for new movies and TV series including “Agatha All Along,” High Potential,” “Ironheart,” “Daredevil: Born Again,” “The Acolyte” and more.

Here’s a look at some of the big announcements coming out of the Disney Advertising Upfront:

Joan Vassos named 1st-ever Golden Bachelorette

After her time was cut short on the inaugural season of “The Golden Bachelor,” Joan Vassos, the 61-year-old grandmother and school administrator from Rockland, Maryland, will begin her own journey for new love this fall when she steps into the historic role as the first Golden Bachelorette.

The fan favorite will bring her signature grace and charm as she embarks on a search for her next person, showcasing that everyone is worthy of more than just a second chance at love, when “The Golden Bachelorette” premieres Wednesdays this fall on ABC and streams next day on Hulu.

Super Bowl champion Jason Kelce joins ESPN

ESPN has signed Jason Kelce to a multi-year agreement, adding the vibrant personality as an analyst on the company’s marquee programming around premier NFL telecasts.

The 13-year NFL veteran joins “Monday Night Countdown” each week, leading into Monday Night Football throughout the regular season and ESPN’s Super Wild Card and Divisional Round playoff games.

The six-time NFL All-Pro will also become a member of ESPN’s Super Bowl studio coverage each year, including Super Bowl LXI in Los Angeles (February, 2027) when America’s Biggest Game airs on ESPN and ABC. Additional postseason studio appearances will occur annually, including during the NFL’s Conference Championship weekend.

Selena Gomez announces ‘Wizards Beyond Waverly Place’

The official title of the new series, which is a continuation of “Wizards of Waverly Place,” was announced by Selena Gomez at the upfront. The singer and actress serves as the new series’ executive producer and guest star.

Gomez and David Henrie are reprising their roles as Alex and Justin Russo. The show also stars Janice LeAnn Brown, Mimi Gianopulos, Alkaio Thiele, Max Matenko and Taylor Cora.

The series follows an adult Justin Russo, who has chosen to lead a normal, mortal life with his family, Giada, Roman and Milo. When Justin’s sister Alex brings Billie to his home seeking help, Justin realizes he must dust off his magical skills to mentor the wizard-in-training while also juggling his everyday responsibilities – and safeguarding the future of the Wizard World.

The series is slated to premiere on Disney Channel and Disney+ later this year.

Bruce Springsteen documentary coming to Hulu, Disney+

Hulu and Disney+ announced that they will launch “Road Diary: Bruce Springsteen and The E Street Band” in October of this year.

The new documentary will feature unprecedented, behind-the-scenes access to their 2023-2024 world tour.

The film begins with a one-of-a-kind look at the band’s preparation process, following them from their earliest rehearsals in Red Bank, New Jersey, to performances for tens-of-thousands across continents.

All the while, fans get the chance to experience professionally shot footage from the 2023-2024 tour for the first time ever – in addition to hearing firsthand from band members about performing on stage with Springsteen and how they keep the magic of The E Street Band as potent as ever.

The film was directed by Springsteen’s longtime collaborator Thom Zimny and produced by Zimny, Jon Landau, Bruce Springsteen, Adrienne Gerard and Sean Stuart.

Hulu announces new stand-up comedy brand ‘Hulu’s Laughing Now’

Comedian Jim Gaffigan announced the launch of Hulu’s comedy stand-up brand, “Hulu’s Laughing Now,” from the upfront stage on Tuesday.

Gaffigan will be the first comedian to host a stand-up special as part of the new brand, with his special “The Skinny” launching on the platform Nov. 22.

“Hulu’s Laughing Now” will feature 12 comedy specials per year, adding one new comic per month.

Serena Williams to host 2024 ESPYS on ABC

Calling it a “dream come true,” tennis legend Serena Williams will host The 2024 ESPYS on July 11 at 8 p.m.

Williams’ turn as host of The ESPYS will immediately follow the July 10 premiere of the first episode of the ESPN+ Original Series, “In the Arena: Serena Williams.” This 8-part series provides an inside look at her legendary career, featuring firsthand perspective from Williams and key figures throughout her life.

Severe threat over for now, ABC13 Weather Watch posted for Thursday

HOUSTON, Texas (KTRK) — The threat for severe weather is now over, but the threat for more storms later this week continues.

The air is now stable and rain-cooled, and temperatures Tuesday morning will slowly fall through the 60s. With the wet ground, widespread patchy fog is likely, and it could get dense in spots for the morning commute. After the fog burns off, temperatures will soar to near 90 degrees in the afternoon, but it will be a dry heat with lower humidity in place.

We can we expect more storms this week?

