City of Houston Awarded $36.91 Million in Railroad Crossing Elimination Grant Funding, Largest Allocation in the State of Texas

The United States Department of Transportation announced today that the City of Houston will receive $36.91 million in federal funding through the Railroad Crossing Elimination grant program for the West Belt Improvement Project (Phase I). The award is the largest allocation in the state of Texas.

This funding will ensure the reconstruction of the Navigation Boulevard railroad underpass and the construction of the Commerce Street underpass.  Additionally, a new underpass on York Street will be constructed.

The Railroad Crossing Elimination Grant Program was created by the Bipartisan Infrastructure Law. This competitive discretionary grant program will help improve safety, eliminate lengthy delays at railroad crossings, and lower the costs of transporting goods, thus making them more affordable for American families. Today’s announcement is the fourth grant awarded to the City of Houston since the law passed in 2021.

The West Belt Improvement Project (Phase 1) is the first phase of implementing a future 14,600-foot sealed rail corridor along the Houston Belt & Terminal Railroad’s West Belt Subdivision. Phase 1 includes the construction of four underpasses and closure of four at-grade crossings to eliminate seven existing at-grade crossings and reconstruct one underpass to current standards. When completed, Phase 1 will have an opportunity to create a 9,000-foot sealed corridor and quiet zone.

“This funding is a crucial step in improving transportation equity for all users,” said Houston Mayor Sylvester Turner. “The West Belt Improvement Project will help address the impacts of slow, stopped and longer trains that block crossing by eliminating the at grade conflict. This will enhance safety for our first responders and increase travel reliability for those commuting and living in the East End.”

A study completed by the Gulf Coast Rail District in 2012 identified Commerce/Navigation and York/Sampson, as critical for general purpose connectivity and as alternate routes for emergency responders. The Commerce Street/Navigation Boulevard underpass will provide direct access to downtown, Dynamo Stadium, and Minute Maid Park. The York Street underpass will provide direct access to Interstate Highway 45, University of Houston, and Texas Southern University.

Spider-Man: Across the Spider-Verse” recauda US$ 120 millones en su impresionante fin de semana de estreno

0

City of Houston and Bezos Academy Open Three Free Preschools

Following the announcement of a 10-year lease agreement between the City of Houston and Bezos Academy last year, three preschools are now open in Houston and currently accepting applications for the 2023-2024 school year. The partnership is championed by the Mayor’s Office of Education and Youth Engagement which worked to place the preschools in Houston’s most historically under resourced communities, ensuring every child will have equitable opportunities for education that propels them to a meaningful and successful future.

Bezos Academy Houston locations include the Denver Harbor Multi-Service Center, in Magnolia Park at the Community Family Center Building, and in North Shore at the San Jacinto College North Campus.

Image
These preschools were also supported by the Mayor’s Office of Complete Communities, the Houston Health Department, Community Family Centers, and San Jacinto College. All three sites will offer year-round programming, five days a week, for children ages 3-5 years old. Students will also be provided with everything needed during the day, including breakfast, lunch, dinner, and snacks. To learn more about eligibility, visit the Bezos Academy website.

“We are happy to continue to work with Bezos Academy to fight for the future of all children, especially those within our Complete Communities,” said Mayor Sylvester Turner. “When we invest in our children, we are investing in a brighter and more equitable future for our city,”

Studies show that children who have access to high-quality early childhood programs complete high school with lower rates of suspension, arrests, and substance abuse issues, and have higher rates of employment as adults. In Harris County, there are approximately 360,000 children between the ages of 0 and 4, however, childcare capacity in Houston can only meet the needs of about 185,000 children. The opening of these three schools will help to close this gap and give those in our historically most under resourced communities access to education that nurtures the potential in every child.

“Having spent my career teaching and leading in Texas, I know from experience the tremendous leg-up that preschool provides our students,” said Dr. A. Tracie Brown, Bezos Academy Superintendent of Schools. “Mayor Turner’s vision to expand that access for kids who wouldn’t otherwise have it made Houston an obvious place for us to open schools. Now that our first three schools are up and running, that vision has become a reality for the children who show up at a Bezos Academy preschool each day, and we can’t wait to welcome more.”

All three locations are still accepting applications through 11:59 p.m. PST, Monday, June 5th.

About the Mayor’s Office of Education and Youth Engagement
Public education is a human right, the great social equalizer, and a key to a prosperous community. Mayor Sylvester Turner believes that each generation of children should be assured a better life and education. Through collaboration, communication, and coordination, the Mayor’s Office of Education strives to ensure this goal for all families in Houston by promoting access to equitable education and opportunities.

About Bezos Academy
Bezos Academy is a non-profit organization that is building a network of tuition-free preschools. Our preschools offer year-round, full-day programming, five days a week, for children ages 3-5 years old from low-income families. Bezos Academy also provides students with all necessary educational supplies and services to set each student up for success, including Montessori materials, books, arts and crafts, field trips, and meals. US Navy shows Chinese warship’s ‘unsafe interaction’ near Taiwan

The U.S. Navy has released a video of what it called an “unsafe interaction” in the Taiwan Strait, in which a Chinese warship crossed in front of a U.S. destroyer in the sensitive waterway, a risky incident amid deteriorating Sino-U.S. ties.

The encounter comes as both countries trade blame for not holding military talks – with disagreements between the two over everything from trade and Taiwan to Russia’s invasion of Ukraine – and raises the spectre of future face-offs that could spiral out of control.

The U.S. military said the USS Chung-Hoon, a destroyer, and Canada’s HSMC Montreal, a frigate, were conducting a “routine” transit of the strait on Saturday when the Chinese ship cut in front of the U.S. vessel, coming within 150 yards (137 metres).

In the video, released by the U.S. Navy late on Sunday, a Chinese warship can clearly be seen sailing across the path of the Chung-Hoon in calm waters. The Chung-Hoon does not change course.

A voice can be heard in English, apparently sending a radio message to the Chinese ship, warning against “attempts to limit freedom of navigation”, though the exact wording is unclear because of wind noise.

‘TROUBLE AND PROVOCATION’

“The measures taken by the Chinese military are completely reasonable, legitimate, and professional and safe,” said Wang Wenbin, a spokesperson at the Chinese foreign ministry.

“The U.S. had caused trouble and provocation first, while China dealt with it in accordance with the law and regulations afterwards,” Wang told a regular press conference on Monday when asked about the video released by the U.S. Navy.

The Chinese defence ministry did not immediately respond to a Reuters request for comment on Monday.

On Saturday night, China’s military rebuked the United States and Canada for “deliberately provoking risk” with the rare joint sailing.

Chinese military commentator Song Zhongping told Reuters that this “point blank interception” was a demonstration of both the capabilities and “courage” of China’s navy.

“The more intensified the provocation from the United States, the stronger the countermeasures from China,” Song said.

It was the second such encounter in recent days.

On May 26, a Chinese fighter jet carried out an “unnecessarily aggressive” manoeuvre near a U.S. military plane over the South China Sea in international airspace, according to the United States.

“It seems to me that Beijing has instructed its forces to respond more assertively against what it believes are encroaching U.S. and allied forces,” said Derek Grossman, senior defence analyst at the RAND Corporation, a U.S. think tank.

“By doing so, China is only increasing the chances for miscalculation – namely ships or aircraft accidentally colliding – that could then spiral into armed conflict,” he added.

In 2001, a U.S. spy plane made an emergency landing on China’s Hainan island after a collision with a Chinese fighter jet, whose pilot died.

Taiwan’s defence ministry on Sunday called China’s actions with the U.S. and Canadian ships “provocation” and said it was the common responsibility of free and democratic countries to maintain peace and stability in the strait.

“Any actions to increase tension and danger will not contribute to regional security,” it said in a statement.

The ministry called on China to respect the right to freedom of navigation.

China views Taiwan as its own territory, a claim the government in Taipei strongly rejects.

Beijing has been stepping up military and political pressure to try to force Taiwan to accept its sovereignty, including staging regular manoeuvres near the island.