We should remain storm-free until Thursday. That’s when the next storm system will swing a front through the southern Plains and into Texas.

Katy-area fitness club’s 17-year-old employee charged with indecency with a child, deputies say

FORT BEND COUNTY, Texas (KTRK) — Fort Bend County deputies allege that a 17-year-old fitness club employee committed indecency with a child while at work.

On Monday, a sheriff’s office social media post disclosed details about Joseph Brvenik’s April 29 arrest regarding an investigation that started on April 13.

According to the posting, the investigation concerned a sports club in the 9900 block of Gaston Road in the Katy area. While the Fort Bend County Sheriff’s Office didn’t name the business, ABC13’s search of the area identified it as Villa Sport Athletic Club.

“This place has become like family to us,” Caitlin Dartez, a former member, said.

Dartez picked the fitness club because the business watches her kids while she works out. Child care isn’t a perk many gyms have.

However, she said her trust in them is gone after learning a toddler was allegedly violated by the employee. She doesn’t know his position but recalls seeing him around the club.

“I never would have thought this would have happened in the first place and never would have thought they would have handled it the way they’ve handled it,” Dartez said.

Dartez was notified by email on Sunday, but according to that email, the alleged incident happened on March 21.

The email said that management reviewed video footage at the time and interviewed witnesses but found no evidence of misconduct.

It took almost a month for the allegations to reach the ears of the Fort Bend County Sheriff’s Office.

Deputies arrested Brvenik on an indecency with a child charge on April 29, something that was never mentioned in the email.

“That doesn’t sit right with me,” an employee who allegedly reported the incident to the sheriff’s office said.

The employee said he was indefinitely suspended.

There were members ABC13 spoke to in the parking lot who had no idea this was happening. Others showed up to sever ties with the club.

“I just don’t want to be a member of somewhere that allows that to go on, and I don’t think they took the right steps, honestly,” Brandy Foster said.

Dartez said it will be a tough conversation with her four kids.

“They are going to be devastated when I tell them we won’t be returning to the gym this summer,” Dartez said.

According to the sheriff’s office, Brvenik has since been released on a $75,000 bond.

FBCSO had yet to provide other details, including what alleged act set off the investigation and the alleged victim’s age.

They reported that the probable cause for the arrest didn’t come from video footage.

Additionally, no one at Villa Sport had publicly spoken about the arrest or Brvenik’s employment status.

According to the club’s website, Villa Sport offers child care for kids from 6 weeks to 12 years old.

3 people shot in drive-by at slab car event on Houston’s southside, police say

HOUSTON, Texas (KTRK) — Police are investigating a drive-by shooting that happened while a crowd was gathered for a slab car event on Houston’s southside along Old Spanish Trail.

Houston police said officers were called just before 9:30 p.m. Sunday to the 3300 block of Old Spanish Trail near SH-288.

According to investigators, a man in his 20s was shot in the leg and shoulder. Another man was shot in the head.

The third victim — a 24-year-old woman who was shot in the lower back — was able to leave the location and call for help.

“While the individuals were gathered in one parking lot, a vehicle that’s only been described as a white car drove by and shot in the Foot Locker parking lot, into a crowd of people. In that crowd we had three victims struck,” Lt. J.P. Horelica said.

All three victims were transported to local hospitals and are expected to survive.

The only information investigators had about the wanted shooter is that they were in a white car.

ABC13 Weather Alert Day for the threat of severe storms

HOUSTON, Texas (KTRK) — The ABC13 Weather Watch has been upgraded to a Weather Alert Day as the threat for severe thunderstorms to develop has increased this afternoon.

Light showers will move through Southeast Texas Monday morning as temperatures hover in the mid-70s. Scattered strong to severe storms could move through Monday afternoon and evening, potentially bringing damaging wind gusts over 70 mph, golf ball-sized hail, and blinding heavy rains.

A Flood Watch also continues for our northern counties and will remain in effect through Monday at 7 p.m. Total rainfall of 1 to 3 inches could lead to flooding of low-lying areas or prolong flooding already occurring in some locations.

Can we expect more storms this week?

Yes, the same weather system that brought showers and a few storms Sunday will still be overhead Monday. Scattered showers and thunderstorms are possible beginning around lunchtime Monday and continuing into the evening. These storms could bring strong winds, hail, and heavy rainfall that could lead to street flooding and flooding of low-lying areas. So Monday is going to be another day to keep a watchful eye on the sky and forecast. Then after Monday, the next chance for rain is Thursday.

With the continued rain will flooding become an issue again?

A Flood Watch continues through Monday evening for our counties north of Houston and I-10.
